Woodstock College Woodstock, Maryland 21163 Dear Reverend O'Brien: Thank you for your interest and for your suggestion that Joan Roberts sing the National Anthem at the inauguration. Although the Committee respects Miss Roberts' ability, it was impossible to include her in the inaugural ceremonies. Thanking you again for your suggestion, Reverend, and wish- ing you the joys of the holiday season, I am Very truly yours, Charles E. Stuart Assistant to the Counsel CES/hg WOODSTOCK COLLEGE WOODSTOCK, MARYLAND 21163 December 16, 1968 Mr. John Erlichman c/o Nixon Headquarters 450 Park Ave. New York, N.Y. Dear Mr. Erlichman, I am writing to you at the suggestion of the Inaugural Committee for 1969 located in Washington. At least, they referred me to you when I phoned them last Thursday. I am writing to offer a suggestion concern- ing the singer who might best be able to interpret the National Anthem before the Capitol on January 20. Her name is Joan Roberts, the original Laurey in Oklahoma. I wrote to Miss Woods several weeks ago and she re- ferred me to the inaugural committee and they, in turn, asked me to write to you. Miss Roberts has often sung for the Republican Party - the most not- able occasion within my recall was the rally for Mr. Goldwater in '64 at Madison Square Garden. There is no one who sings The Star Spangled Banner -- the way she does. Usually only one verse is sung - she does the first and the fourth and her interpretation is musically pure and brilliant. She is also a friend of Mr. Nixon's and he has heard her sing. Perhaps, if you think it wise, you might suggest Miss Roberts to Mr. Nixon for the occasion. Her interpretation, sung in her faultless soprano, is filled with a deeply felt devotion. To me her version is definitive. Miss Roberts can be reached at: 24 Roxen Rd. Rockville Centre, L.I., N.Y. (516) RO 6 - 2042 Many thanks for your kind attention. Also may I extend a wish for a good holiday season to you. There must be more than a million things you have to do these days and I hope that there will be some holiday time for you. You and all of Mr. Nixon's staff are remembered in my Masses and prayers. Sincerely, Peter F. O Brien St. Rev. Mr. Peter F. O'Brien, S.J. Unfortunately this request has been misdirected somewhere along the way. Press credentials are issued by the two organizations conducting the inaugural ceremonies. The actual swearing-in ceremony is a function of the Joint Congressional Committee. The balance of the inaugural events are under the direction of a Citizens Inaugural Committee of which J. Willard Marriott is Chairman. Your interest should have been expressed to these two organi- zations. I am very sorry that I am unable to help you with your request. Very truly yours, Charles E. Madison Chicago, Illinois Dear Sir: We are editors of THE EVANSTONIAN, the vanston Township High School newspaper and in this capacity have covered the recen visits to Chicago by President-elect Nixon, Vice President Humphrey, Senator McCarthy, and Governor Wallace. We feel that it would be an invaluable experience for us and a great finale to our political reporting for our newspaper if we could cover the inauguration of Mr. Nixon on January 20, 1969. If this could be possible, could you intercede for us in getting whatever credentials we would need for ourselves and the EVANSTONIAN photographer. We realize the credentials are usually issued only to national press and wire sevices, butnsince our high school with a student body of 6,000 is considered the best high school in the United States, according to a recent survey of noted educators, we are hopeful that an exception might be made for us. While I am sure that nothing tangible will be accomplished by this correc- tion, I nevertheless feel obligated to indicate that I did not offer to preside at the inaugural ceremonies. Such would not have been realistic. What I did offer was to give one of the prayers during the inaugural service. It is still my conviction that the inclusion of a Black clergy- man during the inaugural ceremonies would certainly speak eloquently to the world concerning Mr. Nixon's intentions regarding all citizens of the United States. Nixon c/o Sheraton-Blackstone Hotel South Michigan and East Balbo Chicago, Illinois Dear President-elect Nixon: Due to the selection of the Loyola Academy Band as the band representing Illi- nois at the Presidential Inauguration, we have a problem in our area. I was the entertainment chairman for the Nixon Rally held last October in Mt. Prospect. The Prospect High Band was the lead band at the Rally and as you know, they were great! In fact, they were the group that started the "Ooo-Ah" chant which was used the last few weeks of the campaign. The Loyola Band was also asked to participate, but turned us down. The Prospect Band, and all of us, felt they had a good chance to be the band selected, especially if the choice was to come from this area of the State. Supposedly, someone was going to be at the school the week before last. How- ever, no one showed up. Needless to say, the school, the folks of Mt. Prospect, and the local papers are very unhappy about being overlooked in favor of a band which contributed nothing to the Nixon Rally. I would like to ask - is there any way in which a special invitation could be extended to our Prospect High Band to play at the Inauguration? Sincerely, David Jayner David J. On the subject of your Navy service, I am not at all sure what might be done after the new administration goes into office on January twentieth, but I am sure that until that time, there is absolutely nothing we can do to be of assistance to you. I will not say anything to encourage your hope that we might delay your induction, since I simply do not know what we might or might not do. Your black capitalism projects are founded on interesting premises which I would like our people to know about. In the matter of your military status, I can only suggest that you write to the Secretary of Defense-designate, Congressman Melvin Laird, at his Congressional offices, and explain the situation to him. I have no idea whether he can or will be of assistance to you, but it would seem to be the logical place to $tart. Congratulations on the efforts that you have been making. I understand that you have suggested to your vast listening au- dience that they drop me a letter whenever the spirit moves them. I suppose that will keep me from getting lonesome, at least. In each of the appointments to be made in this administration, some thought is being given to balance among opposing views. It is almost impossible, as I am sure you realize, to find able people, wil- ling to come with the government at a sacrifice, who are devoid of their own attitudes on the issues of the day. Therefore, the process of staf- fing becomes one of balancing able people of one attitude with able people of dissimilar attitudes. We are sincere in saying that we want talented people in the ad- ministration of whatever political persuasion. I think Pat Moynihan's appointment may stand for some evidence of the President-elect's sin- cerity in that regard. As the sub-Cabinet and junior positions are filled, I think we may be more persuasive to you on this score. I appreciate your kind wishes, and I particularly appreciate hear- ing from you when you have something on your mind. Best regards. Yours sincerely, John D. Ehrlichman Counsel to the President-elect JDE:sw bcc: Harry Flemming January 6, 1969 Mr. A. J. Schoepf Vice President Sales & Services, Eastern Region United Air Lines 277 Park Avenue New York, New York 10017 Dear Tony: I am sorry that I was not available to see you the other day when you called. It seems that my time is not quite my own any more. However, if I had seen you I would have told you that my at- tendance at your dinner was very much in the line of duty, since it certainly is to our interest to participate in a critique of the kind in which your organization so excellently conducted. Accordingly, I have written Dick Dorsey the enclosed letter declining his generous reimbursement. At the same time, I want to tell you how much I enjoyed par- ticipating in the Chicago meeting and in renewing the acquaintances with all your good people. Your personnel at JFK continue to take superb care of us as we come and go on scheduled flights, and we are most grateful for their interest. Best personal wishes for a Happy New Year. Yours sincerely, John D. Ehrlichman Counsel to the President-elect JDE:sw January 6, 1969 Mr. Angel F. Rivera Special Assistant to the Governor 22 West 55th Street New York, New York 10019 Dear Mr. Rivera: Thank you very much for sending us the resume of Mr. Luis Diaz Carlo. His resume is certainly most impressive, and I have placed it in the hands of the individuals responsible for recruitment here in the New York office, in order that it receive early attention. Many thanks for your continuing interest. Yours sincerely, John D. Ehrlichman Counsel to the President-elect JDE:sw January 6, 1969 Mr. R. F. Dorsey Vice President Sales & Services United Air Lines Post Office Box 66100 Chicago, Illinois 60666 Dear Dick: Thank you so much for your letter of December 6 and your generous offer to reimburse me for the Chicago trip. However, since this was legitimately a campaign activity, al- beit post-election, the expense was charged to the campaign fund and no reimbursement is indicated. I certainly appreciate your offer, but I return your check 910729 herewith with thanks. I very much appreciate being included in the Chicago meeting. I think it was profitable for all who attended, and it gave me a chance to see all my friends at United again. Best personal regards. Yours sincerely, John D. Ehrlichman Counsel to the President-elect JDE:sw Enclosure bcc: A. J. Schoepf January 6, 1969 John Goode, Esquire Sawtelle, Goode, Troilo, Davidson & Leighton 1002 San Antonio Savings Building San Antonio, Texas 78205 Dear John: It is certainly great to hear from you. I was in San Antonio a while back and hoped to have some time off to look you up, but somehow or another, it did not quite work out. I am well aware of your Congressional efforts and followed them with interest. From all reports you ran an excellent race. I especially want to thank you for the resume of your partner, Arthur Troilo. As you may know, we have a special interest in further- ing the involvement of people from your part of the country and particu- larly those of Mexican-American descent. Mr. Troilo seems to fill the bill in excellent fashion, and I am going to place his resume in the hands of Secretary Romney and Peter Flanigan immediately. If you ever find yourself in Washington, I hope you will take the time to give me a call; I would like to renew old acquaintances. Happy New Year. Yours sincerely, John D. Ehrlichman Counsel to the President-elect JDE:sw January 6, 1969 Mr. Melville Owen 310 Sansome Street San Francisco, California 94104 Dear Mel: Thank you for your letter of December 9 and the sug- gestion that you made. I will turn it over to Dwight Chapin, who will have re- sponsibility for assignments of this kind in the future, in order that he can call on you. You are the first patent attorney to have written me this year who has not made a suggestion for someone as Patent Commis- sioner. Thank you for that, too. Best regards, and Happy New Year. Letteney, Jr. Assistant Sales Manager United Air Lines Prudential Center, Suite 4085 Boston, Massachusetts 02199 Dear Bill: Thank you very much for your letter. I appreciate the offer of assistance and assure you that one of my continuing regrets about the campaign was that we did not keep you in the place where you were for the whole time. I know a good man when I see one, and I felt all along that I had made a bad trade. All's well that ends well, I am told, but next time we will dio it differently. Best personal regards, and again many thanks for you kind letter. I hope to see you soon. Yours sincerely, John D. Ehrlichman Counsel to the President-elect JDE:sw January 6, 1969 Mr. Neil McReynolds, Press Secretary Office of Governor Daniel J. Evans Olympia, Washington Dear Neil: Thank you very much for your letter of December 16. I certainly agree that our relationships with the Republi- can governors will be most important to a successful solution to the problems of intergovernmental coordination which have been plaguing the federal government in the last eight years. We even now have some ideas under way for the establish- ment of more direct liaison with all of the governors. However, in addition to any formal structure that may be established, I hope you and the others on Dan's staff will feel free to give me a call in the even that we can be helpful to you. Please give my best regards to Dan and Nancy, and all good wishes for the coming year. Yours sincerely, John D. Ehrlichman Counsel to the President-elect JDE:sw January 6, 1969 A. I often think of your hospitality during our stay in Miami for the Convention, and I appreciate your taking the time to write. Please accept my very best wishes for a happy holiday season. Yours sincerely, John D. Ehrlichman Counsel to the President-elect JDE:sw December 20, 1968 Mr. Michael D. Gill 2139 R Street, N. W. Washington, D. C. Dear Mike: I received your letter and materials and read them carefully. The situation must be considered to be exactly as I described it to you on the telephone unless you should hear from me to the con- trary at some time in the future. I have made copies of the enclosures and return the originals for your files. It will probably be mid-January before the major appointments are finalized, but I cannot, in any way, be hopeful to you with regard to your aspirations. Being realistic about it, were one to discount the enclosed ma- terial entirely and assume that all clearance procedures would be favor- able, I still do not think that your candidacy would receive favorable at- tention in view of some fairly fixed ideas about your suitability for a re- sponsible position in the administration. I am leveling with you, as I am sure you would want me to do, in order that you can make your plans intelligently. Obviously, I will be happy to hear from you on this or any other subject and will attempt to keep you posted should any significant changes occur but, in fairness, I think you should know exactly what the situation is. My sincere good wishes to you and Corky and the kids, and Merry Christmas. Yours sincerely, John D. Ehrlichman Counsel to the President-elect December 20, 1968 Mrs. David Eisenhower 815 Fifth Avenue Fifth Floor New York, New York Dear Julie: I enclose herewith Xerox copies of Emery Air Freight Corporation certificate C052208 and Combined Insurance Company of America certificate C88076, the originals of which are in Rose Mary Woods's safe. I would suggest that when you and David establish a per- manent residence that you secure a safe-deposit box in which to keep certificates of this kind, trust instruments, and similar docu- ments of importance to you. Meantime, we will transfer these certificates from Rose's safe to the White House safe and keep them there for your account. As I mentioned to you today, please be sure that you do not file a joint return with your husband for the tax year 1968. This will deny your father the exemption to which he is entitled for that year. In future years you may wish to file a joint return, but this is a question which will depend upon the nature of your respective in- comes and its source. You should get some advice on this prior to making out your tax returns for the year 1969 when the time comes. Please know that you have our sincerest wishes for your complete happiness. My congratulations to David. Yours sincerely, John D. Ehrlichman Counsel to the President-elect JDE:sw Enclosures a/s Memo from John D. Ehrlichman Date: December 20, 1968 Counsel to the President-elect The two stock certificates: Combined Insurance Company of America 100 shares, certificate number C88076 Emery Air Freight Corporation 10 shares, certificate number C052208 are to be held in the custody of the personal secretary to the President, Rose Mary Woods, for the owners of the certificates until they request de livery. They should be transferred from the temporary safe to the White House safe at such time as the President-elect is inaugurated and moves to the White House. John D. John Governor of Massachusetts State House Boston, Mass. 02122 CS S MEMORANDUM January 9, 1969 TO: John Ehrlichman FROM: Len Garment An interesting preliminary report on the Listening Post work. Edward Howard & Co. PUBLIC RELATIONS New York, Cleveland, Sydney 551 Fifth Avenue, New York, New York 10017, 212/661-4922 TO Len Garment DATE January 6, 1969 FROM Jim Howard SUBJECT Progress report on Listening Program We have completed all of the test programs originally scheduled. In addition, we conducted four meetings in New York City to experiment with videotaped sessions. At present we are editing the audio and videotapes. We plan to make approximately three 30-minute programs of the audiotape and one 30- minute program of the videotapes. They will be ready in ten days. Here are some miscellaneous comments of my reaction to the several hours of tape I have listened to. 1. The program is extremely well-received. People give Nixon personal credit for it, and are genuinely enthusiastic. This includes several comments from people who said they had never been supporters of Nixon, but were ready to change their evaluation if the program is really used. There is virtually no suspicion that it is a gimmick. 2. There are almost universal expressions of support for Nixon. People seem to recognize how difficult the problems he will face are. There is none of the heated anti-Nixon feeling evident in any of the tapes. This would seem to reflect a genuine change of attitude. I don't quite know what to make of this, but the old deeply-felt negative feelings just aren't there. 3. It is surprising how articulate people are. There are a large number of quotable statements. One does not get the impression of an uninformed electorate. People are much more perceptive of the nation's problems than they are supposed to be. 4. Another surprise: There are very few signs of intransigence in peoples attitudes. There are few doctrinairres. One has a better feeling about the open-mindedness of the electorate. In the Birmingham meetings, for example. there are few signs of racism and a general awareness, where it was discussed, of the need to solve the race problem. 5. As I mentioned in an earlier memo, there is widespread feeling in Birmingham that the South has been excluded by the two parties, and they want in. This is interesting. You can speculate that people in Alabama don 't perceive themselves as having deserted either party to go for Wallace, but rather that they feel pushed out of real participation and forced to look for someone who cares about them. 6. The college meetings reflect a real degree of alienation. Not from radicals, but from nearly all students. They see the government as corrupt, remote and believe that their leaders are off doing something that has nothing -2- to do with what the people want. These kids are particularly responsive to the program. A professor at one of the meetings kept me an hour after the meeting telling me how great the program is and how much it would do for college kids if it were continued. He is a liberal democrat activist and it was obvious that the program had really reached him. 7. It would be impossible to overstate the degree of anguish that people feel about the war. There are very few instances of people saying that we have to stick it out, have to win, belong there, etc. The widespread comment is that we should bring it to an end and get out as soon as possible. Some say escalate and end it. Some say just pull out. But almost everyone wants out. 8. There were considerably fewer comments about law and order than I would have expected. There were a fair number of comments specifically about crime in the streets. People feel their families threatened. But relatively few talked about riots. A moderate amount of concern about campus disturbances is felt. It seems clear that the complexion of the law and order issue has changed considerably since the election. You can't help getting from all of this a markedly different view of the public character as contrasted with the character that is reflected in the mass media. I have been thinking a lot about this one reaction. Is it possible that in some ways the traditional media have created a public that doesn't exist and a leadership that is responding to an illusion? That's going pretty far, I admit. But from the media you get a picture of a semi- illiterate, mindless mass of people motivated by pure self-interest and too unconcerned to find out the first thing about government. This is not what is coming through the listening program. I am hearing a public that is interested, surprisingly knowledgeable, quite reasonable, anxious to see things improved and energetic in their response to a gesture in their direction. If I am right about this it is something that requires profound evaluation. Others listening to the same tapes might come to different conclusions, of course. But in making the above observations I have made a real attempt to sublimate any personal views. John Ehrlichman Staff of Richard M. I now understand from Frank Lindsay that there is a strong possibility that the Macy material, and his staff and facilities, and his counsel as to procedures, may very well be openly available to us if we ask for them. Lindsay was going to check this out without making any direct requests. I recognize that you may already have this underway, but thought it would be all right to let him go ahead. I will let you know what I find out. H. To: Dwight Chapin Date: December 16, 1968 From: John D. Ehrlichman Subject: Mail Here is a bundle of letters and wires received by John Brown's mail operation in connection with the recent Cabinet introduction. The President-elect would like to see a sampling of the mail, perhaps 15 or 20 pieces, after each one of these sorts of events. This should be a matter of standard procedure, worked out with the mail room. It would be my suggestion that a random of 100 pieces, perhaps half wires and half letters, be delivered to my office after each major television appearance by the President. We will then forward you a representative sampling for inclusion in the President's morning mail. Here is the gleaning of the early receipts following the Cabinet announcement. Since the mail room is now running approxi- mately a week behind, there is no assurance this is up-to-date or fairly representative. John D. Ehrlichman JDE:sw cc: Bob Haldeman 2 MEMORANDUM December 17, 1968 TO: Ken Cole FROM: Dwight Chapin The President Elect has asked for a random sampling of the mail after each major television appearance (for example, his announcement of the new Cabinet). According to a memorandum that I received from John Ehrlichman, the President Elect would like to see this sampling of response to his TV appearance as soon as possible after the television show,(and should be sent in with his morning mail). they Although Ehrlichman sent the memo to me, it would seem logical that responsibility for this operation would fall into your (Haldeman's) jurisdiction. Unless I hear otherwise, it will be expected that after each major television appearance there will be a bundle forthcoming from the mail which will give a random sampling of the wires and letters that have been received. Qt DC :ew CC: John Ehrlich MEMORANDUM January 13, 1969 TO: John Ehrlichman FROM: John Sears RE: The Nixon Network This is an idea which, as you probably know, we have tried to implement at various times over the last three years. Last Spring, we amassed a mailing list of approximately 15,000 names to undertake such a program, but the list was subsequently passed onto the Citizen's who evidently pooled it with their general volunteer list and thus the specific programs of newspaper watching, letters to the editors, etc. were not undertaken. I'm in the process of obtaining a print-out from the mailing company of this original list. Because of the danger of possible embarrassment to the President I think it would be highly dangerous to undertake this venture directly from the White House. If the press ever became aware of such an operation, they would not hesitate to criticize RN in much the same way they have criticized Johnson and his sensitivity regarding his image. Therefore, I would suggest that once the list was obtained, the best way to proceed is to locate someone who is far removed from Washington and not known as any of our closest friends and let him make the contact with the people involved. We could direct him in regard to things that we specifically wanted done. An alternative to this would be to do it through the National Committee. This would give us closer control over the operation, but present a danger of criticism because of the proximity to the White House. At any rate, once the mailing list is obtained, probably this week, the plans can be commenced. To: John Sears Date: December 23, 1968 From: John D. Ehrlichman Subject: Nixon Network RN would like us to establish an effective "Nixon Network" to function during the first two years of the administration consisting of people around the country who spontaneously and on signal would write letters to the editor and telephone television commentators, etc., to counterattack. Will you please devote attention to the establishment of this network at the soonest possible time and give me a follow-up so that RN is satisfied that we are under way? John D.
