The JCS Memorandum also indicates that the current and
projected regular MAP's for Korea at levels of approximately
$160 million per year cannot cover both the new requirements
and necessary operations and maintenance costs. In fact,
Operation and Maintenance costs account for $130 million of
the $164 million requested for the regular FY 1970 MAP.
Your decision of June 4, 1969, deferred further action
on the supplemental request for $108.1 million pending the
completion of the Interdepartmental Planning-Programming-
Budgeting Study on Korea (NSSM 27).
As a result of further consultations, renewed strong
recommendations from the field, and the likelihood that the
NSSM 27 may not be ready for consideration for some time yet,
I have agreed on recommending to you a modified package. It
eliminates from the original $108.1 million proposal force
modernization items (except F-5 aircraft discussed below) and
retains those items required primarily for counter-infiltra-
tion and counter-guerrilla operations. (Some items of course
can also support conventional operations.) The contents of
the $88 million proposal (and deletions from the original
$108.1 million) are as follows:
Costs
Airbase Hardening. Includes aircraft
revetments, hard stands, taxiways, base
recovery equipment, and security fencing
and lighting. No deletion.
$11.0 M
Airbase Improvement. Includes mobile
facilities, dispersal strips, expanded
security facilities and command post
communications equipment. No deletion.
