Studied Japanese at the U.S. Navy Japanese Language School,
University of Colorado, Boulder Colorado, June 1942 -
June 1943. Commissioned an ensign in U.S. Naval Reserve

Served in the Southwest Pacific theater 1943-1945 as a
combat intelligence officer (Japanese language) on the
staff of Gen. MacArthur, with assignments in Australia,

Present Position (August 20, 1964 to present):
United States Permanent Representative to the United Nations
Educational, Scientific, and Cultural Organization (UNESCO),
with the rank of minister plenipotentiary. Foreign Service
Reserve Officer, Class I Present Salary: $28,000. Principal
duties are to represent US in various bodies, meetings and
conferences of UNESCO; to serve as alternate member of UNESCO
Executive Board; to act as principal point of contact between
U.S. Government and the Director-General of UNESCO and the in-
ternational Secretariat; to maintain contact with the missions of
the 124 other member states accredited to UNESCO, and to super-
vise the work of the U.S. Mission to UNESCO.
December 1961 - August 20, 1964: Director, Office of Multi-
lateral Educational Affairs, Department of State. Principal
duties were to direct, supervise, and coordinate the activities
of three elements of the Department of State's Bureau of Ed-
ucational and Cultural Affairs: (1) The Multilateral Policy
Planning Staff, responsible for U.S. policy in UNESCO and other
multilateral educational and cultural organizations; (2) the
Secretariat of the U.S. National Commission for UNESCO: and
(3) The Secretariat of the U.S. Advisory Commission on Inter-
national Educational and Cultural Affairs. GS-17
October 26, 1956 December 1961 Director of the officee
of National Security Council Affairs, Department of Defense.
Principal duties were to brief the Secretary of Defense orally,
and to prepare written briefs for his use in connection with
the weekly meetings of the National Security Council; to do the
same for the Assistant Secretary of Defense (International
Security Affairs) in connection with the semi-weekly meetings
of the National Security Council Planning Board; to serve as
Defense Member of the Planning Board in the absence of the
Assistant Secretary and his Deputy; to serve as the principal
point of contact within the Department of Defense, and with
other Government departments and agencies, for National Security
Council matters; and to direct the staff of the Office of NSC
Affairs in support of the foregoing activities GS-17

Since I have heard of your interest in the selection of high level
sub-cabinet posts for the Nixon administration, I would like to recommend
Adolph W. Schmidt, who is a Governor of T. Mellon and Sons and a close
associate of mine, for one of the highest posts in the Department of State.
My first choice would be that he be appointed Ambassador to NATO. As an
alternative I would suggest he be made Ambassador to OECD.
As you may know, Mr. Schmidt is one of the architects of the
concept of "the Atlantic community." He played a major role in the
establishment of both The Atlantic Institute and The Atlantic Council of the
United States. Further, he has enjoyed the confidence of the financial,
political and military leadership of the European community. Particularly
significant is the rapport which Mr. Schmidt has with the French leadership,
including Charles De Gaulle. Mr. Schmidt's views regarding Soviet intentions
are not only sound but entirely consistent with Mr. Nixon's views.
As you know, Mr. Schmidt served Mr. Nixon in his campaign
as a member of his Foreign Policy Advisory Group and thus is well known to
Mr. Nixon. I would hope the President-Elect will give every possible
consideration to this appointment.

Dear Hugh:
It was good to talk with you today, and I appreciate your
sympathetic reaction to my proposal.
For some twenty years I have been working to prevent another
war through closer unity and cooperation among the Atlantic democ-
racies, but always through outside organizations. I feel that the
time and situation may have arrived when I can make a greater
contribution from the inside. Hence, my desire to make this known
to Mr. Nixon or his representative who will be handling the foreign
affairs field. Before doing anything, however, I wanted first
to check with you.
I have been making quarterly trips to Europe since 1960, pri-
marily in behalf of the Atlantic Institute, and this activity has
brought me in contact with most of the NATO leadership, and also
with leading citizens and government officials from the NATO countries.
My experience has been rather unique and I believe I could be useful
in such a post as U. S. Representative to NATO.
I am enclosing two copies of a personal history statement,
and will keep you advised of any further developments which may
occur after my return from Europe.
