Dear Frank:
Permission has been granted for Mr. Erickson and the three
associates listed in his letter to you of April 23 to survey
the President's property at San Clemente for possible
archaeological sites. The survey may be conducted either
during the period of June 17-18 or June 21-22.
Aside from the conditions imposed on their examination which
we have previously discussed, I am certain that you will wish
to remind Mr. Erickson that should a site be discovered
absolutely no burden will be placed on the President to take
any further action unless he so desires. The President, of
course, is most interested in reading the report on their findings.
With my best regards,
Sincerely,

Dear Tom:
Mrs. Nixon and I were distressed to learn of your
mother's death, and want you to know that you are
in our thoughts and prayers.
She must have derived tremendous pride and satis-
faction in the last years of her life from your suc-
cess and from her knowledge of your dedication to
your valuable work here at the White House.
We hope that you may find comfort in this thought
and in all the happy memories you must have, and
that God may bless you with His special strength at
this difficult time.
Sincerely,

The President thinks it would be a nice gesture if you
were to suggest to Don Nixon that Clara Jane would be
welcome to come down to San Clemente any time she
wants, and cut some of the flowers there for her personal
use or for gifts to old friends.
Along the same line, the President would like you to

without too much trouble.
Sorry to bother you with this, but your help will be

Dear Herb:
If a donor establishes a charitable trust with the unexpressed
intent that a second party, let us say Mr. P, should ultimately
have the right to appoint the beneficiary of the charitable trust
upon the happening of some event certain, and the donor makes
periodic contributions to the charitable trust, distributing
only such income as the new tax bill may require to qualify,
and assuming that upon the happening of the event certain
Mr. P then designates that the corpus of the trust be distributed
to college W for the endowment of a chair in political science
what are the tax consequences to Mr. P, if any?
Let us assume that donor and Mr. P have an oral understanding
as to Mr. P's right of appointment. Assume further that
donor's willingness to enter into this arrangement stems from
a feeling of moral obligation to Mr. P for P's generosity in the
termination of a business arrangement but does not actually
constitute quid pro quo or consideration in the technical sense.
I'd appreciate having your opinion on this as soon as you
can conveniently provide it.

Dear Peter:
I have the utmost confidence in Mr. Nixon's ability
and persuasion to have the best Cabinet. Of course,
we all know that his selections will have much to do
with the kind of Administration we all expect him to have.
I hope that he will appoint Robert Finch as Secretary of
HEW. Generally speaking, I don't think people realize
how important this Department is. We certainly will
have more and continuing problems in the health area.
Welfare probably has been as mismanaged as anything
the Government has a part in, and this includes the
Poverty Program where we have certainly thrown money
down a rat hole.
Having worked with Maurice Stans for the last sixteen
months, I have developed the highest regard for his
ability and integrity. The integrity of our fiscal and
monetary program needs a man of great strength as
Secretary of the Treasury. In my opinion, Maurice
would make an excellent Secretary of the Treasury.
I have had the opportunity during the Campaign to become
acquainted with Governor Tom Dewey. I have always
been impressed with his knowledge and ability. He would
certainly make a great Secretary of State, and would be
able to put into effect Dick's foreign policy, which I
agree with one hundred percent.
Since September of 1967 one of the real privileges
I have received from this Campaign was to become better
acquainted with John Mitchell. What ability and what
judgment! I am always impressed with the kind of
people that John has gathered around Mr. Nixon during
this Campaign. I have not met one person who has had
HOME OFFICE: LINCOLN, NEBRASKA
his hand out or who has not beenworking unselfishly for
the main reason we have all worked, and that was to help
elect Mr. Nixon as President. A man who helped in the
selection process and kept everything in line must be in
Mr. Nixon's Cabinet. Law and Order was the main issue
of the Campaign. Our Attorney General must be a strong
man. John would make a great Attorney General, and even
though it would be a great sacrifice, he would be doing a
great service to his Country. I hope this suggestion
becomes a fact.
Of course, in the Middle West, we are interested in the
Secretary of Agriculture and this is probably the most
thankless job of all. I think this position should be filled
by a Middle Westerner in line with Mr. Nixon's pre-election
statements that he wanted a person who knew something
about agriculture, and that he would appoint a man who
would talk to him about the farm problems and not someone
to talk to the farmer about the Government's problems.
I am going to make a recommendation next week for one of
the Under-Secretaries of Agriculture, but I do not have a
candidate that I would recommend as Secretary.
It is my feeling that the Presidency of the Import-Export
Bank and the World Bank is extremely important to the
new Administration. These two banks can be most helpful
in solving our balance of payment problems and keeping
the dollar strong; also, both are extremely important in
our foreign relations and the respect that we can regain
in world affairs. In my opinion, one of the leading bankers
in the Country is George Champion. He would do a great
job as President of the World Bank.
If we get any further ideas, we will pass them along.
And, of course, you can either "take them or leave them,"
but I do have great confidence in the future. Thanks for
the lunch.
Best personal regards,
Singe George B. Cook
