Gentlemen:
Mrs. John Ehrlichman was a guest in your hotel earlier
this month, departing there on March 19. In the confusion
of checking out, she remembers having her camera with
her when her baggage was taken downstaire, but thinks she
may have left it on the sidewalk or in the lobby when she
departed. I have spoken with your general manager who
tells me that no cameras have been turned in; however,
if one does turn up, with the following description, could
you please forward it on to Mrs. John Ehrlichman, The
White House, Washington, D. C. 20500.
It was a Retina 35 mm, in a brown case, and was identified
with the name Ehrlichman on either the camera or the case.

George Anderson is a star. He is very much on our team.
His age is 61. He possesses an incisive mind, the courage of his
convictions, and is a very articulate speaker. Moreover, he is blessed with
a most engaging personality.
As I understand it, the President had asked him personally to take
charge of the military operations at the time of the Cuban crisis. When
MacNamara tried to interfere in the control room, he ordered MacNamara
out. He had not been sympathetic to the MacNamara policies and, apparently,
Kennedy yielded to MacNamara's pleasure. Admiral Anderson was transferred
to the position of Ambassador to Portugal.
He is not seeking office. In fact, as a naval officer on retired pay,
he may not be eligible for federal office, but he would certainly be available
to serve as an informal adviser and helper at the White House, and I
recommend him to you most highly.

1. Extensive law practice in financial, corporate and
international matters - seasoned negotiator and innovator of financial,
institutional, contractual mechanisms.
2. Organized, directed and developed substantial businesses
in publishing, chain broadcasting, photography, agriculture, computer
technology and information retrieval.
3. Have a flair for grasping, evaluating and utilizing new
technologies - starting with communications and air navigational
techniques used in resistance and intelligence activities in World
War II and continuing in legal and business activities. Have worked
with engineers and scientists in various corporations and research
shops.
4. For International Rescue Committee, as Chairman of Executive
Committee, have worked on Eastern European, Chinese, Cuban, African
and Vietnam refugee problems, kept informed on the situation in hostile
countries, worked with other relief organizations, and traveled to
Vietnam, Hong Kong, Czechoslovakia.
5. As a director of the National Strategy Information Center,
have been active in developing material and conducting programs to
educate businessmen, journalists, ROTC students and others in the
requirements of national defense. We use the best scholars from the
universities and defense think tanks to lecture and hold seminars for
Young Presidents, Chambers of Commerce, newspaper editors, etc. We
also get research on the more sophisticated phases of military technology
and strategy where it will do the most good in developing an informed
public opinion on the requirements of national security. This has kept
me posted on a broad range of national defense and foreign policy think-
ing, as well as on the new threats to internal stability.
6. In 1943 and 1944, worked on the coordination of French
resistance forces with the Allied landings in Normandy and the libera-
tion of France. This developed an insight into guerilla warfare,
psychological operations and the relative capabilities and competing
claims of air, ground and irregular forces. Have read everything
that comes along on this and kept in touch with French resistance
friends who went through Vietnam and Algiers, and British colleagues
who struggled in Malaya and elsewhere.
7. In 1966, refreshed this by visiting all sections of Vietnam
and developed a 7 point military and political program which looks
pretty good in retrospect.
8. As Chief of OSS Intelligence in Europe, was responsible for
dealing with intelligence services of British and all European govern-
ments-in-exile (military and diplomatic).

9. Have kept in touch with European resistance leaders, parti-
cularly in France; many of them are Cabinet Ministers and chairmen
of legislative committees. Resistance veterans constitute an informal
lodge in Europe.
10. As Associate General Counsel for the Marshall Plan,
worked on investment guarantees, procurement arrangements, other
policy matters. Got to know European economic methods and institutions.
Law practice and business interests have kept me reasonably familiar
with economic methods and developments in Europe, Japan and Latin
America.
11. In 1940-42, "wrote the book" - a detailed service for
Research Institute - on all phases of industrial mobilization and
military procurement. Did consulting jobs for War Production Board
and worked six months on Navy procurement. Have since done military
contract and renegotiation work in law practice.
12. Served on two committees - 1945 and 1946 - planning CIA -
studied American intelligence needs and utilization; methods and
organization of foreign intelligence services.
13. Known to and know leaders of American intelligence
community - Allen Dulles, Dick Helm, General Quinn, Deputy Director

others at lower levels.

Milton Katz is Director of the Center for International
Legal Studies at Harvard Law School. He has an unusually broad
familiarity and deep understanding in a wide range of national
policy matters. He has served in the past as:
- Ambassador-at-Large in Europe for the Marshall
Plan
- Associate Director of the Ford Foundation
- Adviser to Secretary Fowler on international
monetary matters.
- Leader in the formation of OECD and European
Currency Union.
- Adviser to James Forrestal and Ferdinand
Eberstadt in unifying the Armed Forces and
creating the Department of Defense.
His political orientation has been Republican. He has opposed
the Galbraiths, the Schlesingers and the other Kennedyites at
Harvard. He was particularly active in supporting George Lodge
against Teddy Kennedy in their Senatorial contest. Cabot Lodge,
Arthur Dean, John McCoy and Henry Kissenger all know him well.
I know him intimately and have the highest regard for
him. I served as his Deputy when he was General Counsel for
the Marshall Plan in Europe, and he served as my Deputy when
I was Chief of the OSS Intelligence Service in Europe.
I believe he is ripe for another period of public
service.
