Now my text: Peter Miller talked to me the other day about

I talked with LOU NICHOLS on the 4th and
he told me that he would be leaving the city for good on December
13th. He is retiring - building a home on Marco Island in Florida -
but it won't be ready until next summer. He will be in Leesburg,
Virginia from the 13th on.
He did a good during the campaign -- and worked
with a lot of people - he wants to see RN for just a few minutes
before he leaves on December 13th -- sometime this week.
I recommend that RN see him -- he never did get
over RN not seeing him after the 1960 election when he actually had a
retainer from his company for RN.
(He does not want a job. Said he will be glad to
do anything we ask him on the outside or serve on some special commission
which is a 30 to 60 day thing -- but he is not coming in for a job!!!)

Dr. Milton Eisenhower called me today to say
that he had had word through Governor Agnew that the President-Elect
would like to talk with him concerning a foreign policy matter anytime

said if there would be time for them to get together it would be easy for
him to drive over to Washington to see the President-Elect. Also if RN

This morning Clem Stone gave me the attached memorandum
which contains a suggestion by actor Hugh O'Brien for
Boys Clubs of America to establish a Youth-to-Youth
Program between the U.S. and Viet Nam. An alternative
suggestion is enclosed in the memorandum to have the
President set this up as a government program. This
might be a project for the National Youth Administrator,
and I refer it to you pending such appointment if you
think the idea has any merit.

Re: YOUTH TO YOUTH PROGRAM
This had to do with the Boys Clubs of America becoming involved in a national
project to instigate through the high schools in the country, instead of a people
to people program -- a Youth To Youth Program in Viet Nam.
I have personally been there twice, my brother was Director of the USO before
he returned five months ago and he is now Director of the YM in Hollywood. He
also gave two years' service in D'N ang. From my observation, having been there
twice and my brother's observation while at USA, we feel this idea is what they
need in Viet Nam above everything else -- for the youth to ha ve hope for the future.
There is no youth program of any kind or any real training or inspirational program
for the youth and one of the problems is that we are not going to get anywhere
unless we begin with the youth. We should try to encourage our youth to become
active and involved in projects through the Boys Clubs of America, sponsoring in
each of their areas a project whereby the high schools in their areas would sponsor
or contribute to setting up a Boys Club in a specified area of Viet Nam.
Let's assume that the Chicago area could be divided into five areas and each of
these areas would be responsible for providing the funds for a Boys Club operation
in a specific municipal area in Viet Name such as D'Nang and Hue. Let's say all
of the schools could be responsible for contributing to one Boys Club in Hue, which
has a population similar to Chicago. The pennies and nickels and dimes that the kids
could raise would be more than enough to sustain, aid and set up a project like this.
A very meaningful Boys Club type program could be set up for about $15, 000 a year.
Rather than have industry sponsor this, if the President could set this up as a Youth
Program, the local high school kids could be responsible for setting this up in one
:
city, providing the funds, etc., in each of the large cities. The Boys Club would
administrate and help the schools to do this. The schools would actually do the work
in raising the money.

"I am calling because when he gets through
some of the major issues, etc. he will get down to airways
and airports. This coming Spring and Summer we are going
to have another problem. At the particular moment it is
ok but this spring I think there is an opportunity to make
a major new contribution and I think a good solution to the
problem.
"Fifteen or twenty minutes in the next two or
three weeks would be great. I would like to come in andtell
him what I have put together with several other airline
Presidents and the key airplane manufacturers (all of whom
have supported him in the campaign). We would like to show
him this and then have him tell me who he wants to have us

He said, "you hear so many crazy things right now
and I discount about 99 percent of it. I am sure that he knows at least
the rumor that Senator Kuchel is being considered for Interior.
"I have been around Washington for almost 25
years and during the time I spent there I found that Kuchel was not his
own man. He had to check everything with either the Chief Justice or
the McClatchy papers.
"I do not know whether RMN was aware of that or
not. I just wanted him to know this before any real consideration was
given to appointing Kuchel to any spot as it would disturb all of his friends
to feel that RMN might be betrayed by a member of his administration."
He said if there is anything at all he can do he would
like to be helpful.

to anyone but Nitze. However, he further relates that the impression
at the Pentagon is that he is going to stay on.

Fred Seaton called the other day for

him (I have passed that along to Dwight Chapin).
However, he did say that he wanted to
recommend - and obviously talk with RMN about - a
man for Secretary of Agriculture. He says"unless the
decision has already been made, he thinks a hard look
should be taken at former Governor of Kansas - John
Anderson. He practices law - has done very well. He
has his own farm and even makes money on that. Understand,
I have not run a G-2 on him but to the best of my knowledge
and information he is not an activist in any of the major
farm agencies. His own Senators would back him and I have
heard from some other Senators too. I have not seen him
in a year and a half. If there is anything wrong with him,
I don't know. He is young, good speaker, follows orders,
he will take the heat. What more you could ask from a
Secretary of Agriculture, I do not know."
