Dear Mr. Erlichman,
I am writing to you at the suggestion of the Inaugural Committee
for 1969 located in Washington. At least, they referred me to you when
I phoned them last Thursday. I am writing to offer a suggestion concern-
ing the singer who might best be able to interpret the National Anthem
before the Capitol on January 20. Her name is Joan Roberts, the original
Laurey in Oklahoma. I wrote to Miss Woods several weeks ago and she re-
ferred me to the inaugural committee and they, in turn, asked me to write
to you.
Miss Roberts has often sung for the Republican Party - the most not-
able occasion within my recall was the rally for Mr. Goldwater in '64 at
Madison Square Garden. There is no one who sings The Star Spangled Banner --
the way she does. Usually only one verse is sung - she does the first and
the fourth and her interpretation is musically pure and brilliant. She is
also a friend of Mr. Nixon's and he has heard her sing. Perhaps, if you
think it wise, you might suggest Miss Roberts to Mr. Nixon for the occasion.
Her interpretation, sung in her faultless soprano, is filled with a deeply
felt devotion. To me her version is definitive.

an expression of thanks for my congratulatory message to President-elect

While I am sure that nothing tangible will be accomplished by this correc-
tion, I nevertheless feel obligated to indicate that I did not offer to
preside at the inaugural ceremonies. Such would not have been realistic.
What I did offer was to give one of the prayers during the inaugural
service. It is still my conviction that the inclusion of a Black clergy-
man during the inaugural ceremonies would certainly speak eloquently to

Dear President-elect Nixon:
Due to the selection of the Loyola Academy Band as the band representing Illi-
nois at the Presidential Inauguration, we have a problem in our area.
I was the entertainment chairman for the Nixon Rally held last October in Mt.
Prospect. The Prospect High Band was the lead band at the Rally and as you
know, they were great! In fact, they were the group that started the "Ooo-Ah"
chant which was used the last few weeks of the campaign.
The Loyola Band was also asked to participate, but turned us down.
The Prospect Band, and all of us, felt they had a good chance to be the band
selected, especially if the choice was to come from this area of the State.
Supposedly, someone was going to be at the school the week before last. How-
ever, no one showed up. Needless to say, the school, the folks of Mt. Prospect,
and the local papers are very unhappy about being overlooked in favor of a
band which contributed nothing to the Nixon Rally.
I would like to ask - is there any way in which a special invitation could be
extended to our Prospect High Band to play at the Inauguration?

The situation must be considered to be exactly as I described
it to you on the telephone unless you should hear from me to the con-

It will probably be mid-January before the major appointments
are finalized, but I cannot, in any way, be hopeful to you with regard to
your aspirations.
Being realistic about it, were one to discount the enclosed ma-
terial entirely and assume that all clearance procedures would be favor-
able, I still do not think that your candidacy would receive favorable at-
tention in view of some fairly fixed ideas about your suitability for a re-
sponsible position in the administration.
I am leveling with you, as I am sure you would want me to do,
in order that you can make your plans intelligently.
Obviously, I will be happy to hear from you on this or any other
subject and will attempt to keep you posted should any significant changes
occur but, in fairness, I think you should know exactly what the situation
is.

In the past four weeks, President-Elect Nixon has announced several
appointments which will be of interest to the staff. A brief summary
of these appointments is given below. Future announcements will be
made on a daily basis.
Dr. Lee A. DuBridge will fill the post of Science Advisor to the
President. He has served on the faculities of the University of
Wisconsin, Cal Tech, Washington University ( St. Louis), University
of Rochester, and MIT.
Robert Ellsworth has been designated Assistant to the President and
will handle policy and program assignments in all areas. He will
also deal with matters concerning the cities, the states and foreign
countries, on behalf of the White House.
Dr. Henry A. Kissinger has been appointed Assistant to the President
for National Security Affairs, and will act as liaison with the Depart-
ments of State and Defense, as well as with other departments and
agencies concerned with national security. In order to assume this
post, he has obtained a leave of absence from Harvard University,
where he was Professor of Government. Dr. Kissinger has announced
that Dr. Richard V. Allen, senior staff member of the Hoover Institu-
tion on War, Revolution and Peace at Stanford University, would join
his staff as one of his principal aides.
Herbert Klein will fill the new position of Director of Communications,
acting as overall spokesman for the Executive Branch, attending some
Cabinet meetings and meetings of legislative leadership. He will work
closely with Ron Ziegler, spokesman for the President.
Robert P. Mayo has been appointed Director of the Bureau of the Budget.
A major factor in his selection was his work on a recent report on bud-
get reform, as well as his demonstrated interest in the problems of our
urban areas. Mr. Nixon indicated Mr. Mayo would be considered a top
member of the Cabinet team and would attend Cabinet meetings.
Dr. Paul McCracken will head the President's Council of Economic Advisors.
Mr. Nixon characterized Dr. McCracken as a "centrist" -- pragmatic in
his studies.
Daniel P. Moynihan will serve in the new post of Assistant to the Pres-
ident for Urban Affairs. The new post has been established to provide
a mechanism for considering domestic problems that would be equivalent
to the mechanism for considering national security problems. Mr. Moynihan
has obtained a two-year leave of absence from Harvard University.

Progress report on Listening Program
We have completed all of the test programs originally scheduled. In addition,
we conducted four meetings in New York City to experiment with videotaped
sessions. At present we are editing the audio and videotapes. We plan to
make approximately three 30-minute programs of the audiotape and one 30-
minute program of the videotapes. They will be ready in ten days.
Here are some miscellaneous comments of my reaction to the several hours
of tape I have listened to.
1. The program is extremely well-received. People give Nixon personal
credit for it, and are genuinely enthusiastic. This includes several comments
from people who said they had never been supporters of Nixon, but were ready
to change their evaluation if the program is really used. There is virtually
no suspicion that it is a gimmick.
2. There are almost universal expressions of support for Nixon. People seem
to recognize how difficult the problems he will face are. There is none of
the heated anti-Nixon feeling evident in any of the tapes. This would seem
to reflect a genuine change of attitude. I don't quite know what to make of
this, but the old deeply-felt negative feelings just aren't there.
3. It is surprising how articulate people are. There are a large number of
quotable statements. One does not get the impression of an uninformed
electorate. People are much more perceptive of the nation's problems than
they are supposed to be.
4. Another surprise: There are very few signs of intransigence in peoples
attitudes. There are few doctrinairres. One has a better feeling about the
open-mindedness of the electorate. In the Birmingham meetings, for example.
there are few signs of racism and a general awareness, where it was discussed,
of the need to solve the race problem.
5. As I mentioned in an earlier memo, there is widespread feeling in
Birmingham that the South has been excluded by the two parties, and they want
in. This is interesting. You can speculate that people in Alabama don 't
perceive themselves as having deserted either party to go for Wallace, but
rather that they feel pushed out of real participation and forced to look for
someone who cares about them.
6. The college meetings reflect a real degree of alienation. Not from
radicals, but from nearly all students. They see the government as corrupt,
remote and believe that their leaders are off doing something that has nothing

to do with what the people want. These kids are particularly responsive to
the program. A professor at one of the meetings kept me an hour after the
meeting telling me how great the program is and how much it would do for
college kids if it were continued. He is a liberal democrat activist and
it was obvious that the program had really reached him.
7. It would be impossible to overstate the degree of anguish that people
feel about the war. There are very few instances of people saying that we
have to stick it out, have to win, belong there, etc. The widespread comment
is that we should bring it to an end and get out as soon as possible. Some
say escalate and end it. Some say just pull out. But almost everyone wants
out.
8. There were considerably fewer comments about law and order than I would
have expected. There were a fair number of comments specifically about crime
in the streets. People feel their families threatened. But relatively few
talked about riots. A moderate amount of concern about campus disturbances
is felt.
It seems clear that the complexion of the law and order issue has changed
considerably since the election.
You can't help getting from all of this a markedly different view of the
public character as contrasted with the character that is reflected in the
mass media. I have been thinking a lot about this one reaction. Is it
possible that in some ways the traditional media have created a public that
doesn't exist and a leadership that is responding to an illusion? That's
going pretty far, I admit. But from the media you get a picture of a semi-
illiterate, mindless mass of people motivated by pure self-interest and too
unconcerned to find out the first thing about government. This is not what
is coming through the listening program. I am hearing a public that is
interested, surprisingly knowledgeable, quite reasonable, anxious to see things
improved and energetic in their response to a gesture in their direction. If
I am right about this it is something that requires profound evaluation.
Others listening to the same tapes might come to different conclusions, of
course. But in making the above observations I have made a real attempt to
sublimate any personal views.

It was my understanding that you, or someone, had the
information that the Macy files on potential personnel
would not be available to us since they were considered
to be part of the President's personal files, which he
would take with him.
I now understand from Frank Lindsay that there is a
strong possibility that the Macy material, and his staff
and facilities, and his counsel as to procedures, may
very well be openly available to us if we ask for them.
Lindsay was going to check this out without making any
direct requests. I recognize that you may already have
this underway, but thought it would be all right to let him
go ahead. I will let you know what I find out.

Here is a bundle of letters and wires received by
John Brown's mail operation in connection with the recent Cabinet
introduction. The President-elect would like to see a sampling of
the mail, perhaps 15 or 20 pieces, after each one of these sorts of
events.
This should be a matter of standard procedure, worked
out with the mail room.
It would be my suggestion that a random of 100 pieces,
perhaps half wires and half letters, be delivered to my office after
each major television appearance by the President.
We will then forward you a representative sampling
for inclusion in the President's morning mail.
Here is the gleaning of the early receipts following the
Cabinet announcement. Since the mail room is now running approxi-
mately a week behind, there is no assurance this is up-to-date or
fairly representative.

The President Elect has asked for a random sampling of the
mail after each major television appearance (for example, his
announcement of the new Cabinet). According to a memorandum that I
received from John Ehrlichman, the President Elect would like to see
this sampling of response to his TV appearance as soon as possible
after the television show,(and should be sent in with his morning
mail).

Although Ehrlichman sent the memo to me, it would seem
logical that responsibility for this operation would fall into
your (Haldeman's) jurisdiction.
Unless I hear otherwise, it will be expected that after
each major television appearance there will be a bundle forthcoming
from the mail which will give a random sampling of the wires and
letters that have been received.

The Nixon Network
This is an idea which, as you probably know, we have tried to implement at
various times over the last three years. Last Spring, we amassed a mailing
list of approximately 15,000 names to undertake such a program, but the list
was subsequently passed onto the Citizen's who evidently pooled it with
their general volunteer list and thus the specific programs of newspaper
watching, letters to the editors, etc. were not undertaken. I'm in the
process of obtaining a print-out from the mailing company of this original
list.
Because of the danger of possible embarrassment to the President I think it
would be highly dangerous to undertake this venture directly from the
White House. If the press ever became aware of such an operation, they would
not hesitate to criticize RN in much the same way they have criticized Johnson
and his sensitivity regarding his image. Therefore, I would suggest that once
the list was obtained, the best way to proceed is to locate someone who is
far removed from Washington and not known as any of our closest friends and let
him make the contact with the people involved. We could direct him in regard
to things that we specifically wanted done. An alternative to this would be
to do it through the National Committee. This would give us closer control
over the operation, but present a danger of criticism because of the proximity
to the White House.
At any rate, once the mailing list is obtained, probably this week, the
plans can be commenced.

This is just a reminder that Frank Jorgensen,

who did such a superb job in California in the campaign,
would like to help out in building up our political
organization.
He, of course, would like to be based in San
Francisco but would be willing to travel or even be out
of San Francisco on a temporary assignment of some sort.
In other words, he says there is nothing he wants to do
in Washington, D. C.
I believe I mentioned this before -- Bob Haldeman
said Frank was under consideration to maybe handle the
western states.
