MEMORANDUM FOR MR. KISSINGER
FROM:
Helmut Sonnenfeldt
SUBJECT: Your Talk with Aguirre de Carcer, 5 p.m., Friday,
May 16, 1969
Attached (Tab A) is a detailed updating of what has been happening
in the Spanish Base negotiations. This should give you sufficient
background for your talk with Aguirre de Carcer at 5 p.m. this
afternoon.
You will recall that he has been wanting to talk to you, Professor
to Professor. That may be a good tack for you to take, too, so
that you avoid being used as a court of appeal.
While I suppose he will take time to give you his version of the
state of play, you may wish to steer the conversation to a more
general discussion of how this rather influential member of the
Spanish foreign policy establishment sees the future of US-Spanish
relations. As a "professor" he might be willing to speculate about
post-Franco trends and their implications for our relations.
You may wish to confine yourself to general observations, such as
-- our desire to find a mutually acceptable, and supportable,
military relationship;
-- our conviction that Spain belongs to the Western community
of states and that, whatever the hangups with other Western
states, we want to see intensified relations with Spain;
-- our support for European unity but our conviction that the
Europeans must set the pace and find the way; our belief
that Europe is not complete if it does not find a proper
association with Spain. Obviously this involves a complex
process and in saying this you are looking ahead over a
period of years.
