SUBJECT: The Issues and the NSSM on Spain
DEC 12 1969
Spain has entered a transitional period in anticipation of the post-Franco
era. The Spanish are groping for a changed relationship with the US and
Western Europe. They seem to want a new and more dignified relation-
ship with the US, and to find their place in Western Europe. US policy
toward Spain is also at a crossroad both because the scenery in Spain is
changing and we are reconsidering strategic and budgetary priorities.
Wemust determine in which direction we prefer Spain to move, and assess
our ability to influence its development. The fact that our bilateral base
agreement expires in September 1970 introduces an immediate issue. The
handling of that issue is admittedly very important, but there is a tendency
to have the tail of our military bases wag the dog of our overall interests
with respect to Spain. As a result, the current draft NSSM falls between
a negotiating position paper and a general paper offering a long-range
perspective.
We must determine our national security interests in Spain, including the
value and role of military facilities in Spain and their relation to our security
interests in Western Europeand the Mediterranean area. This is intimately
related to broader strategic issues which are still under study. We must also
determine how to adjust our relations with Spain to take account of a period
of possible rapid and uncertain political change, e.g., are our longer term
interests best served by more immediate actions which tend to encourage
understanding of what sort of more organic links between Spain and the EEC
(and possibly NATO) are on balance desirable and the extent to which we have
the ability to influence their character and timing.
So far the NSSM drafting process has not gone well. Ambassador Hill is
deeply concerned with the present draft which he feels under-emphasizes
the value of our current military relationship and sets up an artificial and
simplistic dichotomy between whether we should or should not have such
a relationship. The JCS is firmly insisting that the main task is simply
