Nixon on September 8, 1968, Sunday morn- ing, at the Hilton Hotel, Pittsburgh, Pa. Mr. Nixon asked me if I would visit President Johnson and give him a private and confidential message. I took out a scratch piece of paper and made quick notes: 1. / I (Nixon) will never embarrass him (President Johnson) after the election. -- I respect him as a man and as the President. -- He is the hardest working and most dedicated President in 140 years. 2. I want a working relationship with him (President Johnson). -- And will seek his advice continually. 3. Want you (President Johnson) to go on special assign- ments after the election, perhaps to foreign countries. 4. I must point out some of the weaknesses and failures of the administration. -- But will never reflect on Mr. Johnson personally. 5. When Vietnam is settled he (Nixon) will give you (President Johnson) a major share of credit -- because you (President Johnson) deserve it. 6. Will do everything to make you (President Johnson) a place in history because you deserve it. On Friday, September 15, 1968, I flew to Washington to see President Johnson. It was one of the few times I had ever asked him for an appointment, and I told him it - 2 - was of a private nature. He took me into his office and I took out the scratch piece of paper and went over these point by point. He was not only appreciative but I sensed that he was touched by this gesture on Mr. Nixon's part. It was my private judgment that this might be unprecedented in history between two leaders of the Democratic and Republican parties in these particular circumstances. The President asked me to read him these points twice. Then he took the paper from my hand and studied it for a moment but I could see he was having difficulty reading my writing. He then said, "Let me give you answers point by point. The substance of his answers were warm appreciation. He said, "I intend to loyally support Mr. Humphrey but if Mr. Nixon becomes the President-elect, I will do all in my power to cooperate with him. On September 17, 1968, I preached the morning ser- vices at the Military Academy in West Point. While we were having lunch I was called to the telephone as Mr. Nixon was calling. I believe he was in California. He wanted to know the President's reaction. I told him over the telephone that the President was deeply appreciative of his generous gesture. BILLY GRAHAM BG:MW Montreat, N.C. Moscow, November 19, 1968 PERSONAL-CONFIDENTIAL The Honorable Robert D. Murphy Department of State Washington, D. C. Dear Bob: I was delighted to learn of your designation by the President- elect. I think you and he will be interested in luncheon conversation I had with Ambassador Dobrynin on November 12 in Washington. Dobrynin said he understood that the President-elect would stay in New York until the insuguration and he did not expect to have any occasion to meet him. He asked my advice on whether he should make any move to get in touch with any of Mr. Mixon's advisers. I replied that unless he had some specific problem to discuss he take no initiative to do so, but of course to be available if approached. The Ambassador asked what kind of President I thought Mr. Nixon would be from the Soviet point of view. I said I thought his people in Moscow had 2 false image of Mr. Nixon. I thought there was a good prospect that during Mr. Nixon's administration progress could be made in a number of fields, beginning with disarmament. I referred to Mr. Nixon's statements on Soviet- American relations during the election campaign which he had carried out in a statesmanlike manner. Dobrynir said that he was also concerned that Moscow might not have a correct appraisal of Mr. Nixon and said he had done what he could to correct this. I asked him what his personal views were on a possible summit meeting to which he emphatically replied he was all for it and the sooner the better--even before the inauguration if possible. PERSONAL-CONFIDENTIAL PERSONAL-CONFIDENTIAL 2 While I would have been in favor of a visit immediately after the election if it had not been for Czechoslovakia, I think this would now be unwise, and from what I have seen in the press I gather that a visit here prior to inauguration is no longer being considered. In his talk with Senators Gore and Pell today, Kosygin referred disparagingly to statements made during the campaign on negotiating from a position of strength. He said that if one side adopted such a position, the other would do the same. He did not name Mr. Nixon but the reference was clear. At the end of their conversation, however, Mr. Kosygin referred to the exchange of messages between Mr. Nixon and Podgorny which he said the Soviets regarded as a positive factor. They supported the spirit of cooperation expressed in Mr. Nixon's message because it corresponded to the interests not only of our two countries but of the entire world. Murphy Department of State Washington, D. C. Dear Bob: In connection with the letter enclosed I wish to raise a personal matter. When I saw the President-elect in September I had an opportunity of telling him of my intention to resign my post and to retire. I have been trying to do this for some time for personal reasons, and it of course has nothing to do with the out- come of the election. I plan to retire as of February first and hope to leave here in time to take delivery of a new house in Washington I have contracted to buy in late January. I have made commitments which I have put off fulfilling several times and must now really carry out. Finally, the Air Force doctors in Wiesbaden recommended an operation to remove part of a lung where they suspected cancer, as well as part of my colon where they found some polyps. I was reexamined at the Naval hospital in Bethesda early this month and they think the spot on the lung is an old TB scar and that the polyps, which they removed without surgery, were benign. Nevertheless they strongly recommended a thorough reexamination after a month or two at the most, and it would be advantageous if this were done by the same doctors. For these reasons I hope you will be able to head off any move to keep me here even for a short time if this should develop. Coby Swank, who is the Deputy Chief of Mission, is quite capable of carrying on until a new ambassador arrives. I expect among other things to be a consultant to the State Department and will be available to Mr. Nixon at any time I can be of service. As a replacement here I would recommend Jake Beam, now in Prague, or Wally Barbour, now in Tel Aviv, both of whom have served in Moscow. Walt Stoessel would be good but he has only recently gone to Warsaw. Dick Davis and Burke Elbrick are other possibilities.
