Dear Mr. Murphy: I want to bring to your attention my interest in serving in the new administration. Only on my return from a long trip to Australia, Philippines and Indonesia this week did I know of your service to the President-Elect. In your search for qualified personnel you may find my talents of use. The resume attached has been sent earlier to John Mitchell, Peter Flannigan, Bryce Harlow and Harry Flemming, as well as to Mr. Nixon, by Congressman John T. Myers of Indiana. At a time when Asians are wondering whether interest in Asia will be maintained, utilization of some like myself with long involvement in Pacific affairs would seem to be helpful. I will be on vacation in Nassau and Bradenton the next two weeks, but would of course hop back to New York or Washington should you wish. Congressman Myers' office, telephone 225-2889 at the Capitol, will know where to reach me. From December 22 to 25, I will be in Washington (telephone: 362-3064). On the 26th and 27th, I will be in my New York office (telephone: 974-4254). I appreciate whatever consideration you can give. Sincerely, hard delivered Alpheus W. JACOB VINCENT HEIMARK 4820 FORT SUMNER DRIVE WASHINGTON, D. C. 20016 October 29, 1968 Dear Mr. Nixon, You have stated publicly what qualities your Secretary of State must possess. Mr. Robert C. Hill has these qualities in abundance. This I know, because during the two years I served under his distinguished leadership while he was Ambassador to Mexico, he showed that: 1. He has acquired a broad understanding of and a deep apprec- iation for America's role in World Affairs. 2. He knew how to get results. Despite a host government that was not very friendly, by using a variety of techniques, he successfully carried out the policy of our government which was to improve relations with Mexico. 3. He demanded top level performance from the entire Embassy staff - and he got it. Those who did not measure up were sent home. While Ambassador Hill was there, the U. S. Embassy in Mexico had the smoothest running and most competent embassy team I have ever seen. 4. His capacity for work is remarkably high. 5. He is able, earlier than most people, to recognize situations that are not in the best interests of the United States. Castro of Cuba is a good example. 6. He has the courage to stand up for what he believes is best for this country. Opposing those who were Castro apologists was not easy right before as well as after Castro came to power. 7. His code of ethics and morals is very high. The easy road is not for him unless it is also the right one. 8. Mrs. Hill has added a' great deal to her husband's success. No one I know would, as the wife of the Secretary of State, be a greater credit to the United States. 9. He has many good friends on both sides of the aisle in Congress. During seven years on three separate assignments as Naval Attache, I worked directly for 18 U. S. Ambassadors in eight embassies in Latin America. Ambassador Hill and one other were head and shoulders above the rest in both competence and performance. JACOB VINCENT HEIMARK 4820 FORT SUMNER DRIVE WASHINGTON, D. C. 20016 The election victory, we know, comes first. We are working hard for a Republican sweep this fall. And when it comes, we hope you will give serious consideration to selecting Robert C. CHASE MANHATTAN PLAZA or NEW YORK, NEW YORK 10005 name us October 31, 1968 indicated Dear John: Enclosed please find a series of letters which I have received from George Bush recommending individuals who sound to me as though they are outstanding men and could be highly useful to the incoming administration. They are: Henry Catto, Jr., William S. Farrish III, FitzGerald Bemiss, James W. Hargrove, and H. T. (Toby) Hilliard. alway filed But, first, I would like to say I think George Bush himself would be an outstanding Secretary of State, Even though he has no background or experience in international affairs, he is an organizer and would project himself extremely well, as you know. I think he would be a very strong member of the team and one that Dick could count on for 100% cooperation. A group, such as: Bob Murphy, Bob Lovett, Jack McCloy and Tom Dewey could be of great value in giving him advice and guidance. I have not spoken to Jack McCloy about George, but the other three hold him in the highest esteem. apptat Also enclosed is a resume of LEWIS F. POWELL. IR, former member of the Bar Association, with some strong recommendations about him for the Attorney Generalship. Name I do think another great potential there would be NORACE CHAPMAN ROSE. You know him and of his past experience in the Treasury Department, No one stands higher in the esteem of the people in Ohio and the Midwest. One of the very capable younger men, in my opinion, i CHARLES A. MEYER He is 50 years of age, a Vice President of Sears Roebuck & Co., and a Name member of the Chase Manhattan's International Advisory Committee. He is the type of man who would be a great Secretary of Commerce (urban affairs but particularly commerce). ALLAN SHIVERS, former Governor of Texas, might be a wonderful man for any one of the number of Cabinet positions. I believe that J. IRWIN MILLER, Chairman of Cummins Engine Company of Name Columbus, Indiana, would be an unusually fine man for urban affairs, He has dedicated Almsell to a tremendous number of civic and church activities and, as a result, has a very high standing, not only in his own territory but throughout the country. Form2 WILLIAM W. BOESCHENSTEIN is an outstanding young man. He is Executive Vice President 01 Owens-Corning Fiberglas Corp. As you know his father, Harold, assumed many assignments in Washington during the war and later with great accomplishment. Young Bill has all the fine characteristics of his father, and could serve as Secretary of Commerce with great distinction. IRVING 1050 For Latest Listless prof. edu. I would recommend him for consideration at the Under-Secretary level in State if possible. He worked recently with Robert Anderson on the Panamanian Treaty. He is able, with a wealth of experience, and while I am only guessing, he might be willing. All of this represents real quality. I have specific places in mind where any of these can be helpful. They will be exactly the type of people the new President needs. I feel exceptionally strong about Bill Macomber. I enjoyed seeing you yesterday what a mammoth job you have to do! If I can be helpful in any way, please holler. Thanks for spending so much time with me. Best regards, George ar George Bush, M.C. Mr. Peter Flanigan Staff of President-Elect Nixon Pierre Hotel, 39th Floor 5th Avenue & 61st New York, N. Y. P. S. GEORGE BUSH 7TH DISTRICT, TEXAS Hanegan WASHINGTON OFFICE, LONGWORTH House OFFICE BUILDING MEMBER: DISTRICT OFFICE: WAYS AND MEANS COMMITTEE Congress of the United States FEDERAL OFFICE BUILDING HOUSTON, TEXAS 77002 House of Representatives Clashington, D.C. 20515 November 11, 1968 Dear Mr. President (soon-to-be), First, my heartiest congratulations! I have taken the liberty of making several suggestions of young quality people to serve in your administration. I made these to John Mitchell and to George Champion. But, there is one I wanted to make direct to you. In in- volves William B. Macomber, present Assistant Secretary of State for Congressional Affairs. I hope that very serious consideration can be given to making Mr. Macomber one of the under secretaries in the State Department. My reasons are as follows: He is tough and very able and he doesn't talk or act like the prototype State Department people. He has excellent relations with the members of Congress on both sides of the aisle. He is a Republican but he knows the meaning of loyalty and has demonstrated that in ably serving three Presidents. He was, I'm sure you'll recall, with AID and our Ambassador to Jordan under the Democrats, as well as serving as Assistant Secretary under General Eisenhower and President Johnson. He is young---tons of energy. He is dedicated and has stars in his eyes about our country and its strengths. He can organize and administrate, and I know he has the fibre to make the tough decision. He knows the Department, but he is not wed to its weaknesses. Lastly, he is a man of total integrity and dedication. I have seen him in some tough spots before the Congress and he performed with real class. 2 - The Honorable Richard M. Nixon November 11, 1968 I know the suggestions will be many, but since I feel so strongly about Bill Macomber's talents and also about the necessity of a new look in the State Department, I did want to pass along my strongest personal recommendation on him. PITTSBURGH 15219 COURT 1-0135 Congress of the United States Douse of Representatives Mashington, D.C. 20515 December 3, 1968 Honorable Bryce N. Harlow Assistant to President-elect Nixon Hotel Pierre 5th Avenue and 61st Street New York, New York 10021 Dear Bryce: I have initiated a recommendation to Harry ming in behalf of my Administrative Assistant Harold F. Eberle for an executive position in the State Department, preferably as a Deputy Assistant Secretary in the Office of Congressional Affairs (see enclosed copies of correspondence and resume) Harry has indicated your approval would be necessary for Congressional relations appointments to the main agencies and suggested I write to you directly. I believe you know Hal. He spearheaded the formal organizing of the Bull Elephants, has served continuously on the Steering Committee, and is now the interim Chairman. During the campaign he served in the Republican National Committee headquarters as Editor of the Answer Desk Bulletin, copies of which you doubtless received with the entourage. Frankly, Bryce, I would hate to lose him, but Hal does have such unique qualifications with his Hill, Air Force, and State Department backgrounds, plus his growth potential, that I think he would be able to contribute outstanding service to the new Administration. He is someone who could work harmoniously with you. With kindest personal regards, Sincerely, BoB. Robert J. Corbett, M. C. ROBERT J. CORBETT COMMITTEES: 18TH DISTRICT, PENNSYLVANIA POST OFFICE AND CIVIL SERVICE HOUSE ADMINISTRATION 503 U.S. COURTS AND P.O. BLDG. PITTSBURGH 15219 COURT 1-0135 Congress of the United States house of Representatives Washington, D.C. 20515 November 22, 1968 Mr. Harry Flemming Office of the President-Elect c/o White House Washington, D. C. Dear Mr. Flemming: As the ranking Republican on the House Post Office & Civil Service Committee, I would like to recommend my Administrative Assistant, Harold Eberle, for an executive position in the Department of State Based upon my close association with him over the past 7-1/2 years, I believe his utelligence, creative imagination, energy, loyalty, and integrity qualify him to be a Special Assistant to the Secretary Under Secretary, or the Deputy Under Secretary for Political Affairs. His past experience in the Department of State and on Capitol Hill could also be utilized in the Office df Congressional Affairs as a Deputy Assistant Secretary I would be unhappy to lose Mr. Eberle's services in my own office, but when he came to me from the Department of State 7-1/2 years ago it was with the mutual understanding that he would want to return to State upon the assumption of the next Republican Administration. Enclosed is a self-explanatory resume of Mr. Eberle's varied experiences in the Air Force, investment banking, the diplomatic service, and the legislative branch of our govern- ment. As my assistant, Mr. Eberle has developed a broad under- standing of both the legislative and executive branches and has gained the reputation of being one who can get things done smoothly and with dispatch. He is not hesitant to assume responsibility to press difficult problems to a solution, but knows when not to exceed the authority delegated to him and when to seek additional policy guidance. Mr. Harry Flemming November 22, 1968 page 2 Amongst his own colleagues Mr. Eberle has demonstrated notable leadership qualities by spearheading the drive to formally organize the organization of male Republican assis- tants on Capitol Hill known as the Bull Elephants. He has served on the Steering Committee since its founding in 1963 and is presently its interim Chairman. In addition, he has contributed generously of his own time as a volunteer Research Associate with the House Re- publican Task Force on Western Alliances (formerly the NATO Task Force). He has drafted and helped edit a number of their position papers. A particularly outstanding one was "The Implications on NATO of an ABM System, in which he anticipates the fragmentation of the Alliance if we continue to develop a unilateral missile defense system. During the 1968 Presidential campaign Mr. Eberle was an Editor of the Answer Desk Bulletin at the Republican National Committee. His hours there, which sometimes ran to 9-11 o'clock at night, were in addition to those he spent in charge of my Washington office or flying into Pittsburgh to assist me in my own re-election campaign. In my opinion Mr. Eberle's background and expertise would be useful to whatever Transition Task Force is appointed to analyze the problems of the State Department and make re- commendations before the Nixon Administration takes over. I would make him immediately available for such an assignment. Sincerely yours, Robert J. Corbett, M. C.
