Monday, July 30, 2007 Page 2 of 2 25 August 70 suggested draft of letter to Mr. William Mason, President, The Irvine Company, to be dated August 31, 1970 Dear Bill: As you know from our conversations, my colleagues and I on the Nixon Foundation are honored to have been entrusted with an exci and challenging assignment. We are dedicated tc developing a si and concept proposal which will be the most appropriate and endui for the first Californian to be elected President of the United States, and which will be much more an on-going, vital, meaningfu institution than a memorial. Our findings to date have convinced us that, in order to do this, must give careful consideration and weight to the following factors The Library should be of early, major and continuing service to scholars and others; the Museum should appeal in a dramatic way to the population at large, and should give particular encouragement to young people to take pride in their American heritage, and should heighten their aspirations for achievement in their chosen careers; there should be an on-going educational and seminar capability, either embodied in the Center complex, or established as an adjunct; realization of the full potential of these proposed Center components would be dependent on space, planning, design and technological considerations, and even more so on a location which would assure compatible, high-quality development and use of surrounding area. page 2 draft of letter to Wm. Mason With these criteria in mind, our Planning and Development Committee found the Pereira Associates study, and their subsequent Irvine Ranch site suggestions, of special interest. At our Board Meeting in San Clemente on August 28th, our fellow Trustees expressed them- selves similarly, and indicated a desire for the Committee to explore in greater detail with you and your associates the feasibility of Irvine property as a potential site for the proposed Nixon Center, as well as the mutual advantages which might flow among the community, the Irvine Company and the Nixon Foundation. When you and your associates have a reaction to this suggestion, I shall look forward to hearing from you. Kind personal regards, Sincerely, Leonard K. Ehrlichman Assistant to The President for Domestic Affairs The White House Washington, D.C. Dear John: As Secretary of The Richard Nixon Foundation, I am pleased to advise you that on November 14, 1969, the Internal Revenue Service issued its exemption letter qualifying the Foundation as an educational and chari- table organization exempt from tax under Section 501 (c) (3) of the Internal Revenue Code. Further, on November 25, 1969, the Foundation received its exemption letter from the Franchise Tax Board of the State of California evidencing that the Foundation had likewise been qualified as an exempt educational and charitable organization under the laws of the State of California. Although these letters confirm that the Foundation has now been established as an exempt charitable organization, we do not expect to change our policy of returning unso- licited contributions for the foreseeable future. Only certain minimal operating costs are being met from con- tributions from several of the Trustees. No additional requirements are foreseen. We will be writing you from time-to-time to inform you of our continued progress. Very truly yours, Hur trusis Herbert W. Ehrlichman Assistant to The President for Domestic Affairs The White House Washington, D.C. Dear John: Do you think we should accept the McKinsey and Company services gratis, as offered in the attached letter copy, or would this tend to put them on the same basis as the regular Committee members? Perhaps we should require that they charge us a minimum fee. I will appreciate your advice and counsel on this when I see you next week. Sincerely, femared. Leonard K. California 90017 CABLE ADDRESS MACKONSULT 213 626-7501 November 26, 1969 Dear Leonard: We appreciate the opportunity to work with your committee on the formulation of plans for the Richard Nixon Library and Museum. As the initial research has suggested, the committee may be able to develop programs for these institutions that carry their value dynamically into the future. As we have already experienced, this is a complicated undertaking. The scope of study considerations ranges from today's White House filing system to the design of perpetual education and research activities. It is a compliment for our Firm to be asked to supplement your committee on such a significant undertaking. We would like to assume this responsibility on a community service basis as a contribution to your project. I'm looking forward to our meeting in Washington. This will be an interesting "check point" on the initial study findings. Sincerely yours, Jack Jack O. Vance Mr. Leonard K. Dear John: It seemed time to report informally to the Foundation Trustees who are not members of our Planning and Development Committee, and I thought you might like to see the enclosed sample of a letter I am sending to them. We look forward to being with you next month in Washington, D.C., and a briefing paper on the items we will want to cover in our meeting will be forthcoming. FIRESTONE, PRESIDENT ELMER BOBST, VICE PRESIDENT HERBERT W. KALMBACH, SECRETARY JACK DROWN, TREASURER November 3, 1969 Mr. Elmer H. Bobst Chairman of the Board Warner-Lambert Pharmaceutical Morris Plains, New Jersey Dear Mr. Bobst: Our Foundation Planning and Development Committee is now active, and I thought you might like to have a report on our progress to date. To assist the Committee, we have arranged for the consul- ting services of a University Vice President, and of McKinsey and Company. In October, we made survey visits to the Eisenhower Library at Abilene, Kansas, and to the Johnson Library at Austin, Texas. We are scheduled to visit the Roosevelt Library in Hyde Park, New York in November, and in December we plan to touch base with the appropriate General Services and National Archives officials, as well as meet with John Ehrlichman, in Washington, D.C. Perhaps we can also work- in a visit to the Hoover Institute at Stanford University before the end of the year. Taft Schreiber and I both plan to be in New York City on Friday, November 14th, and, if you would like to do so, we would be happy to try to work out a mutually convenient time and place for a brief discussion of the Foundation and our current activity. In any event, we will continue to keep you posted. With kind personal regards, Sincerely, femare Firestme Leonard K.
