is E. Vincent Suitt, presently serving as a Contractor Relations Specialist
in the Regional Contract Compliance Office of the Department of Defense,
Equal Employment Opportunity section in Atlanta, Georgia.
Vince is a credit to his race and has considerable experience in public rela-
tions and Urban League work prior to joining the Department of Defense. He is
in his early fifties. I first met him in my capacity as Plant Manager of the

Dear Mr. Secretary:
South Carolina is a great farming State which has received its due
attention through the U. S. Agriculture Department with any key
appointments in recent years. In view of the role our State played in
the nomination and election this past year, we need very much to place
a good, competent man in a key position so South Carolina farmers can
see that this Administration does care and that the Republican Party can
do something for our people. All we hear from the Democrats is the
message that only the Democrats can or will help the people of the South.
Your appointment of the Hon. Phil Campbell of Georgia as Under Secretary
does much to help.
I am attaching the biographical sketch of a man I consider the best
informed and best liked man in South Carolina agriculture, E. W. Brooks. He
is the longtime secretary of the South Carolina Farm Bureau, and because
of his integrity and his abilities, he is most influential in South
Carolina agriculture. When I need farm advice and political advice in
this area, I turn to him. So does Congressman Albert Watson and our
StatePharty leadership, all of whom join me in this recommendation of
E. W. Brooks to be used in your Administration.
Harry Dent, Mr. Nixon's Deputy Counsel, serves on the Board of Deasens
at Kathwood Baptist Church with Mr. Brooks, and he testifies to the
sterling character of this Christian gentleman.
Mr. Brooks would be especially well qualified to serve as regional
disector of the ASC program, in the Washington ASC office as the head
of one of your commedity divisions, especially cotton or tobacco, or
in almost any other ASC leadership position. He could also do an
outstanding job in your office as one of your assistants or as a Deputy
Assistant Secretary.
I will be glad to have Mr. Brooks come to visit with you or Mr. Campbell
at your convenience.
I recommend this man to you not just to help in South Carolina, but
because you will find that he will be an asset to you in loyalty, hard
work, and effectiveness.

BACKGROUND MATERIAL
ON
COLONEL JACOB C. BENNETT, JR.
Colonel Jacob C, Bennett, Jr. was born at Cumming, Georgia,
August 25, 1923, but moved to St. Matthews, South Carolina, with his parents
when was only six months old. He attended elementary school and high school
in St. Matthews, where he starred in five sports and received letters for each,
He attended Clemson University from 1940 to 1943, dropping out of school in
order to enlist in the United States Army. His enlistment was postponed until
1946 by reason of his physical condition," during which time he was employed by
the South Carolina Electric and Gas Company. Colonel Bennett entered the army
as a Private El and rose through the ranks to the rank of Colonel, which he
presently holds.
He has the distinction of being the only American to serve as
bodyguard to Haille Selassie and Emperor Hirohito of Japan. He was the recip-
1ent of personal commendations from both men and was awarded the Distinguished
Service Medal by the Jananese Empire.
Colonel Bennett has served two tours of duty in Japan and on his
last tour he was Provost Marshal for the entire island of Hokkaido. In addition,
he was also assigned the dutles of Public Information Officer, Public Relations
Officer, and Chief Intelligence Officer for the United States Artry in Japan.
On his first tour of duty in Japan, he was a company commander with the 24th
Infantry Division.
Colomel Bennett served as Defense Counsel on the United Stetes
Military Government International Tribunal in Sasabo, Japan, which tried war
criminals resulting from World War II.
During the past eighteen years. Colonel Bennett has served as
Chief of the industrial Security Branch and Physical Security Branch of the
National Security Agency, which 1s monitored by the National Security Council
in Washington. Colonel Bennett has large experience in areas of national securi-
ty, having been trained in the art of Cryptography and Crypt-analysis. During
World War II, he worked directly with Colonel Frank B. Rowlett, who has been
honored by the President of the United States for his efforts in breaking the
Japanese Code.
Aside from his civilian education, Colonel Bennett attended the
Infantry School, Ft. Benning, Georgia, the Nuclear Weapons Schools, Sandia
Base, New Mexico, Armored School, Ft. Knox, Kentucky, Special Forees School,
Ft. Bragg, North Carolina, Industrial Security School, Ft. Gordon, Georgia,
Provost Marshal School, Ft. Gordon, Georgia, and Advanced Army Securities, Ft.
Devins, Massachussetts. He 15 an honor graduate of the Infantry School, the
Nuclear Weapons Schools, and Industrial Security School.
While serving in the area of Washington, D. C., Colonel Bennett
was elected twice as Vice President of the Greater Washington-Virginia Clemson
Alumni Association and served on the Board of Directors of the South Carolina
State Society.
Colonel Bennett 15 married to the former Frances Hughes of
Hampton, South Carolina, and they have a daughter, Mary, 15 years old.
Colonel Bennett retired from the army, after twenty-one years
of service in June, 1967. His last assignment was Director of Army Security,
Ft. Holabird, Maryland. lie presently resides in Hampton, South Carolina, where
he is active in civic affairs, being a member of the Lions Club, American
Legion, and 3. member of the Board of Directors of the Coastal Region Empire,
Boy Scouts of America.

Harry, as you know, I have successfully operated a Frivate
Employment Agency here in Sumter for the past several years.
I am well qualified in recruiting, counselling, and placing
personnel in the proper job slots, both Administrative and
Technical types. In addition to this, I was in charge of hiring
civilian personnel in all categories for the Corps of Ingineers,
Charleston District, prior to N. V. II while Alr Bases at Sumter,

given as considerable amount of thought for some time.
Simply stated, I am interested in obtaining employment
with the Justice Department in South Carolina as an
Assistent U.S. Attorney.

attempt on my part nor has it ever been my thought, to
use this as a method to escape any portion of ry military
obligation. To date, I have served over two years on Ty
ROTC commitment of four years, with approximately twenty
months still remaining to be served.

Department, I checked and found that the Air Force makes
provision for the release of officers from active duty
where they have been tendered employment with another
agency of the government. I certainly feel that 1 could
be much Tore effective in my service to the government,

Attorney's Office.

Pursuant to our earlier conversations concerning the possibility of
getting an outstanding South Carolinian and loyal Republican appointed to
one of the Sub-Cabinet posts, I want to say again that you will be able
to offer something in the Department of Defense to our dear friend and
political advisor for many years, Bill Risher of Bamberg.
As I stated, you know that he and his brother, who is Head Master at
Camden Military Academy, as well as his highly respected father, have al-
ways been staunch supporters of the Senator and, of course, gave the Presi-
dent-Elect their complete support this year. Colonel Risher has done a
superior job as Head Master at Carlisle, succeeding his beloved father.
Also you may recall that Bill has occupied practically every office
in the J. C. organization from Local President to State President and also
National Vice-President, being one of the youngest ever to be elected to
that office. Additionally, he served as State Chairman of the Crippled
Children's Society and is currently serving as National Vice-President of
the American Association of Militery Frep Schools.
As I stated, Bill did not ask for any job with the Administration,
and I do not know whether he would be willing to accept such a position
as Deputy Assistant Secretary, but I do believe that he is highly qualified
and deserving and should he be offered and accept a position with President
Nixon, he would reflect credit upon him, the Republican Party, the people
of South Carolina, and most importantly, do an outstanding job in any mili-
tary field.

letter concerned an incident that had just happened in 1 oming-
way.
Sen. tor Thurmond had been invited by the 'local' Senocrats
to beringways "Industrial Day". As the local Republican
Chairman I. had not been notified in advance of the Tenators
coming. To nale a long story short, the Democrats "made all the
buy" and I was quite emburrassed when asked why I didn't escort
the Senator.
Recently, I read that .r. Pixon W.J. conducting a search for
talent. Since ou don't find too much talent in a town the
size of Lemingway (Pop. 1000), I didn't expect a search to be
made in Reminoway, anyway. Well, quite by accident, I was talking
o my good friend the banker, and he produces & letter from
ir. Lixon asking his advice on 'talent' in our fair community.
Ir. Fixon prefaced the request with the banker b; saying, as
a loader in your community, etc,
harry, let me tell you how much this 'leader' helped to elect
ir. Dixon! Le did VOTE, and I think he voted for r. Mixon! Ec
did john the Republican Party three years HgO (the same time I
did). He has been invited to precinct and county meetings many
times;however, to my knowledge he managed to excuse himself and
never attended a meeting to my knowledge. Financially, I don't
know that he has contributed one penny to the Republican Party.
I personally know that he did not participate in any of the
precirct committees; such as "flier" mailing committees, shore
cormittees, ballot security committees, transportation committees,

I'm not too smart, larry, had, I'm certain that if the \epublicans
are to succeed in Youth Carolina, it will be at the precinct
level. Its the only permanent way! If you embarrass and humiliate
your precinct offieials at every turm, then the next time around

Lempesis is a college graduate and 9 man of real ahility.
Pete is popular in Orangeburg with all the Citadel graduates, and everyone
who knows him. Duck Wannamaker knows him well and has a high regard for him
as . person and as 4 man of ability.

Dear Harry:
I would like to respectfully request your help and influence
in getting Mr. Charles Betts Reid of Richburg, South Carolina
appointed as an A. S. C. S. State Committeeman.
As you know, we the Fifth District, are the only District
in South Carolina without a member on this A. S. C. S.
Committee.
It is my belief that Mr. Reid is a capable and devoted
individual and would fulfill the duties of this position with
courage and capacity and is a man of high character.
Mr. Reid, who was born in 1914, has an agricultural background
having graduated from Clemson University with a B. S. degree
in 1937. He was an agricultural teacher in the Veterans
Program from 1946 to 1949. He is a past president of the
Chester County Farm Bureau and past state director of the
South Carolina Farm Bureau. Presently Mr. Reid is self
employed as a farmer and deals in small seed and grain and
cattle as owner of the Lewisville Seed and Cleaning Company.
He is also chairman of the Chester District Soil and Con-
servation Supervisors and a member of the Lewisville Young
Farmers Club.
I feel that another reason Mr. Reid should be considered for
this position is that he has been a great help to us in the
Republican Party, having helped organize the Chester County
Republican Party and holds the position of Executive Committee-
man from Chester County. He is a Silver Elephant sustaining
member.

and also a Sunday School teacher and Clerk of the Session.

I strongly recommend that Phil Campbell, Georgia Agriculture
Commissioner, ba designated Under Secretary of Agriculture "
WOOD " poesible. He will take only the #2 joh, and this job
should go to the Deep South. Tbe Wallace voters are farmers,
and they want a dirt farmer and Southerner in this spot. This man
is . very practical and effective politician.
The South needs this recognition, as Agriculture is still king
