MEMORANDUM FOR MR. KISSINGER

SUBJECT:
Next Steps on Spain
According to present plans, Secretary Rogers and Foreign Minister
Castiella will sign the two-year renewal of the US-Spanish Defense
Agreement late today. While this signing marks the end of months
of sometimes acrimonious negotiation and debate, it also signals
the beginning of an even more important -- and hopefully more
creative -- study of what our relationship with Spain should be in
the decade of the 1970s.
The terms of the pending NSSM 46 on our future policy options with
regard to Spain (Tab B) are broad enough to elicit the kind of
fundamental review we have in mind. Work on the NSSM has been
suspended, however, pending completion of the renewal negotiations.
I believe you must now call attention to the study once more, and I
suggest you send a memorandum to the original addressees of the
NSSM setting a new target date of September 15.
There is a memorandum for your signature at Tab A.
RECOMMENDATION:
That you sign the memorandum at Tab A.
