- We must identify
- A sustainable price we can pay to keep them in terms of
what we can realistically expect from Congress, and
the effect on our posture toward Spain. (State has
provided an assessment of what quid pro quo Spain may
demand). (At Tab - State Issues Paper)
- If Spain's price for what we want to keep (and they are willing
to let us keep) exceeds the sustainable price we can pay we
must then be in a position to sit down with them and have a
rational discussion of what we can do.
C. We should have these agreed assessments of priorities and
sustainable price next week in order that negotiations can begin as soon
as possible (DOD wants negotiations to begin Immediately; State does
not think they need to begin in February).
5. The Second Immediate Issue Is:
What posture should the US adopt with respect to forthcoming
Spain-European Community (EC) negotiations?
- By remaining silent (Option 1) or raising pro-forma objections
(Option 2) we are in effect acquiescing in the agreement and in like EC
agreements with other countries, since the Spanish case represents an
important precedent.
- These deals would have serious effects on our trade and
would undermine the General Agreement on Tariffs and
Trade (GATT).
