was to deal with day-to-day operations and jurisdictional matters.
There was already a clearly specified composition of members,
which in the case of the U.S. was headed by the Chief of JUSMG.
This Committee was not geared to high level strategic talks and
therefore, he said, it was not as useful as Spain would like it
to be.
The Under Secretary stated that he wanted to be very clear
about one point and that was that during the course of the present
talks the U.S. Government could not agree to anything that could
be interpreted by the Congress as an additional commitment to
Spain beyond those already contained in the 1963 Joint Declaration.
He said that in recent conversations between the U.S. and its
NATO allies there had been nothing but flat rejections with regard
to any type of association between Spain and NATO even at the
lowest level. He stated that the existing Joint Committee need
not confine itself to its present membership and that high level
officials of both governments could take part in its deliberations.
Article V of the terms of reference of the present Joint Defense
Committee provides for meetings of high level officials, although
at the time when it was signed, it was contemplated that these
would be non-military personnel. He said he felt that amending
the terms of reference of the existing Committee could accomplish
what the Spanish delegation had in mind and would cause fewer
problems with the Congress than an entirely new committee were
set up. The U.S. side of that committee need not be headed by
the Chief of JUSMG and its membership could be made as vague as
possible which would then permit the inclusion of officers at
the CINCEUR or Chiefs of Staff level.
Mr. Aguirre de Carcer replied that he believed this could
be accomplished by an exchange of notes and that it might be
possible to have different levels within the committee, or a
committee and a sub-committee.
The Under Secretary agreed and suggested that membership on
the committee be left open. He repeated that he would face
strong Congressional pressure and have difficulty in answering
their questions as to why another committee was needed. Therefore,
he said, we could amend the existing terms of reference to read,
for example, "the designee of the U.S. Government.' Mr. Aguirre
