SUBJECT: Spanish Base Negotiations
Lou:
In response to the attached memo
(S/S 1537) the Secretary has desig-
nated Ambassador Johnson as the US
negotiator.
The Secretary has also approved
the recommendation that if the
Spaniards should desire sub-Cabinet
level negotiations, or if subsequent
negotiations are at the sub-Cabinet
level, that Mr. Hillenbrand be
designated as the US negotiator.
