It is hard to imagine any privilege which I
could cherish more deeply than the opportunity to
serve as a trustee of the Richard Nixon Foundation
I thank you most sincerely, not only for the
honor, but for the personal expression of confi-
dence which it reflects. This means more to me
than I can readily convey.
Certainly one of the most exciting aspects
of this appointment is the project itself. As I
see it, the first obligation of the trustees is
to see to it that the Richard Nixon Foundation
truly reflects the standards and aspirations of
its founder. If we do that, then it can be a tre-
mendous instrument for good for generations to
come, both practically and symbolically. Please
count on me as one who will do everything in his
power to make that come about.

I regret missing the Foundation meeting on
September 3 but commitments and work in Washington are such
that I must leave California on Labor Day.
However, I want to urge the formation of two
Advisory Committees to the Executive Committee or the Board
of Directors of the Nixon Foundation -- a National Advisory Committee
and a California Advisory Committee. The purpose of the national
group is obvious.
In forming a California group also, the following
purposes would be served:
1.
Continued support and participation of influential and
valuable persons who are being "closed out" by the
party structure in California. These are people who
can make the difference in carrying the state for you
in 1972. They must be given an identity as, and a sense
of being a part of, your team. (I am referring to persons
like Leonard Firestone, outside the Reagan-Reed Power
Structure.)
2. Establishment of a strong Nixon base in this state, not
tied to or controlled by the Governor.
3. Active participation of people who can provide a substantial
and continuing financial base.
4. Since it is your home state, Californians must have a
major and distinct support role in addition to the inclusion
of several of us on a national level.
In conclusion, I want to emphasize that not only
should a California Advisory Committee be named but that its members
must be "your" people - first, last and always to as great an extent as
possible. I don't want to see persons, who are primarily committed
to others, riding your coattails. This Advisory Committee should be
used to form a very powerful Nixon vehicle for use before, during, and
after 1972 which can deal effectively and speedily with rival forces.

Section 6125. No person shall practice law in
this State unless he is an active member of the
State Bar.
Section 6140. The board shall fix the annual
member- fee for active members at a sum not
exceedir. fifty dollars ($50), except that for the
years commencing January 1, 1959 and ending
December 31, 1968 the board may increase the
annual membership fee so fixed by an a Hitional
amount not excetting five dollars ($5) in any or
all of said years, said additional amount in any
year to be applied only to the cost of land and
buildings to be used to conduct the operations
of the State Bar including furniture, furnishings,
equipment, architect's fees, construction and finan-
cing costs, landscaping and other expenditures in-
cident to the acquisition, construction, furnishing
and equipping of such land and buildings, the pay-
ment of interest on and the repayment of moneys
borrowed for such purposes, and the reimbursement
of the State Bar's treasury for moneys heretofore or
hereafter expended for such purposes. The annual
membership fee for active members is payable on
or before February 1st of each year.
Norwithstanding the foregoing provisions of this
section, the annual membership fee, including any
additional amount, for active members who have
been admitted to the practice of law in this State
for less than five (5) years but more than two
years preceding the February 1st of the year for
which the fee is payable shall not exceed thirty-five
dollars ($35), and for active members who have
been admitted for less than two years preceding the
February 1st of the year for which the fee is pay-
able shall not exceed twenty-five dollars ($25).
The organization fee for an attorney licensed
to practice in this State on or before July 29, 1927,
who has failed to register as a member of the State
Bar, is the sum of three dollars ($3).
Section 6141. The board shall fix the annual
membership fee for inactive members at a sum not
exceeding ten dollars ($10). The annual member-
ship fee for inactive members is payable on or
before February 1st of each year.
Section 6143. Any member, active or inactive,
failing to pay any fees after they become due, and
after two months' written notice of his delinquency,
shall be suspended from membership in the State
Bar.
He may be reinstated upon the payment of ac-
crued fees and such penalties as may be imposed
by the board, not exceeding double the amount of
delinquent dues.

The idea of the President's papers keeps coming
up and now we also have a suggestion from Hobe Lewis,
which the President has agreed to, to have someone start
preparing a book with excerpts from speeches throughout
his entire career, up to the Inaugural Address. Reader's
Digest would like to publish such a book through their
publishing company, Funk & Wagnalls.
In order to pull these things out of the files and
have them properly marked and checked, we really need
someone who knows those files. Otherwise, it will take
considerable time for me or one of us to go and help pull them
out, and, of course, we will have to be sure to keep track of
everything we pull.
Has any serious thought been given to having Loie
Gaunt do this type of job? If so, I think it would be timely for
one of you to call her to work out the details and let us know
if she is coming back. If not, I think we should work with
one of the people here to in some manner get this project
under way.

My dear Mr. President:
I read today of the formation of your "Foundation". If you think
I would be of any assistance, I would be more than delighted to
participate.
I heard from Bill Rogers before he left on his trip. We here, at
Fox, are all very proud of your selection of him, although we
miss him at our Board of Directors Meetings.
Last week I was at the Studio, in Hollywood, and on my office wall
there is a magnificent picture of the two of us taken during Ike's
first term -- or perhaps, even before his election. In any event, you
have your right arm around my shoulder and we are both smiling (at
something). Incidentally, we both look considerably younger.
If the "Foundation" matter presents any problem, please forget it.
Again, sincere congratulations on the cool and deliberate manner in
which you are conducting the extremely difficult problems you have
inherited.

John Alexander just called to say that
he and Bob Guthrie need 15 minutes (at very most 30) with
the President before finalizing a trust fund they are setting
up. (The President knows about the trust fund -- but they
want to be sure it is the way he would like to have it done,
etc.)
Alexander has to be down here all day
Sunday on the task force on Tax Reform -- and also on Monday
morning. Guthrie could come down if we could work out the
time on Monday afternoon.
Also Alexander wanted me to tell the
President he thought last night's press conference was excellent --
his best yet.

Vermont
Consuelo Bailey called several days ago
to tell me how upset she is that everything in Vermont is given
to Senator Aiken.
Her complaint is that he has controlled
everything in Vermont since 1941; that she has been connected
with the State Committee since 1926 and, of course, to have
Aiken control everything destroys every bit of strength their
committee might have. Also she is upset that Aiken gets all
of this patronage, etc. because she said it was carried in their
papers prior to the convention that Aiken said if Nixon were
nominated he would go fishing.
Now the latest problem - the papers have
carried a story that Aiken has nominated James Oaks for the
vacant spot for U. S. Judge. She claims that Senator Prouty
has said Oaks is not qualified and she obviously does not think
he is qualified. She also says that Oaks was one of the strongest
people in Vermont for Nelson Rockefeller prior to the convention.
Another "beef" about Aiken -- he does not
like Governor Davis and Davis is all for the President.
She just wants us to get word to the President
et al that any chance to build the Republican Party there is being
destroyed by giving everything to Aiken.

Mr. Oschman sent cash money through the mail
during the campaign several times which, of course, was
turned over to Maury Stans. Each time he requested no
acknowledgment.
However, he is now sending $56 to wish RN a
happy birthday and "to help pay the debts of the Nixon
victory election."
His indication in his letter as to his anonymous
contribution total is extremely high if my recollection
is correct.
Since he mentioned some kind of a land deal in
this letter I think you should, as Counsel to the President-
Elect, return this cash gift expressing appreciation for his
help in the campaign but advising him that the President-
Elect does not accept personal contributions.

I write to express to you this personal word of thanks for your support of the
Association and its efforts to carry out an increasingly responsible role of leadership
in professional and public affairs.
The law obviously is involved deeply in the problems arising out of the social
turbulence of our time. Your Association is endeavoring to respond to the consequent
dislocations to the full extent of its resources. As a lawyer, you know of the obligations
we face to improve the functioning of and confidence in the law and its institutions, to
preserve in our country the indispensable elements of a lawful society dedicated to
justice and due process. I hope you share my gratification that the Association is not
neglecting these challenges but is moving to meet them with skill and courage.
Our services in both the professional and public spheres have enlarged in the last
year. The important reevaluations of the canons of ethics and of disciplinary enforce-
ment are nearing completion. Lawyers now have available through the ABA more and
better continuing education materials to help them in their practice. Our legislative
effort is increasingly effective, buttressed by a membership now in excess of 137,000.
Our studies to increase the availability of legal services, to extend Lawyer Referral
agencies, to test the feasibility of legal services insurance and generally to improve
the administration of justice, all are in the interest of the practicing lawyer and the public.
And in the public services area the Association is recognizing its responsibilities in
such programs as crime prevention and control; minimum standards of criminal justice;
housing and urban development law; electoral reform; automobile accident reparations
procedures within the framework of the judicial process; study of the Federal Trade
Commission; and many others.
These merely are examples of the Association's attention to the pressing concerns
of the profession and of the nation. The bar will be judged by its ability to respond to
them, and our performance will be of great importance to every member of the
profession as well as to the country. That is why I want you to know that the
Association is grateful for your continuing interest and loyalty.
