Subject: Spain - Lopez Rodo, A Rising Star
The prestige of Laureano Lopez Rodo was SO enhanced in the sweeping
reshuffle of the Spanish cabinet announced at the end of October--in which
he remains as Economic Development Minister--that this gifted civil servant
must now be regarded as a potential future Prime Minister of Spain. This
paper assesses Lopez Rodó's experience, his personal
characteristics, and his strengths and weaknesses as a
possible future political leader of Spain.
ABSTRACT
Laureano Lopez Rodo, regarded as "a man to watch"as
long ago as 1957 when he master-minded an administrative
reorganization and influenced cabinet changes, appears to
be the chief beneficiary of the recent sweeping cabinet
reshuffle. His position of strength in the government has
been SO clearly enhanced that it may well be that Franco
Lopez Rodo
is intentionally grooming him to be Prime Minister some day.
The realities of Spanish politics, as well as the respect in Spain for
seniority, probably dictate that the colorless 66-year-old Vice President
Carrero Blanco (or some other senior military type) will become the immediate
successor to Franco as Chief of Government, but Lopez Rodo, only 49, must now
be regarded as a strong contender ultimately for that office.
Lopez Rodo's training, his breadth of government and academic
experience, his appreciation of the current political realities in Spain, his
economic expertise, his position of leadership in the powerful Catholic
