NIXON Pe for ch FROM: STEPHEN BULL Drs RE: California Absentee Ballot Attached is your absentee ballot for the Special Statewide Election where there is one issue being presented to the voters -- a Constitutional Amendment entitled "Tax and Expenditure Limitations". Bob Finch, privately, recommends a "no" vote even though he feels the initiative will be passed. Essentially this will place a ceiling on State expenditures, looks like a general decrease in expenditures and taxes, but throws a heavy financial burden on local government. He characterizes this as Governor Reagan's Presidential bid, an issue which he will use in the 1976 campaign. FOR BONDS TO PROVIDE PUBLIC COMMUNITY COLLEGE FACILITIES YES Not a Direct Tax. 2. FOR BONDS TO PROVIDE HEALTH SCIENCE FACILITIES AGAINST Locked Just to the University of California. 3. ENVIRONMENTAL POLLUTION BOND AUTHORIZATION YES Help Business. 4. LEGISLATIVE REORGANIZATION YES 5. SCHOOL DISTRICTS YES Local autonomy for local schools. 6. MISCELLANEOUS CONSTITUTIONAL REVISIONS YES Clean-up provision for State Constitution. 7. ELECTIONS AND PRESIDENTIAL PRIMARY YES Based on 26th Amendment. 2. 8. OBSCENITY NO Admirable purpose but poorly drawn law- nebulous. Will probably pass anyway. 19. MARIJUANA NO 3. 20. COASTAL ZONE CONSERVATION NO Controversial. Admirable purpose but poorly drawn law - creates additional level of bureaucracy. 21. ASSIGNMENT OF STUDENTS TO SCHOOLS YES Busing. ("Yes" vote against busing) 22. AGRICULTURAL LABOR RELATIONS YES Chavez urging negative vote. SCHOOL ISSUES The local Republican organization recommends YES vote on all four items.
