That letter traveled a circuitous route before it finally reached my desk -- but I am very glad that it did reach Its destination. You expressed so very eloquently your own feelings about the current situation, a situa- tion which touches the lives of your family and my own family in such a personal way. Perhaps the most important thing to emerge, when this Issue is finally resolved, will be the knowledge that If we are sustained by faith and courage we can face any problem, no matter how diffi- cult, and emerge from it as a stronger and a better individual. Your father and I are both singularly fortunate in being blessed with wonderful families to whom we look for support and encouragement whenever a difficult situation occurs. I know that John is as proud of his wife and children as I am of mine and with equally good reason. -2- X certainly agree with your feelings about the beach at Cotton's Point -- it is a good place to walk, to think, and to meditate, and I'm glad to know you share my love for this particular spot in my home State! FORMER MEMBERS OF CONGRESS, INC. September 27, 1973 Dear Fellow-Member: On July 4, 1973 Joe Tydings and I wrote to you, "This letter is our last as your outgoing officers". We were mistaken; you'll have to hear from me once more (Joe is out of town). In August our newly-elected President, Senator B. Everett Jordan of North Carolina wrote that certain developments, including surgery, had occurred which were requiring him and Mrs. Jordan to move back to North Carolina, adding, "All these circumstances make me feel I should resign from the Presidency of FORMER MEMBERS OF CONGRESS, as I shall not be able to devote the time I should to this fine group". Because an elected officer customarily serves until his successor qualifies, I called a meeting of the Board of Directors on September 14th. It voted to "accept the Senator's resignation with regret, extended its best wishes for his rapid and complete recovery, and expressed its pleasure at his willingness to continue as a Director". FMC Bylaws contain no provision for dealing with such a situation. For the Vice-President, a Republican, to assume the office would violate the requirement that our President this term be a Democrat in order to maintain alternation each year between the two major parties. The Board felt that in view of the need to have a President at once, it should take advantage of the silence in the Bylaws and elect a Democrat to fill the unexpired term as President, subject to confirmation by the Members at our next general meeting in early November. It was so voted. I proposed that Brooks Hays be chosen as President, under the above condition. It was he who first suggested the formation of FMC, was unable to serve his full term as first President, has his heart in the cause, and will keep the organization moving ahead. Mr. Hays was nominated and elected unanimously. He is now in charge. So this really is my last letter to you. Thanks again for the wonderful support you have given us and will give him. I have great confidence in our ability to make our organization a significant part of the total influences for effec- tive government, particularly in the Legislative Branch. Already some substantial programs for accomplishing this are being projec- ted by the Board. Explain (use extra sheet if necessary): On July 6, 1972, a group of La Habra and Orange County citizens had organized a non-profit educational corporation carrying the corporate name of "The Nixon Law Office Preservation, Inc." Two of the Trustee incorporators knew President Nixon when he practised law in his first personal law office in La Habra. The primary purpose of the corporation was to solicit donations from individuals, groups and organizations, under the income tax exemption granted the corporation by the Internal Revenue Service of the Federal Government, to acquire and restore the building to the exact status as it was when President Nixon first practised law and also began his political career from this office. Among similar historical landmarks that we call to mind is President Lincoln's law office in Springfield, Illinois, and the library of President John Adams in Quincy, Massachusetts, and the silver shop of Paul Revere, in Boston, Massachusetts, to name but a few of such historical buildings from which the person who occupied the building has later profoundly in- fluenced not only the history of their state, but the United States; in President Nixon's case, a profound influence in world history. The im- partiality of history, free from passion, unbiased by interest, fear, re- sentment or affection, will accord President Nixon as a peer of other great presidents of our nation. BRIEF HISTORY AND DESCRIPTION (Corresponding to one or more items under I, II, or III of the Statement of Policy.) And it all began from the La Habra law office! It was here that Mr. Nixon commenced, and continued for nearly three years, the area of activity which led to a developing interest in politics and public service. In fact, he left La Habra to enter public service. This changing interest by Mr. Nixon was affected in his transformation from a law school graduate to a person whose outlook rapidly encompassed a broad political horizon. Many local friends and associates of the future President, and two of our Trustees, tell about maturing changes of Mr. Nixon while he lived here; his development of a personal philosophy regard- ing government service. Mr. Nixon was among those who changed the political climate of California during that time, and whose own career was shaped by the changes which he himself helped bring about. Expressing this in another way, our group feels that the experience of Mr. Nixon in his early years, working in the La Habra office, helped shape his character as a human being who brought lasting, distinctive effect for many facets of California history, and the nation's. Yes, the world, for he is now a Nobel Peace nominee for the most coveted prize for his interest in humanity. During his terms as Congressman and United States Senator, Mr. Nixon exercised a strong and enduring influence during a changing era of Calif- ornia politics. He served during the time when California grew to become the largest state in the nation. It was Mr. Nixon, among others, who suc- cessfully brought about recognition of California as the predominant state in terms of its population and vote, its economic impact and consequence among the United States as a whole. Our group believes that all sites and areas relating to the early lives of all our American presidents have significance and impact, not only in the states where they were born and grew up, but also in the nation as a whole. When President Nixon's first personal law office is at some future date deemed to be of national interest, we hope your Committee will not, for this reason, exclude the site as also being of significance to California as a state landmark. It is difficult perhaps to look upon the Nixon law office in La Habra from the perspective of history. This, of course, is because Mr. Nixon is still in office. However, your Committee knows that many of the struc- tures relating to former presidents have been carefully preserved and signified as landmarks, for the interest and visitation of American citizens. In the case of President Nixon, there are very few such structures still standing, one of them being his birthplace in Yorba Linda, another being the La Habra law office. As we noted in our original application, it was here that Mr. Nixon first began to work for a living as a lawyer, started his family, and started to become actively interested in public affairs. It was, in a real sense, from this office in La Habra that Mr. Nixon launched his exceptional career in American politics, becoming suc- cessively a Congressman, United States Senator, Vice President, and President. The office, even now, is open to the public with the Executive Secre- tary of the La Habra Chamber of Commerce as custodian, and receives on the average of over 50 persons, old and young, each month, who come from all over the state and nation to visit the now empty room and outer office which the President occupied. They evince an inspiration from their visits, as will future generations, that our country offers to all with energy, in- dustry and capacity to work, the opportunity to reach high achievements. At the present time, 100 persons, more or less, have contributed to the corporation over $11, 000, and the primary school children of La Habra, in pennies, nickels, dimes, quarters and dollars contributed in February 2. PHOTOGRAPHS, PRINTS, AND/OR DRAWINGS (Both recent and historic, if available.) Four photos attached to the original Application are referred to and made a part hereof; also photograph of the President's personal letter regarding the landmark. over $1,000, to enable the Trustees to purchase the building, maintain it, and perpetuate the site as a California landmark with its significant impact on state history and world history. The ending of the Vietnam war, so far as American boys were involved, would make President Nixon's impact on world history alone, notwithstanding his effort toward world peace now being patiently, laboriously, and, we presage, successfully accomplished through international treaties. The building in which President Richard Nixon's former law office is located was constructed in 1919 to house the Citizens Commercial and Savings Bank, and later was acquired by Benjamin S. Roberts for a real estate and insurance business. The one story structure is 25 feet wide and 80 feet deep. The restoration will be compatible with the integrity of the historical landmark with no modification of the historical style to erode its original character. The old Nixon law office is a tiny, 10 X 15 foot room in the rear of the building, where the President practised law from 1939 to 1942, when he left his practice to work for the government at the outset of World War II, in which he participated as a naval officer in the South Pacific Theatre of Operations. Mr. Nixon constructed his own desk from an oak door and plywood, for the La Habra office. The President has promised to return his desk that remained in the building from the time he left for government service. When he became President, we gave him his desk, which he took to Washing- ton. After the building is restored to its original condition, he will assist us in restoring all furnishings as they were when he was there. Attached is a photostat of his letter to us when we started our organization that eventuated into our non-profit educational corporation. 3. RMW September 7, 1973 Lois Lundberg has called me again and has also called Loie again with regard to getting the desk that was in the President's first law office back to La Habra. We have both told her to be patient -- that when there is an opportunity it will be discussed with the President. She is part of the Richard Nixon Law Office Preservation Committee -- Loie says they are a well meaning group -- the office is in a well protected building and the Chamber of Commerce has their office there. They have collected a lot of early pictures and there will be local interest and interest of schools in the area in seeing the office once it is opened to the public. Loie will send copies of what material she has on it. Mrs. Lundberg said if the desk had to be brought back to California by commercial plane they would be glad to pay the charges. Loie felt if a decision was made to send the desk to them then the Foundation should probably draw up the appropriate papers lending it to this group or whatever is deemed best. That letter traveled a\ncircuitous route before it finally reached my\ndesk -- but I am very glad that it did reach\nIts destination.\nYou expressed so very eloquently your own\nfeelings about the current situation, a situa-\ntion which touches the lives of your family and\nmy own family in such a personal way. We were mistaken; you'll have to hear from me once more\n(Joe is out of town).\nIn August our newly-elected President, Senator B. Everett Jordan of North\nCarolina wrote that certain developments, including surgery, had occurred which were\nrequiring him and Mrs. Jordan to move back to North Carolina, adding, \"All these\ncircumstances make me feel I should resign from the Presidency of FORMER MEMBERS OF\nCONGRESS, as I shall not be able to devote the time I should to this fine group\".\nBecause an elected officer customarily serves until his successor qualifies,\nI called a meeting of the Board of Directors on September 14th. It voted to \"accept\nthe Senator's resignation with regret, extended its best wishes for his rapid and\ncomplete recovery, and expressed its pleasure at his willingness to continue as a\nDirector\".\nFMC Bylaws contain no provision for dealing with such a situation. For the\nVice-President, a Republican, to assume the office would violate the requirement\nthat our President this term be a Democrat in order to maintain alternation each\nyear between the two major parties. The Board felt that in view of the need to have\na President at once, it should take advantage of the silence in the Bylaws and elect\na Democrat to fill the unexpired term as President, subject to confirmation by the\nMembers at our next general meeting in early November. It was so voted.\nI proposed that Brooks Hays be chosen as President, under the above condition.\nIt was he who first suggested the formation of FMC, was unable to serve his full\nterm as first President, has his heart in the cause, and will keep the organization\nmoving ahead. Mr. Hays was nominated and elected unanimously. He is now in charge.\nSo this really is my last letter to you. It was here that Mr. Nixon\ncommenced, and continued for nearly three years, the area of activity which\nled to a developing interest in politics and public service. In fact, he\nleft La Habra to enter public service.\nThis changing interest by Mr. Nixon was affected in his transformation\nfrom a law school graduate to a person whose outlook rapidly encompassed a\nbroad political horizon. Many local friends and associates of the future\nPresident, and two of our Trustees, tell about maturing changes of Mr.\nNixon while he lived here; his development of a personal philosophy regard-\ning government service. It was Mr. Nixon, among others, who suc-\ncessfully brought about recognition of California as the predominant state\nin terms of its population and vote, its economic impact and consequence\namong the United States as a whole.\nOur group believes that all sites and areas relating to the early lives\nof all our American presidents have significance and impact, not only in\nthe states where they were born and grew up, but also in the nation as a\nwhole.\nWhen President Nixon's first personal law office is at some future date\ndeemed to be of national interest, we hope your Committee will not, for\nthis reason, exclude the site as also being of significance to California\nas a state landmark.\nIt is difficult perhaps to look upon the Nixon law office in La Habra\nfrom the perspective of history. This, of course, is because Mr. Nixon\nis still in office. However, your Committee knows that many of the struc-\ntures relating to former presidents have been carefully preserved and\nsignified as landmarks, for the interest and visitation of American\ncitizens.\nIn the case of President Nixon, there are very few such structures\nstill standing, one of them being his birthplace in Yorba Linda, another\nbeing the La Habra law office. As we noted in our original application,\nit was here that Mr. Nixon first began to work for a living as a lawyer,\nstarted his family, and started to become actively interested in public\naffairs. It was, in a real sense, from this office in La Habra that Mr.\nNixon launched his exceptional career in American politics, becoming suc-\ncessively a Congressman, United States Senator, Vice President, and\nPresident.\nThe office, even now, is open to the public with the Executive Secre-\ntary of the La Habra Chamber of Commerce as custodian, and receives on the\naverage of over 50 persons, old and young, each month, who come from all\nover the state and nation to visit the now empty room and outer office\nwhich the President occupied. They evince an inspiration from their visits,\nas will future generations, that our country offers to all with energy, in-\ndustry and capacity to work, the opportunity to reach high achievements.\nAt the present time, 100 persons, more or less, have contributed to\nthe corporation over $11, 000, and the primary school children of La Habra,\nin pennies, nickels, dimes, quarters and dollars contributed in February\n2.\nPHOTOGRAPHS, PRINTS, AND/OR DRAWINGS (Both recent and historic, if available.)\nFour photos attached to the original Application are referred to and\nmade a part hereof; also photograph of the President's personal letter\nregarding the landmark.\nover $1,000, to enable the Trustees to purchase the building, maintain it,\nand perpetuate the site as a California landmark with its significant\nimpact on state history and world history. The ending of the Vietnam war,\nso far as American boys were involved, would make President Nixon's impact\non world history alone, notwithstanding his effort toward world peace now\nbeing patiently, laboriously, and, we presage, successfully accomplished\nthrough international treaties.\nThe building in which President Richard Nixon's former law office is\nlocated was constructed in 1919 to house the Citizens Commercial and\nSavings Bank, and later was acquired by Benjamin S. Roberts for a real\nestate and insurance business. The one story structure is 25 feet wide\nand 80 feet deep. The restoration will be compatible with the integrity\nof the historical landmark with no modification of the historical style to\nerode its original character.\nThe old Nixon law office is a tiny, 10 X 15 foot room in the rear of\nthe building, where the President practised law from 1939 to 1942, when he\nleft his practice to work for the government at the outset of World War II,\nin which he participated as a naval officer in the South Pacific Theatre\nof Operations.\nMr. Nixon constructed his own desk from an oak door and plywood, for\nthe La Habra office. The President has promised to return his desk that\nremained in the building from the time he left for government service.\nWhen he became President, we gave him his desk, which he took to Washing-\nton.
