Dick: attached is your memorandum on the
State/Defense Base Study, together with a
memorandum which I prepared covering our
meeting with Harlow.
Henry agrees that this is about the best we
could have accomplished under the circum-
stances but, like you, I think we should hold
the line on the Spanish negotiation minutes.
