MEMORANDUM FOR MR. KISSINGER
CC: COLONEL HAIG
FROM: Richard V. Allen put
SUBJECT: Submission of Base Study to Senator Symington
Pursuant to the Allen/Halperin memornadum attached, these
developments have taken place:
1. I called Bill Baroody to determine whether the study has in
fact been transmitted to Senator Symington. It has not. Baroody suggested
that I talk with Bryce Harlow, which I subsequently did.
2. Harlow explains that he is under a strict Presidential mandate
to cooperate with properly constituted committees of Congress, and that
this mandate includes making available studies, papers, records, etc.
Ehrlichman participates in this effort toward cooperation with the Congress.
3. Harlow suggested that a meeting be called Thursday morning;
present would be Ehrlichman, Harlow, Baroody, Allen and Haig. The
purpose of the meeting would be to decide the issue, or to work out acceptable
alternatives. My suggestion, hatched on the spur of the moment, was to
give to Senator Symington (if, indeed, we are to give him anything) a purely
factual description of current basing arrangements, ie., a completely
sanitized version of the major base study. I also explained to Harlow my
view that the request from Symington was made with reference to his
