SUBJECT: Italy - General Talking Points
Summary
The Points to Stress:
1. The great importance we place on close relations with Italy
and the high value we give to personal relations with Italian leaders.
2. Our hope that Italy will play an active and prominent role
in NATO, Europe, the Middle East, and international affairs generally.
3. Our interest in full and frank consultations.
The Points You Should Avoid:
1. Any suggestion that Italy is not a major power on a par with
other European powers.
2. Extended discussions of Italy's decision to recognize
Communist China.
3. Any implication of unequal attention to the Socialists
(Saragat and Nenni) or the Christian Democrats (Rumor).
I. Background
The Italians are particularly sensitive to any indication, real or
imagined, that Italy is not regarded or treated as a major power.
They welcome their inclusion on your schedule on this trip as a
confirmation of their important position.
The leaders of the government, especially Prime Minister Rumor,
would see in the success of your visit with them an important element
of strength for their government, particularly in the face of continued
serious internal divisions in the two major parties that make up the
coalition and the persistent strength of the Communists.
