When I said goodbye at the airport to Foreign Minister Castiella
he took me aside and said that he wanted the President to know how
much he appreciated the opportunity of talking to him and how useful
the discussion had been. He said he felt quite elated about it. He
then said that he was equally pleased about the appointment of
Mr. Robert C. Hill as Ambassador to Spain and that agrement would be
given by the Council of Ministers. He said that in view of the present
delicate situation he would think it of utmost importance that Mr. Hill
arrive in Madrid as soon as possible to present his credentials. He
said, if necessary, he could then go back home and pack up, but it was
imperative for him to arrive as soon as possible.
