This has been interpreted by some members of the press as evidence of a lack of sensitivity on the part of the First Family toward the needs of those less fortunate then themselves. You and I know that this is indeed not the case -- that there has been no conscious desire on the part of the First Family to cut back on their contributions. Rather the decline reflects the transfer of the bookkeeping chores and responsibility for the pr eparation of tax returns to Arthur Blech's firm from Vincent Andrews. Obviously, no one at Blech's firm thought or was able to review President and Mrs. Nixon's customary charitable gifts with them. With the end of the 1973 tax year fast approaching it is essential that someone review the President's charitable contributions with him immediately, so that when we release the 1973 returns they properly reflect the First Family's generosity. In order to be reported as charitable gifts in 1973 tax returns, checks or cash must be received by the donee before the first of the year. There is no question that you are the best one to go over this matter with the President. I have reviewed the contributions made over the past 10 years to assist you. Records of the principal donations the Nixon's repeated -- not including local charitable associations with the Nixon's residence in California and New York -- are appended on cards. I have also attached an all inclusive list of contributions from 1963 to date. Finally, a table summarizing the President and Mrs. Nixon's contributions over the years is included below with a list of possible contributions for 1973 to get you started.
