of deal with the Soviets whereby we would trade conces-
sions to the USSR in the Middle East for Soviet concessions
on other issues of interest to us. This kind of speculation
misses the whole point of our approach to the problem
of relations with the Soviets. What we seek is to identify
areas of common interest with the Soviets which may have
been obscured by an atmosphere of confrontation on
other issues. We think there are signs that the Soviets
want to avoid another explosion in the Middle East, for
reasons related to their own national interests, and that
they believe a continued Arab-Israel stalemate will lead
in time to such an explosion. We too want to avoid an
explosion or a continued stalemate for reasons related
to our own national interests. It therefore makes sense
to us to probe whether the Soviets are sufficiently
concerned to move toward the alternative we favor -- a
binding, secure and lasting peace settlement -- and if so,
whether they can bring the UAR along.
-- Secretary Rogers has given the Foreign Minister
a description of the principles which we believe should
govern a peace settlement. We intend to submit these
principles to the other three powers in New York next
week. Before doing this, we wanted to show the paper
to the Government of Israel and to receive any comments
it might have.
Israel's Policies on Nuclear Weapons
-- We attach great significance to Israel's con-
tinued assurances that it does not intend to produce
nuclear weapons so long as such weapons are not acquired
by any other country in the area. The introduction of
nuclear weapons into the Middle East would be a tragedy.
-- You have supported early approval of the Non-
Proliferation Treaty by the Senate, and favorable action
by that body is expected soon. We attach great importance
to Israel's early adherence to the Treaty.
