MEMORANDUM THE WHITE HOUSE WASHINGTON SECRET/NODIS MEMORANDUM FOR THE PRESIDENT FROM: Henry A. Kissinger SUBJECT: Conversation with Nahum Goldmann, President, World Jewish Congress The attached memo of my recent conversation with Nahum Goldmann is interesting not so much because it tells us anything new (with two exceptions) but because it tends to confirm certain judgments about our Near East negotiations that we had reached independently: 1. Goldmann suggests that we have not lost the Israelis yet. You will recall the Israeli Cabinet's sharp reaction following Eban's visit here to our participation and position in the four- power talks. We judged after his return to Washington that they would press us to stand clear or not go too far but that they had decided to stay in consultation with us and not to threaten non-cooperation yet. Goldmann's talk with Dayan seems to indicate that the Israelis will try to hold us back but are convinced we cannot be stopped SO will stay with us for the time being. 2. Goldmann's talk with Dobrynin tends to confirm just about what Dobrynin has told Sisco--that Moscow has come a long way toward our concept of a contractual agreement from its earlier notion of general declarations of intent. But it still does not accept our idea of demilitarizing the whole Sinai. The two new elements are lack of specific Soviet concern over the refugees (they should not be an obstacle from Moscow's viewpoint) and confirmation that Moscow feels it has Nasser's proxy as far as it has gone.
