NE/IT-7 CONFIDENTIAL 2. live together in peace and harmony. The Pope has strongly condemned Israel's retaliatory attack on the Beirut Airport and the executions in Iraq. With regard to Biafra (see Background Paper Biafra), the Pope has been particularly active not only with respect to the humanitarian aspects, but also with respect to promoting a resumption of negotiations between the two parties. On December 19, 1968, the Pope wrote identical letters to the head of the Federal Military Government of Nigeria and to the leader of Biafra appealing not only for the resumption of negotiations, but also for a cease- fire during the Christmas season. The Vatican has also sent various emissaries to Nigeria and to Biafra in the past year. Vatican Position: The Pope may review in general his positions with regard to Vietnam, the Middle East, and Biafra. U.S. Position: The United States should encourage the Pope and the Vatican in their humanitarian endeavors.
