SECRET -10- 4. Educational and Cultural Quid Pro Quo --- Spain has indicated strong interest in U.S. support for far-reaching educational reform plan. Through teacher training, we might be able to influence the shaping of Spanish youth for years to come. --- To work out as a meaningful quid pro quo for base rights would require substantial funds from Congress. --- We might find it easier to deal with Congressional problem if this assistance were worked into a "general cooperation agreement." --- Disadvantage: We must begin base negotiations soon, and it is by no means certain that the educational reform project will be in final form in time to be useful in the negotiations.
