Since many members have requested a membership pin, we have had one designed that is adapted from the pin available to Members of Congress, with the addition of the word "Former" (see attached picture). We anti- cipate selling this pin only to members for approximately $25.00. For pur- poses of ordering a supply we would appreciate your returning the enclosed form letting us know if you would like to buy one. If you have already sent in your 1971 dues and your FMC directory information, I want to thank you for doing so. If you have not, you will find in this letter reminder sheets that should be returned as soon as possible. We are making progress in the preparation of Certificates of Years of Congressional Service and hope that we will have an approved format, suit- ble for framing, that can be sent to you in the near future. Minutes of the March 4, 1971, Fourth General Meeting of the FMC have been prepared, and are also enclosed. Tentative plans are being made to hold the next general meeting in October 1971. Among the preliminary arrangements are: (a) a business session reporting on the status of the Congressional Charter, the avail- ability of office space, and the progress made in the Oral History Program and related activities; (b) a briefing session with appropriate high level government officials; and (c) a reception honoring the widows of those who served in the Congress. YARBOROUGH SUITE 304, 300 NORTH LEE STREET, ALEXANDRIA, VIRGINIA 22314 (703) 836-4056 FORMER MEMBERS OF CONGRESS Minutes of the Fourth General Meeting On Thursday, March 4, 1971, about 96 former Members of Congress met in the House Small Business Committee Hearing Room, 2359 Rayburn House Office Building, at 10:20 a.m. with Brooks Hays and Walter Judd presiding. Mr. Hays asked that the reading of the minutes of the previous meeting be dispensed with and that each of the members present rise and identify himself. He then reported that FMC had received its tax-exemption from the Internal Revenue Service. He thanked Mr. Rampseck and Mr. Determan for their valuable assistance in this regard. He also reminded the membership that dues of $25.00 for the next annual period, March 4, 1971 to March 4, 1972, were now payable. Mr. Cikins reported that as of the meeting date, there was a balance of $4191 in the treasury and the membership stood at 362. Income to date was $20,391; expenditures to date were $16,200. Mr. Cikins indicated that photographs of the December 3rd meeting were available and that copies could be ordered. He also reported that the Congressional Record re- print of the White House Service was now available and would be mailed to the membership. Dr. Judd presented a history of how the Congressional Charter Bill was put together and was introduced at the end of the 91st Congress. He thanked Congressmen Andrews and Quie for co-sponsoring the Bill and said that they would re-introduce it in the 92nd Congress. Mr. John M. Robsion Jr. of Kentucky expressed opposition to March 4 as the date of the annual meeting because of the threat of bad weather. Mr. James M. Quigley also sup- ported a later date on the basis of enabling a sound financial report if the fiscal year ended in fact on March 4. (present Bylaws call for a July 1 - June 30 fiscal year). Mr. Porter Hardy Jr. felt that the Congress would be willing to take time out later in the year even though Floor business would have increased significantly. A show of hands revealed considerable sentiment for a later date than March 4. Mr. Alfred D. Sieminski commented that it might be appropriate for FMC to be con- sidered as a kind of Congressional Reserve, a preserver of legislative traditions, in the event a future war should devastate Washington. A major discussion followed of the Oral History activities of FMC and the need to obtain additional financial support. Numerous examples were cited of the importance of oral history. The U. S. Capitol Historical Society was thanked for its grant of $1000 and for its willingness to consider a major grant to FMC if the society raised a goal of $10,000,000. Several persons indicated that the reflections of the wives of former Members of Congress would also be important. Mr. Cikins reported that with the consultation and assistance of Mr. Jennings, Mr. Kornegay, Dr. Judd, Mr. Sickles, and others, a special pin was being planned to be issued to FMC's. Mr. Jennings was also preparing an appropriate Certificate of Service for FMC's. Mr. W. Pat Jennings, as Chairman of the Nominating Committee of FMC (made up of Mr. Jennings, Chairman, Senators Thomas Kuchel and Joseph Tydings, Ed Foreman, George Hansen, and Carlton Sickles) announced that the Committee had recommended the follow- ing twelve persons to be members of the FMC Board: 2 Brooks Hays, President 1 year E.Ross Adair 1 year Jed Johnson, Jr. 1 year James E. Van Zandt 1 year Walter H. Judd, Vice President 2 years Homer Ferguson 2 years (former Senator) Robert Ramspeck 2 years Ralph Yarborough 2 years (former Senator) Edna F. Kelly 3 years A.S. Mike Monroney 3 years (former Senator) Howard W. Pollock 3 years Benjamin Reifel 3 years It was pointed out that after this initial period, each person elected to the Board would serve three years and that four vacancies would come up each year. Senate representation would stabilize at three. Mr. Porter Hardy moved that the nominations be approved and the Board elected by acclamation and his motion carried unanimously. Jed Johnson expressed his appreciation for the leadership given FMC by Brooks Hays and Walter Judd. Mrs. Bolton moved the group send a get-well message to Mrs. John McCormack and the motion carried unanimously. Mr. Hays and Dr. Judd reviewed with the members the format for the upcoming Floor proceedings. They asked that each Congressional Class get together and select a spokes- man. The business meeting adjourned at 11:45 a.m. to permit the members to eat lunch in time to be on the Floor by 12:45. WARREN I. The great surprise in this was that Emmett Hughes has a letter from Rogers Morton. Len agrees with me that we could have no more vicious man writing a history of the Republican Party than this fellow who has apparently turned against everyone he has ever worked with. In talking with Henry Kissinger the other day he told me that in an article Hughes did just a week or so ago he was constantly saying that he (Henry) made the sugge stions which in fact Emmett Hughes had made. I think we can always expect this from Emmett Hughes, but I can't imagine why Rogers Morton (I assume while he was National Chairman) would ever give him any kind of a letter authorizing him to talk with people after what he has done to everybody he has been associated with. April 14, 1971 Dear Pat: Mary Roebling called today to say that she had mentioned to Tricia the night of the announcement of her engagement (and did not expect her to remember it) that she would be delighted to have a shower for her in Washington or in New York. She said if it would please Tricia at all - she would love doing it. Would you please advise whether there is any interest so I can give her a call ?
