Middle East
The Italians will:
-- agree in principle with the idea of four-power meetings in
the context of the UN.
-- but stress their concern that because of Italy's special
position in the area, it should also have an active role and
have its voice heard.
-- stress Italian economic interests in the Middle East.
-- note past Italian efforts to exert constructive influence on
the parties, as, for example, at the time of the hijacking
of the Israeli plane to Algiers.
-- note Italian soundings regarding the possibility of resumed
U.S. -Algerian relations.
-- point out Italian economic interests in the opening of the
Suez Canal.
You should:
-- acknowledge Italy's special interests and role.
-- lay out our general approach on the basis of the talking paper
on the Middle East (Tab C).
NPT
The Italians will:
-- note certain advantages, as they see them, from a delay
between U.S. ratification of the Treaty and deposit of the
instruments of ratification.
-- note that such a delay would permit coordination of the time
of U.S. and Soviet ratification in order to avoid last-minute
reservations or interpretations by the USSR.
