These records are located in the Federal Records Center at Bell, California. Their ownership is unclear. Their volume is approximately 100 linear feet. SECURITY-CLASSIFIED MATERIAL, 1953-1960 This material was reviewed by Brigadier General Robert E. Cushman, Jr. He found that the bulk of the papers were originated by various agencies and individuals and that, in consequence, he could not de- classify any material authored outside of his own agency (C.I.A.). For this reason he made recommendations about the maintenance or discontinuance of the classification accorded each item, but the files, in essence, remain classified and closed. The Department of State, or employees thereof, classified more papers than any other agency. The notations in the left hand column designate whether the document is to remain classified and retained (C & R) or should declassified and retained (D & R). Of the total 475 items, General Cushman recommended that only 49 documents be declassified. General Cushman recommends three possible alternatives for handling these documents: a. Treat them as Presidential papers and incorporate them into any Presidential Library material for review and declassification as may be determined through the Library system. b. Treat them in the same manner as National Security Council papers. While here again there is no existing mechanism to declassify these, the matter is under consideration by an interdepartmental group headed by the Office of Legal Counsel to the Attorney General. C. A committee might be convened under White House auspices, composed of a member from each of the agencies which have authored the papers, to decide upon declassification or not, as appropriate. The Subject files fill 152 five-drawer cabinets, 59 of which are full. These contain records for 1969 and for 1970. The remain- ing 93 cabinets for 1971 are 25% full. The Name files are main- tained in 339 five-drawer cabinets which are approximately 65% full. Converted into linear feet, the Subject files measure approximately 733 feet and the Name files total approximately 2233 feet. The chronological files which are almost completely boxed measure 29 linear feet. In addition there are 930 linear fect of "oversize" records be- longing in part to the Subject file:and in part to the Name file; 264 linear feet of inactive files from various White House offices; 89 linear feet of primarily "bulk mail" from the public. Outdated clipping files are sent to Central Files at the rate of about ten boxes per month. 116' Alexander Butterfield's Office Maintains file of President's meetings and of color reports. Non- active records are eventually deposited in a safe in Trudy Brown's vault. Jon Huntsman's office maintains a "Presidential Handwriting File." This file contains the bulk of the items not originated by the President but bearing marginal notes or other comments in his hand. The most common items are Daily News Summaries, Memoranda to the President, Telephone Recommendations, Meeting Scenarios, and miscellaneous items which cross the President's desk. These items are stored in Mr. Huntsman's safe in Trudy Brown's vault. They fill approximately three drawers of the safe. Mr. Huntsman's office files are kept either in his office (current files) or in the vault (non-current files). These include the "Presidential Action Number File' eros and the resultant reports produced in response to a Presidential inquiry. Dwight Chapin's Office 52' Maintains active files only. Other records are sent to Central Files regularly. Mr. Chapin has two file drewers; Mr. Bull keeps three file drawers including a chron file, scenarios, appointments office procedures, and files on California trips; Mr. Parker also has a chron file plus follow-up files on invitations, audiences, etc.; Mr. Walker has 11 vertifile drawers containing Presidential trip files, memoranda, correspondence, and administrative office files. Charles W. Colson's Office 40' Maintains approximately six linear feet of records which are primarily staff memoranda. Mr. Bell's office has six linear feet of records relating to special interest groups and three linear feet pertaining to Presidential proclamations. Mr. Cashen has approximately 21 linear feet of files relating Le special interest groups. Mr. Howard has four linear feet of project files. Michael J. Farrell's Office (Visitors' Office) 12 Maintains active office files consisting of tour requests, files on gifts received for the President, scenarios of activities of the First Family, inter-office memos, etc. Inactive records are retired to Central Files. Dean, III Maintains 10 vertical files on a broad variety of subjects, including 30' pardons and executive clemency, conflicts of interest, executive privilege, Presidential papers, Presidential Library, demonstra- tions, and other matters of a legal nature. Harry Dent's Office The files of this office concern liaison with Republican organizations 56' and are arranged by subject. The records are housed in seven, four- drawer file cabinets. Robert Finch's Office Maintains nine vertifile drawers containing correspondence, project 33' files and research files. Mr. Finch also has three drawers of California files including some speech files. Peter M. Flanigan's Office Mr. Flanigan and his staff maintain the following files: 23 drawers 54' containing research and correspondence, three drawers containing chron files and press rcleases, one drawer containing conflict of interest material. Daniel T. Kingsley's Office 114' Maintains papers and resumes of individuals who have been cleared for a Presidential appointment or who hold such an appointment. These papers are maintained in "job files" and include copies of Presidential memos. The job files are subdivided into three categories: cabinet agencies, independent agencies including regulatory bodies, and part-time advisory bodies. WITNESSETH: WHEREAS, the undersigned possesses the power under Article SIXTH of said Agreement of Trust made the 14th day of August , 1972, by and between the undersigned and PATRICIA R. NIXON, as Settlors, and the undersigned, as Trustee, to appoint a successor or successors to act in his place and stead as Trustee or Trustees of the trust or trusts created under said Agreement of Trust; NOW, THEREFORE, pursuant to the aforementioned power, the undersigned does hereby appoint H. R. HALDEMAN, or if he shall for any reason be unable or unwilling to act, JOHN D. EHRLICHMAN, as successor Trustee to act in his place and stead, should he for any reason whatsoever cease to act as Trustee under said Agreement of Trust. Chical Richard M. mw, Nixon ACCEPTANCE OF APPOINTMENT The undersigned, H. R. HALDEMAN, and, if said H. R. HALDEMAN shall for any reason be unable to act, JOHN D. EHRLICHMAN, do accept the foregoing appointment as successor Trustee of that certain trust known as The Family and Literary Properties Trust and created under an Agreement of Trust made the 12/16 day of august , 1972, by and between RICHARD M. NIXON and PATRICIA R. NIXON, as Settlors, and said RICHARD M. NIXON, as Trustee, should said RICHARD M. NIXON, for any reason, cease to act as a Trustee of such trust, and do agree, upon assuming the office of Trustee of such trust, to perform the duties of said office and to be bound by all of the terms and conditions of said Agreement of Trust.
