Horo SECRET - 3 - Those decisions were based on essentially unchallenged judgments by the present and previous Secretaries of Defense that these bases are essential to our security. I have no firm judgment on this myself, but there are those who have their doubts. Given the evident fact that the present base agreement complicates rather than facilitates relations with the Spaniards (inter alia it gets us caught up in internal Spanish political infighting among military factions and between them and the Foreign Office), it may well be time to look at the whole issue. It is conceivable that we might end up with a finding that only Rota, in the end, is worth the troubles of an agreement with the Spaniards. Over the long run, this might put our relations with Spain on a healthier basis than now. I put this forward as a thought, not a conviction. I think the breather, which for some curious reason, the Spaniards have given us by their new proposal should not go to waste as far as our own policy examination is concerned.
