Milton Katz is Director of the Center for Inter-
national Legal Studies. He has been Associate Director of
the Ford Foundation, Ambassador-at-Large to the Marshall
Plan countries, Deputy Chief of Intelligence for the
European Theatre in OSS, Assistant General Counsel for the
War Production Board.
He's a Director of Carnegie Corporation.
He worked with Secretary Forrestal and Ferdinand
Eberstadt on the basic studies and the basic legislation
leading to the unification of the Armed Services.
He has recently traveled. to all major Latin American
countries advising on improvement of their law schools.
Speaks French well, Spanish reasonably.
Keen student of foreign policy and international
economic affairs. Has been advisor to Treasury Secretary

Dear Mr. Nixon,
You have stated publicly what qualities your Secretary of State
must possess.
Mr. Robert C. Hill has these qualities in abundance.
This I know, because during the two years I served under his
distinguished leadership while he was Ambassador to Mexico, he
showed that:
1. He has acquired a broad understanding of and a deep apprec-
iation for America's role in World Affairs.
2. He knew how to get results. Despite a host government that
was not very friendly, by using a variety of techniques, he
successfully carried out the policy of our government which was
to improve relations with Mexico.
3. He demanded top level performance from the entire Embassy
staff - and he got it. Those who did not measure up were sent
home. While Ambassador Hill was there, the U. S. Embassy in
Mexico had the smoothest running and most competent embassy
team I have ever seen.
4. His capacity for work is remarkably high.
5. He is able, earlier than most people, to recognize situations

of Cuba is a good example.
6. He has the courage to stand up for what he believes is best
for this country. Opposing those who were Castro apologists
was not easy right before as well as after Castro came to power.
7. His code of ethics and morals is very high. The easy road
is not for him unless it is also the right one.
8. Mrs. Hill has added a' great deal to her husband's success.
No one I know would, as the wife of the Secretary of State,
be a greater credit to the United States.
9. He has many good friends on both sides of the aisle in
Congress.
During seven years on three separate assignments as Naval Attache,
I worked directly for 18 U. S. Ambassadors in eight embassies in Latin
America. Ambassador Hill and one other were head and shoulders above
the rest in both competence and performance.

Dear Mr. President (soon-to-be),
First, my heartiest congratulations!
I have taken the liberty of making several suggestions
of young quality people to serve in your administration.
I made these to John Mitchell and to George Champion.
But, there is one I wanted to make direct to you. In in-
volves William B. Macomber, present Assistant Secretary
of State for Congressional Affairs.
I hope that very serious consideration can be given to
making Mr. Macomber one of the under secretaries in the
State Department. My reasons are as follows:
He is tough and very able and he doesn't talk or act like
the prototype State Department people.
He has excellent relations with the members of Congress
on both sides of the aisle. He is a Republican but he
knows the meaning of loyalty and has demonstrated that in
ably serving three Presidents. He was, I'm sure you'll
recall, with AID and our Ambassador to Jordan under the
Democrats, as well as serving as Assistant Secretary under
General Eisenhower and President Johnson.
He is young---tons of energy. He is dedicated and has stars
in his eyes about our country and its strengths.
He can organize and administrate, and I know he has the fibre
to make the tough decision. He knows the Department, but he
is not wed to its weaknesses.
Lastly, he is a man of total integrity and dedication. I
have seen him in some tough spots before the Congress and he
performed with real class.

a Deputy Assistant Secretary in the Office of Congressional

I believe you know Hal. He spearheaded the formal
organizing of the Bull Elephants, has served continuously on

Frankly, Bryce, I would hate to lose him, but Hal does

As the ranking Republican on the House Post Office &
Civil Service Committee, I would like to recommend my
Administrative Assistant, Harold Eberle, for an executive
position in the Department of State
Based upon my close association with him over the past
7-1/2 years, I believe his utelligence, creative imagination,
energy, loyalty, and integrity qualify him to be a Special
Assistant to the Secretary Under Secretary, or the Deputy
Under Secretary for Political Affairs. His past experience
in the Department of State and on Capitol Hill could also be
utilized in the Office df Congressional Affairs as a Deputy
Assistant Secretary
I would be unhappy to lose Mr. Eberle's services in my
own office, but when he came to me from the Department of
State 7-1/2 years ago it was with the mutual understanding
that he would want to return to State upon the assumption of
the next Republican Administration.
Enclosed is a self-explanatory resume of Mr. Eberle's
varied experiences in the Air Force, investment banking, the
diplomatic service, and the legislative branch of our govern-
ment.
As my assistant, Mr. Eberle has developed a broad under-
standing of both the legislative and executive branches and
has gained the reputation of being one who can get things done
smoothly and with dispatch. He is not hesitant to assume
responsibility to press difficult problems to a solution, but
knows when not to exceed the authority delegated to him and
when to seek additional policy guidance.

Amongst his own colleagues Mr. Eberle has demonstrated
notable leadership qualities by spearheading the drive to
formally organize the organization of male Republican assis-
tants on Capitol Hill known as the Bull Elephants. He has
served on the Steering Committee since its founding in 1963
and is presently its interim Chairman.
In addition, he has contributed generously of his own
time as a volunteer Research Associate with the House Re-
publican Task Force on Western Alliances (formerly the NATO
Task Force). He has drafted and helped edit a number of
their position papers. A particularly outstanding one was
"The Implications on NATO of an ABM System, in which he
anticipates the fragmentation of the Alliance if we continue
to develop a unilateral missile defense system.
During the 1968 Presidential campaign Mr. Eberle was an
Editor of the Answer Desk Bulletin at the Republican National
Committee. His hours there, which sometimes ran to 9-11
o'clock at night, were in addition to those he spent in charge
of my Washington office or flying into Pittsburgh to assist
me in my own re-election campaign.
In my opinion Mr. Eberle's background and expertise
would be useful to whatever Transition Task Force is appointed
to analyze the problems of the State Department and make re-
commendations before the Nixon Administration takes over. I
would make him immediately available for such an assignment.
