SECRET/EXDIS -10 Kissinger reiterated the President's strong interest in preserving our close friendship with Spain, and promised to look closely at the details of the negotiations. He thought both the Spanish and Americans should focus on what we wanted to achieve, and not worry about the precise form. Kissinger said he was hopeful that close cooperation during the Nixon Administration would serve to create a "new reality¹ in US-Spanish relations, and he asked Aguirre to use all his influence to help move the negotiations toward an early conclusion. Aguirre asked for assistance to ensure that "those people across the river, 11 i.e., the Pentagon, would not be too tough on the Spanish. Kissinger promised to review all details and talk once more to the President. But he felt both sides would have to make a special effort to move the negotiations along. DONALDR.
