SECRET 2 6. MAC Terminal Torrejon refuels transient aircraft and can be used to break down cargo. Spain refueling stop desirable, but not essential to performance MAC mission, peacetime or wartime. (Such use could be included in reentry rights, above.) 7. War Reserve Material Storage Stocks, though bulky, can be moved if necessary. Since they are a low- profile item, they might be left stored in Spain, if not of major concern to Spain. Alternate storage sites are available. 8. SSBN Facilities at Rota No serious loss of capability if subs based in U.S. On old cores, subs based in U.S. would achieve 17 missions, vice 20 out of Rota. But new cores will allow 27 missions from U.S. In addition, Poseidon increases target coverage markedly. 9. 401 TAC Fighter Wing/16 AF Headquarters Units support rotational Quick Reaction Alert units in Italy and Turkey. They can be shifted forward to Italy, if necessary, or returned to U.S. 10. SAC Support In peacetime, 10 KC 135s at Torrejon refuel TAC aircraft rotating between U.S. and Europe, refuel SAC reconnaissance aircraft, and would support SAC bombers in event any airborne alert. (In wartime, additional tankers and bombers would be based in Spain. (Reentry rights, above.) If necessary, the 10 support tankers could be reassigned to England, where 4 KC 135 and 5 RC 135 are now on rotation. Such basing would not support some of SAC's planned airborne alert Mediterranean orbits, the loss of which would be marginal. 11. Intelligence Intelligence activity at Rota could be considered for closure. Certain of tasks can be accomplished at similar facilities elsewhere. SECRET
