those who were opposed to closer relations with Spain; Senator Fulbright
frankly admitted he hoped that a treaty would be concluded so that he could
kill it in the Senate.
The President, however, was sincerely interested in continuing good
relations with Spain, and believed that it would be in the best interests of all
concerned for Spain to be more closely integrated into the European family.
The President felt that for the present we could best achieve those ends by
deepening our bilateral relationship, while staying ready to take advantage
of any future opportunities that might present themselves.
Kissinger said he personally was afraid that an indefinite dragging out
of the base negotiations might kill our good relationship with Spain. He was
not totally convinced that retention of the bases was vital; we could probably
live without them. But the base agreement did serve as a useful basis on
which to build a productive US-Spanish relationship.
Aguirre said he agreed, and remarked that he knew Senator Fulbright
actually was hostile to a US-Spanish security treaty.
Kissinger commented that US liberals were only non-violent toward
leftist governments; towards right-wing regimes they could be very tough.
Aguirre replied that Spain also greatly values US friendship, and
wants to do nothing that might place US security in jeopardy. But the
question was how to protect the US-Spanish relationship; it had become
