MEMORANDUM FOR MR. KISSINGER

SUBJECT: Spanish Base Negotiations - Quid Pro Quo
Attached at Tab A is a memo for the President recommending that he
approve the report of the Under Secretaries Committee on the nature
and scope of the U.S. quid pro quo in the base negotiations. The other
aspects of the forthcoming negotiations o-i,e,, the question of Spain's
trade agreement with the EEC and the priorities to be given to our
facilities--are being handled by others on the staff.
RECOMMENDATION:
That you sign the memo for the President at Tab A.
