Memorandum for Mr. Kissinger

chairmanship of a special subcommittee charged to investigate present
and projected commitments, and that this special subcommittee has a
direct bearing on the Spanish base issue. It is likely that the Senate Foreign
Relations Committee envisions an opportunity to grill the military, particu-
larly with regard to alleged commitments which military negotiators
have been making, viz. the Spanish base negotiations.
4. In a subsequent telephone conversation with Baroody, I
learned that the Secretary of Defense must personally sign the letter of
transmittal. It now seems that this letter will not be signed, at least
until the Secretary of Defense returns from Vietnam.
5. We now have bought time on the issue. I reiterate my oppo-
sition to giving the study to Symington, but this matter must be viewed
within the context of the President's decision to be cooperative with the
Congress.
6. Basically, the argument boils down to whether or not we should
hand over to the Congress information with which it could "beat us over the
head, especially since it has virtually announced in advance its intention to
do so.
7. I will need your guidance on this urgent matter, and would
appreciate a word from you as soon as possible.
