Dear Dick:
I don't like to bother you with any of our details here, but the
question of white tie versus black tie has come up. After a thorough
investigation, we recommend to you that black tie be the required dress
for the Balls for the following reasons:
Tails are rather passe, expensive, and hard to get. We feel that
many people would not come to the Ball if they had to go to the trouble
of getting a white tie outfit.
The "white tie" image is probably not politically good for the
Republicans. It seems that we should do everything we can to keep the
common touch as much as possible, and people who would be invited to the
Ball would have a tuxedo.
This question has been discussed with Bob McCune and John Ehrlich-
man, and we all agree in our recommendation that we specify black tie.
We are getting pretty well organized here, and we hope we can have
a great Inauguration for a great President. If there is anything at all
you want us to do down here, please feel free to tell us about it.

Dear Mr. President:
I know you are receiving lots of advice and suggestions--more than you can possibly
use--and I hesitate to contribute to that overabundance, particularly on a subject
where I personally am not qualified!
However, with that apology as a preface, I proceed with the suggestion because it
actually comes from one who is qualified and it is on a subject of importance and
thus could well be helpful to you.
My minister, Dr. Browne Barr, of the First Congregational Church of Berkeley, (whose
sermon on "Annealment" I forwarded to you in my letter of November 22 as being of
possible interest in connection with your Inaugural Address) commented to me Sunday
after our church service relative to what he believes to be the general view of
religious people (i.e., ministers) concerning Norman Vincent Peale and that for you
to have him participate in the Inaugural ceremonies wouldn't be too well received
in the religious community. He commented that, at the same time, interestingly
enough, Billy Graham, while not regarded as a religious intellect, is nevertheless
respected for his sincerity.
In discussing the participation of ministers in your Inauguration, he offered the
thought of having Rev. Elton Trueblood, of the Friends Church, participate. I am
sure you know Dr. Trueblood who was long associated with the Friends Church in
Whittier and who has been identified with Earlham College in recent years. In ad -
dition, we discussed the idea of your arranging to have several ministers, represent-
ing different faiths, participate in the Inauguration, including possibly a black
minister. Incidentally, Dr. Barr pointed out that by having Dr. Trueblood, as a
representative of the Friends Church, you would be pleasing those so vitally interested
in peace.
In any event, these thoughts are forwarded for your consideration and I hope I am not
presumptuous in doing SO. I can assure you they are offered in the most sincere inter-
est both by Dr. Barr and myself.

for January 18, 19 and 20 for the Inaugural activities, and if you
require additional help for hotel reservations for yourself and members

glad to assist you.
It may be most convenient for you to stay at the hotel where you have

The Inaugural Symphony Concert
Bob McCune would like to know if it is accept-
able with Mr. Nixon and Mr. Ormandy that Mr. Ormandy
conduct an overture prior to the actual symphonic program.
It has been suggested this overture be The Battle Hymn of
the Republic in concert with the Mormon Tabernacle Choir.
It is Mr. McCune's opinion that Mr. Mitchell,
Conductor of the Washington Symphony Orchestra, cannot
be gracefully moved aside to allow Mr. Eugene Ormandy
to conduct the full program. Mr. Mitchell's sons were
both active in the Nixon campaign and one was evidentally
extremely helpful with the United Citizens Committee.
Mr. Mitchell further espouses to be an enthusiastic
Nixon supporter.
The overture solution is acceptable to Mr.
Mitchell. Approval must now be obtained from the other
side -- Nixon/Ormandy.

I am writing you in connection with the preparations for the 1969 Inaugural
ceremonies.
The District of Columbia has the mission of being the host for the Presidential
Inaugurations, a role in which we take great pride. We are determined that we
do everything in our power to ensure that the Inaugural Parade, particularly, is
an occasion befitting the office of the President of the United States.
The District of Columbia Government performs its tasks of preparation for the
Inaugural under the leadership of the Chairman of the Inaugural Committee.
This official is appointed by the President-Elect shortly after his election.
However, our planning must start well in advance of election day and to ensure
that this planning is consistent with the desires of the presidential candidates,
we work together with a Pre-Inaugural Committee which has representation from
both political parties. In July, I appointed Mr. Bruce J. Terris, the Chairman of
the D.C. Democratic Central Committee, and Mr. Gilbert Hahn, Jr., the Chair-
man of the Republican Committee of the District of Columbia, as Co-Chairmen of
the Pre-Inaugural Committee for the 1969 Inaugural.
Once the Democratic and Republican parties have chosen their presidential candi-
dates, it is customary for these candidates to indicate their personal choice for
Co-Chairmen of the Pre-Inaugural Committee. It is understood that the Co-
Chairman appointed by the President-Elect becomes the Chairman of the Inaugural
Committee and thus maintains the continuity of planning essential for a successful
Inaugural.

This is the first of a series of semi-annual bulletins on the
subject of Inauguration plans.
The Inauguration consists of three or four days of events climaxed
at noon Monday, January 20th, with the Inauguration ceremony on the
back porch of the capital building, followed by a parade to the
White House where the new President and Vice President review, from
a specially built stand, the passing parade.
Beginning the previous Friday, the Citizens Inauguration Committee
have scheduled various receptions honoring the nation's Governors,
distinguished "ladies", and possibly the Vice President-Elect. The
Inauguration committee is chaired by J. Willard Marriott of
Washington, D.C.
The swearing-in ceremonies at the capital are in the exclusive domain
of the Joint Congressional Inaugural Committee chaired (as a result
of the Republican victory) by Senator Everett Dirkson. This is
exclusively a congressional show. Mark Trice, Secretary to the
senatorial minority is executive director on behalf of the Joint
Congressional Inaugural Committee.
Physical arrangements for the Inauguration have been locked in for
months and the various stands, seats and camera platforms have nearly
been completed. In our opinion, after inspection, the physical
arrangements are unsatisfactory, but it would appear that we have
virtually no control over the situation. For example, the television
platform affords a straight-on shot of the Inaugural speakers.
Behind them is a banked array of dignitaries, all of whom will be
visable to the viewers.
TICKETS
A total of some 16,500 seats are provided by the physical arrange-
ments. Roughly 1,300 of these will be allocated to the President-
Elect and 400 will be allocated to the Vice President-Elect. The
press has preferred seating immediately in front of the speakers'
stand and each press man is provided with guest tickets for his

friends. Each member of the House and Senate receives preferred
seating to the right and left of the speaker's stand and each is
provided with extra tickets, 7 in the instance of a member of the
House and 10 tickets for members of the Senate. The (downtown)
Inauguration Committee (Bob McCune, Executive Director), will be
allocated a block of tickets in order to supply the various citizens
organizations, Republican organizations, finance people and Nixon/
Agnew citizen groups. As nearly as I can estimate from past per-
formance, this block will approximate 3,000 tickets.
EVENTS
Maurice Stans is planning a "victory dinner" at which there will be
some talent of the George Murphy variety and money will be raised.
This will be on Saturday night.
On Sunday afternoon receptions will be held for Governors, Ladies,
and perhaps the Vice President-Elect, On Sunday, also, the Washington
National Symphony will present a concert which may feature the
Mormon Tabernacle Choir.
On Monday, the 20th, the Inauguration ceremonies at the capital at
noon will be followed by various luncheons in the capital building
for the President and Vice President and immediate platform guests,
a luncheon for the cabinet, a separate luncheon for the Governors,
etc.
Transportation by bus will be available to move White House staff and
others from the capital to the White House to view the parade.
The parade will commence after lunch at the capital and will move
down Pennsylvania Avenue past the White House reviewing stand.
Immediately following the parade, there may be a reception for dig-
nitaries at the White House. Monday night Inaugural balls will be
held at five or six ballrooms. At present it is anticipated that the
attire for the Inauguration balls will be black tie.
On Tuesday morning, Mr. & Mrs. Nixon propose to hold a reception in
the White House for campaign staff personnel and their families,
and Mr. Mitchell's campaign organization should immediately commence
the preparation of a guest list for this event in order that printed
invitations may go forward within the next couple of weeks.
We are accepting nominations for soloists (man and woman), Catholic
Priest, Protestant Minister, Rabbi and Greek Orthodox Priest for
the Inaugural ceremonies.
Some thought should also be given to which Bible should be used during
the ceremony.

Dear Senator:
I know that among the many difficult decisions
which you and your committee will make in planning the
inaugural ceremonies will be the selection of an individual
to sing the national anthem. Quite frankly, I feel that
the American people will take careful note of this choice
in the light of recent public renditions of the anthem
which have outraged so many and with which I am sure you
are familiar. In view of the above, I have a suggestion
for the committee's consideration.
It seems to me that it would be highly appropriate
to have the national anthem sung by a member of the armed
services, an individual capable of singing it as it was

Dear John:
Inasmuch as the District of Columbia is 70% black and
is the host city for the Inauguration, the treatment which
RN accords to its first Mayor in the opening minutes of
his Administration may have great symbolic importance.
While I am not in a position to know anything about
Mayor Washington, I do get the impression that his future
under the Nixon administration is regarded by some as
something of a bellwether. In any event, I think the role
of the Mayor of the District of Columbia in the Inaugura-
tion should be given careful consideration, and unless
the individual is personally offensive, his office should
be given at least minimum recognition in the ceremony.
On the other hand, if he is a good man, and if he is
some kind of symbol to the black people, then it might be
wise to give him a very prominent part. Assuming we do
want to recognize Mayor Washington, the range of possi-
bilities could include the following alternatives:
He could be given a prominent seat in the
front row on the podium.
RN could mention him in his opening ac-
knowledgments, e.g., "Mr. President, Mr. Vice
President, Mr. Chief Justice, Mr. Speaker,
Mr. Mayor, etc." (I leave the exact order
to the protocol experts.)
As a new resident of the District, RN
could pay a call on the Mayor at City Hall
the day before or the day after Inauguration.

As Mayor he could be assigned an actual part
in the ceremonies, such as calling the proceed-
ings to order and turning the podium over to
the Congressional Chairman, who traditionally
opened the proceedings before there was a Mayor.
If RN should wish to go all out as an ulti-
mate gesture to the people of our national capital,
Mayor Washington could even be the one to swear
in the Governor of Maryland as Vice President.
This would rub off pretty well on Spiro (perhaps
it might even be his idea), and its significance
would be duly noted across the country and
throughout the world.
In weighing any or all of the above, there are two con-
siderations. One is the man, and the other is the office.
I would think that the degree of recognition, if any, would
depend on an evaluation of both.

Dear John:
As per our discussion, I am setting out in this letter
a few suggestions concerning the Inauguration. Regardless
of whether they have merit in themselves, I hope they may at
least stimulate some new ideas and approaches.
By way of preliminary comment I would like to re-empha-
size yours and my view that the Inauguration, in its total
impact, can make an enormous contribution to the quick and
enthusiastic acceptance of a new administration. The two
most striking examples in recent times have been FDR in his
first inaugural, and JFK. In a sense each of them ran back
an opening kickoff and stayed out in front from that moment
forward.
Needless to say, the address itself is the key factor,
and both FDR and JFK did it with a one-liner, "The only
thing we have to fear," and "Ask not, etc." However, the
tone and spirit of the occasion were significantly augmented
in both cases by extra touches. Examples were JFK's innova-
tion of a "poet laureate" in the person of Robert Frost, and
his exploitation of PT-Boat 109
Swearing-In Ceremony. At the LBJ ceremony there
were several musical selections (including "This
is My Country" by the Mormon Tabernacle Choir),
and there were prayers offered by four different
clergymen, averaging about 400 words a piece--two
at the beginning, one in the middle, and one at
the end. The total time span was one hour and
40 minutes.
As I suggested, I think it
is important to screen the last two or three
ceremonies to determine how the pace and content
can be improved and also to review the seating
and staging. For example, I think it extremely
important that the staging be such that it is
easy and natural for RN to extend some kind of
recognition to Mrs. Nixon, or to present her,
the moment he has become President, or at the
moment his address is completed. This will mean
a very great deal to women everywhere. There
will be other points which will occur to us from
the screening.
The Parade. I talked again with the Rose Parade
people this morning and am convinced that RN was
right in his assumption they will make an impor-
tant contribution in terms of pace, content and
showmanship of the parade. They are to meet with
the parade people in Washington next week.
Religion. On Inaugural morning an ecumenical
prayer breakfast, or similar gathering, in which
the Cabinet and other senior appointees would
join with RN and all other clergymen who will
participate in the Inaugural. Alternatively,
this could be a small private service in a church
or, better yet, it might take place at the Lincoln
Memorial.
RN's Own Activities. Everything that RN does
from January 19 to January 21 will be either seen
on television or prominently reported in the press.
Thus, his personal activities, apart from the
ceremony and the parade, can be very productive.
For example, right after the parade in 1933, FDR
was driven to the house of the great senior Justice,
Oliver Wendell Holmes, to pay a surprise call for
tea. This got a tremendous reaction everywhere
Here are a few types of
things RN can do and, hopefully, this list will
suggest others:
Former Presidents. Graciousness toward former
presidents is essential. I assume that if Ike is
still in Walter Reed RN would wish to pay an early
morning call on him. If Truman cannot attend, I
would certainly recommend that RN telephone him
before the Inauguration, in the spirit of "Bring
Us Together. "
Vietnam War. Families of half a million service-
men would not want the Vietnam War ignored. I
would think some personal gesture by RN would be

in order. For example, if he visits Ike at
Walter Reed he should not leave the premises
without also visiting a wounded servicemen's
ward. If Ike is not in the hospital, a visit
to wounded servicemen in an area hospital is
still in order, and could be. done the day be-
fore or the morning of the Inauguration.
Whatever RN may do in the way of
this kind of visit, I recommend that it not be
announced in advance and that, apart from the
Secret Service, he go alone or accompanied only
by his family or Billy Graham or similar close
friends.
Mayor Washington. I gather that this will be
the first Inauguration since the District of
Columbia had its own Mayor. Careful considera-
tion should be given to how he should fit into
the Inaugural plan, if at all. I'll send along
some specific suggestions on this in another
letter.
Moon Shot. I would think that the crew of the
moon shot should have a prominent place. Per-
haps they, plus all the other astronauts, should
have a special place in the parade. Or perhaps
RN would like to invite the 3-man moon crew and
wives to the Inauguration as his guests.
The above are my principal comments for the moment, but
I probably will be sending along a few more. Meanwhile, if
you have any questions, don't hesitate to telephone me.

Bryce Harlow called on Saturday recommending that we reconsider
an invitation for RN to participate at 9:30 a.m. on January 20th in
a twenty minute prayer service. Mrs. Gomien, Senator Dirksen's
secretary, is Bryce Harlow's contact in the matter and evidently
the religious hierarchy in D.C. is put out about RN's turndown
of the original invitation and feel this is a sour note to start
the relationship with their group. I don't believe that the
original invitation ever went through this office. Bryce thinks
that Bill Marriott asked RN directly. Originally it was scheduled
for Constitution Hall but was dropped when RN said no. It is now
back on but in the State Department auditorium.
The service is sponsored by the Religious Observance Committee
of the Inauguration and would consider
