Cline\nRSC\nWATTS ADVANCE COPY\nSubject: Spain - Lopez Rodo, A Rising Star\nThe prestige of Laureano Lopez Rodo was SO enhanced in the sweeping\nreshuffle of the Spanish cabinet announced at the end of October--in which\nhe remains as Economic Development Minister--that this gifted civil servant\nmust now be regarded as a potential future Prime Minister of Spain. This\npaper assesses Lopez Rodó's experience, his personal\ncharacteristics, and his strengths and weaknesses as a\npossible future political leader of Spain.\nABSTRACT\nLaureano Lopez Rodo, regarded as \"a man to watch\"as\nlong ago as 1957 when he master-minded an administrative\nreorganization and influenced cabinet changes, appears to\nbe the chief beneficiary of the recent sweeping cabinet\nreshuffle. His position of strength in the government has\nbeen SO clearly enhanced that it may well be that Franco\nLopez Rodo\nis intentionally grooming him to be Prime Minister some day.\nThe realities of Spanish politics, as well as the respect in Spain for\nseniority, probably dictate that the colorless 66-year-old Vice President\nCarrero Blanco (or some other senior military type) will become the immediate\nsuccessor to Franco as Chief of Government, but Lopez Rodo, only 49, must now\nbe regarded as a strong contender ultimately for that office.\nLopez Rodo's training, his breadth of government and academic\nexperience, his appreciation of the current political realities in Spain, his\neconomic expertise, his position of leadership in the powerful Catholic\nThis report was produced by the Bureau\nof Intelligence and Research.
