Aguirre replied that the Spanish also had believed that to be so when
the US bases were part of the Strategic Air Command. Now, however, they
were purely tactical, and in fact two would soon be on standby status. The
Spanish were no longer so sure that the US would risk war to defend the
bases in Spain.
Kissinger asked Aguirre if he could define what the Spanish really
wanted in the long run.
Aguirre replied that Spain understood that there was no possibility
now of joining NATO, or of obtaining a mutual security treaty. They were
willing to accept something that would meet US needs in the form of an
executive agreement, but it should be a broad statement of cooperation
covering not only in military but political, economic, cultural, and scientific
fields as well. Aguirre noted that this sort of relationship already existed
de facto in space exploration, for example. There was an extensive NASA
establishment in Spain, and NASA in fact was now seeking to extend its
arrangements with the Spanish through the period 1974-84. This broad
statement of cooperation also should include a provision for US assistance
in Spanish educational development, concluded Aguirre. This was an area
of immense appeal to the Spanish people.
Kissinger said he would like to be specific. Since the US had
alternately dragged its feet and presented ultimatums, what would Aguirre
