Hillenbrand SUBJECT: Spanish Base Negotiations - ACTION MEMORANDUM DISCUSSION As we move towards the formulation of our negotiating position with the Spanish we need urgently to give some thought to the procedure of actual negotiations. While it has been assumed that I would carry the main burden of day-to-day negotiations, it now seems clear that the involvement of higher levels of the Department will be required at certain points. Spanish Foreign Minister Lopez Bravo has stated that he will be the sole negotiator for Spain. He also stressed that it is essential that the U.S. similarly have a single fully authorized person as negotiator. If Lopez Bravo comes to Washington for the start of negotiations it would be advisable for you to see him and then turn the discussions over to either Under Secretary Richardson or Under Secretary Johnson for as long as Lopez Bravo remains here. Negotiation at levels other than the Foreign Minister could of course be handled by myself and my staff as appropriate. Should you prefer that negotiations be held in Madrid, Ambassador Hill, as personal representative of the President, could lead them as it is unlikely that Under Secretary Richardson or Under Secretary Johnson would find time to go to Madrid for a negotiation that might last two weeks. Alternatively, the President might wish to appoint a special negotiator from the outside, with Ambassadorial rank. CONFIDENTIAL
