As I am a member of PAD, officials of this legal fraternity
recently called on me to express their very deep concern over
the President's resignation from the PAD law fraternity, tendered
through your September 18 letter.
I can certainly imagine the demands from the hundred or so
organizations to which you refer, and therefore the desirability
of sending out the September 18 letter. However, owing to the
fact PAD membership is for life, and it undoubtedly is an organiza-
tion much different from the others, including its prestigious
nature, i.e. -- its members include the President, Vice President,
Chief Justice of the Supreme Court, Clement Haynsworth, etc. --
I thought perhaps some modification of the September 18 letter might
be in order, and have therefore prepared the attached for your
consideration.

THE WHITE HOUSE
The President today announced the appointment of Tom Cole, Legislative
Assistant to Senator John Tower, as Deputy Special Assistant to the
President.
Cole has been assigned to the staff of Dr. Arthur Burns, who was recently
named Counsellor to the President. Burns heads up a small staff which
is responsible for the development of the Administration's domestic
policies and programs.
Cole was in the Marine Corps from 1951 to 1954 and was a staff sergeant.
From 1954 to 1957 he worked with various Young Republican organizational
efforts in Texas. In 1957 and 1958 he was a high school teacher in Houston.
From 1958 to 1961 he was an assistant to Albert Fay, a Houston businessman.
Cole joined Senator Tower's staff in 1962.
Cole attended the University of Texas School of Business Administration
and South Texas College of Law in Houston. He is 37, an attorney, and
married with one child. His wife, Anne, teaches in the District of Columbia
Public School System. He and Mrs. Cole presently reside on Capitol Hill.
