Just a moment ago Russell Ziegler telephoned me and suggested that
the enclosed letters about John Stevenson should be sent directly
to you. Some time ago Russ had apparently gotten the idea from
you that Dr. Glenn A. Olds was the proper clearing point for
suggested candidates for positions in the incoming Administration.
You know Pat and Jack so there is no particular point in my telling
you how highly I think of them both. A quick glance at my letter
dated today, November 26th, will indicate what I had intended to
send to Dr. Olds.
I am enclosing a list of people who know Jack well in case you
want more checkpoints. I also attach copies of letters that I
asked Professor Dillard and Art Dean to write to Dr. Olds. A
third letter has been addressed to Dr. Olds by Herman Phleger
whom you may recognize as senior partner of Brobeck, Phleger &
Harrison in San Francisco and as a former Legal Adviser of the
State Department in the Eisenhower Administration. Herman Phleger
knows President-elect Nixon and may be writing directly to him
about Jack. This letter will undoubtedly find its way to your
desk.
The last thing you need is additional reading material. However,
I feel that Jack is such an outstanding candidate for a job in
the State Department that I hope his willingness to serve will
not go unnoticed. May I add that I have instigated this flurry
of correspondence. However, I have talked to Jack and he is
interested in "serving his country."

Dear Glenn:
I understand various persons are under considera-
tion for a senior State Department position.
I would like to recommend to you that serious
consideration be given to my partner John R. Stevenson,
whom I can recommend very highly.
Prior to joining our firm, Mr. Stevenson graduated
suma cum laude and Phi Beta Kappa from Princeton's School of
Political International Affairs where he majored in inter-
national relations with particular emphasis on Latin America.
He spent the summer of his junior year in Chile interviewing
various Chilean political leaders, including the present President
Eduardo Frei and his principal political rival Salvador
Allende.
His political study of Chile, which was awarded
the prize for the best thesis in the School of Public and
International Affairs, was published in 1942 by the
University of Princeton Press.
During the war Mr. Stevenson, after serving in the
Latin American Division of Naval Intelligence as assistant
to the director of this division and in the Carribean,
served in Spain as Assistant Naval Attache where he worked
very closely with the Embassy officials in political reporting.
Following the end of the war Mr. Stevenson was
employed as a political desk officer in the Office of American
Republic Affairs and passed the competitive Foreign Service
examination, but did not accept appointment, resigning from
the State Department to enter Columbia Law School.

At Columbia, he was Editor-in-Chief of the Law
Review and stayed an extra year as a lecturer in Inter-
national Law and to complete the requirements for a
Doctor's degree which he received following the publication
in the Columbia Law Review of his thesis on the Relation-
ship of Private International Law to Public International
Law.
Mr. Stevenson joined Sullivan & Cromwell in the
fall of 1950 and became a partner on January 1, 1956 and
has been principally involved in a very broad range of
international matters in his practice here.
In the course of this practice, Mr. Stevenson has
worked closely with high government officials in Denmark,
Finland, France, Japan, Norway and the Philippines in
financial transactions, including the preparation of de-
tailed prospectuses describing the economic, political
and financial condition in these countries. He has also
worked with the senior officials of the World Bank, Inter-
American Bank, European Coal and Steel Community and Euro-
pean Investment Bank.
In the private area, Mr. Stevenson has worked with
a broad range of international businessmen and bankers in
virtually all countries of Western Europe and to a lesser.
extent in Latin America and Asia.
He has been particularly concerned in the last three
years with the organization and operations of ADELA Investment
Company, a multi-national corporation representing over 150 of
the leading companies in the United States, Europe and Japan,
which has as its objective the promotion of economic develop-
ment and private enterprise in Latin America through joint
ventures with local businessmen. He has in recent months
also been working in the organization of a second or multi-
investment company to promote economic development and private
enterprise in the less developed countries of Asia.
Mr. Stevenson has had extensive experience in nego-
tiating with foreign government officials and businessmen, and
in various international claims and arbitral proceedings,
representing, for example, the American College of Sofia in
respect of its nationalized campus in Sofia.
As special counsel for the foreign committees of
the Investment Bankers Association and National Association of

Securities Dealers, Mr. Stevenson is fully familiar with
the United States Government policies, including the balance
of payments program, affecting international, and particularly
European, financial transactions.
Mr. Stevenson has also been very active in bar
associations and other professional activities serving as
Chairman of both the State and the City Bar Association
international law committees and for two years as the
President of the American Society of International Law.
He was the youngest President of the Society since
its founding and in the course of his term had the opportunity
to discuss with a broad range, of academic scholars in both
international law and the related social sciences, govern-
ment officials and private practicioners a wide range of
foreign policy questions.
Some indication of this is given in his two annual
addresses to the Society which I enclose as of possible
interest. He has also served on the State Department's
Advisory Committee on International Law.
Because of his combined experience in both the
private practice and the worlds of scholarship and public
affairs, I believe Mr. Stevenson is particularly well quali-
fied to participate in broad-gauge and informed policy decisions.

In many opinions he could be a candidate for Under

Permit me to identify myself as the recently retired Dean
of the University of Virginia Law School and a former President
of the American Society of International Law. I have also served
the government in a number of consulting and other capacities.
It is my understanding that John R. Stevenson of Sullivan
& Cromwell is under consideration for a possible position of re-
sponsibility with the Department of State. My unsolicited opinion
touching his ability and character may be summed up in four words.
He is absolutely topflight.
I have known him for a number of years and have worked with
him from time to time. I am also familiar with the reputation he
enjoys both at the bar and in the academic community. I can as-
sure you that his appointment would be very warmly received by all
who have come within the circle of his influence and I would as-
sume also, by all who know him by reputation. Indeed I can think
of no one who better commands as much respect from both sides of
our profession-- a respect born of an awareness of his personal
qualities, his intellectual capacities and his balanced views on
the problems confronting the nation.
I am positive his appointment would be in the national in-
terest and would reflect great credit on President-elect Nixon.
I have written in generalities only because I assume the
details of his record are already available. If, however, I can
supply any desired information please do not hesitate to command
me. May I repeat that Jack is absolutely topflight and may I add
that his wife is endowed with intelligence, beauty and charm. The
President-elect could not do better.

I am enclosing herewith some information which I think
you would like to have in your files. It concerns the "black hats"
and the "white hats". This was compiled at my request by Phil Morgan,
our Republican Counsel of the Senate Permanent Subcommittee on
Investigations. You may know Phil was with the Department of Interior
in Alaska for the Eisenhower Administration for a while before coming

with our Committee. His letter to me--which we should keep confidential--
tells its own story.
As one of the chief investigators in the TFX scandal, Phil
itadhas
is in a perfect position to know some of the people in the Defense
Department who have been doing a good conscientious job as well as
"
some of the "phonies". Phil also made two trips to Saigon while our
Committee was investigating the AID Program.
On the blank sheet checked in red, you will find a list
of names of those he thinks should certainly be gotten out of AID,
and he has noted the reasons therefore.

We would not have gotten to first base in our hearings--
particularly with reference as to knowing the lies that Poats,
Heilman (both were witnesses) were telling if it had not been
for the following three individuals:
1 Louis G. Fields, Jr - Lou is a young "Virginia gentle-
man" who worked as the Administrative Assistant in the last 10
months of Senator Willis Robertson's tenure here. He is a Jaw-
yer with a Master's Degree (or the equivalent) in International
Trade and Foreign Policy. Lou is not the real brains behind
the assistance that we received but he had been on the Hill long
enough, and was practical enough, to get the two men who had
the AID "know-how" together with us, on practically a clandes-
tine basis, so that we could cope with the aforesai d Poats, etc.
(I will mention the other two, subsequently). Fields is a Con-
servative Democrat who supported Richard Nixon in both 1960
and 1968. In fact, his wife was on a Richmond Committee for
Nixon, as Lou was in 1960. Lou is only a consultant at AID,
and his time runs out in March, 1969. He has said he could go
back to Richmond, Va. to practice law but he would like to "stay
on" and assist in correcting some of this inefficiency that we
all have seen. It is assumed that he would go with one or the
other of the next two men, if they were to be placed in a good
spot with the new Administration. Fields' resume is attached
herewith.
2 William J. Mazzocco Bill is a brilliant, economically-
minded inv dua has been involved in man foreign assistance
programs since the days of the Marshall Plan. (In fact, he work-
ed for Claire Luce when she was Ambassador to Italy.) He is
truly concerned with the waste of money in the AID program. He
knows where the waste is, and how to go about doing something a-
bout it. He has stood up to "the do-gooder's" for a long time
but has been relatively buried in the AID bureaucry. He speaks
several languages, fluently. In my opinion, he would be an ex-
cellent choice for the job of Inspector General of the State
Department. That job is now being held by Kenne th Mansfield, a
nice enough fellow but without any "push". Also, Howard Hauger-
ud is the Assistant I.G. and, although close to McClellan because
of his friendship with McClellan's son, Howard is nothing more
than a "political hack." We have had more trouble with the I.G.
because they pretend that they want to cooperate with us, and
then they are always "pulling back" after they start to give us
something. We also have learned from Fields and Mazzocco--who
have access to the same cablegrams from Vie tnam--that the I.G.
holds things that we are interested in out from us. I believe
that our Subcommittee would get the utmost cooperation from
