REPUBLICAN GOVERNOR'S CONFERENCE
It 18 an honor to be toasted by the man who holds the one
political job that 1 wanted and was never able to get (pause).
They did give me a consolation prize in November, however. (pause)
But, for the longest time 1 had the impression that Governor Reagan
wanted the consolation prize, too. (pause)
In aeriousness, I would like to address you for a very few
minutes on the objective that 1 believe that we, as Republicans
should aet for ourselves, in the coming four years. We go to
Washington and find that for the first time in a century, the
opposirion controls borh Housea of the Congress. We look at any
sample of public opinion in the uscion and we find that in terms of
allegiance of the electorate, we are far and away scill the minority
party in this nacion.
One of the objectives of this Administration will be to
change char, One of che objectives of this new Administration is CO
build the New Majority, the successor coaltion CO the political
alliance formed by Franklin Roosevelt which has governed America
and held the allegiance of che American elecrorate for the laat of
thia century.
The final chird of this century, we must make rhe Republican
restorarion. We hold in our collective hands, in this room, enough
of the instruments of government power, to accomplish thac objective.
We hold the Chief Executive office of the United States and of six of
seven of its greatest and most populecs states.
We have the White House and the State Houses in New York,
California, Ohio, Pennsylvania, lllinois and Michigan, and more than a
score of other states. We will not win an opportunity like this again,
if we forfeit the one we have today.
1t will take co-ordination and co-operation between us, as we
have not had in the past, It vill take a concerted effort for the
Republican Party as a political instrument to win back the allegiance
of hundreds of thousanda of black Americans who are disillusioned

with our party today. We need to win back the workingmen and
working women of America, union and non-union, to the Republican
banner. We must inter forever in the history books the myth that
the Republiean Party is enemy to the common man. We must build in
addition to the Republican heartland between the Appalachians
and the Rockiea, an impregnable Republican fortress of the modern
South.
To accomplish this, we must open our party to new men and
women, to the young. We must make our party the center forum
in which the great foreign and domestic debates of the future are
conducted.
To build this historic New Majority in American politics will
require far more than effective and efficient party work at the precinct
level in every state in America. It will depend how men who bear che
Republican label conduct themaelvea in public office. This is our
opportunity; and it is one of the missions to whieh I have
committed myaelf for the next four years: 1t 15 a mission thac will
not aucceed without your helf and your assistance, # at is what I ask
today.

PALM DESERT, CALIF. -- Leading Coachella Valley medical
authorities today were briefed on a plan of action adopted
by the Board of Trustees of the Eisenhower Medical Center.
On behalf of Board President Mrs. Bob Hope, who ie
traveling in the East, Vice-president Paul Jenkins presented
to representatives of the three area hospitals and the Desert
Health Center Foundation the outline of a three-phase develop-
ment concept for the long-awaited Health facility.
In a prepared atatement, Jenkins told the assembly:
"The Board of Trustees is announcing the completion of
the first phase of the development of the Eisenhower Medical
Center. That phase has consisted of the extensive inveati-
getion and study, organization, preliminary fund-raising, and
general preparation that precede the establishment of a signi-
ficant medical inatitution.
Basing its action on careful and thorough consideration
of ell of the factors presented to us as a result of the
studies and exploration of Phase I, and on the principal
recommendationa of authorative medical consultants. the Board
of Trustees has unanimouely adopted a motion re-effirming ita
concept of the Eiaenhower Medical Center aa e national special-
ized desert medical institute.

The Board has also unanimously authorized on immediate
commitment to Phaee II of the concept, which consists of
building the first 90-bed hospital unit on the Center's 80-acre
site in Palm Desert. The eventual 130-bed unit will fulfill
the expressed wish of Gen, Dwight D. Eisenhower and will be
designed to meet defined needs for health facilities end
services.
To sugment the Board's commitment to this task, it has
appointed Trustees John Curci and Aksel Nielsen to serve with
Peter Kiewit, Pollard Simons and Paul Trousdale as Building
Committee members.
Feesibility studies indicate that the costs of construct-
ing and equipping the 130-bed hospital unit will be $7,754,500
-- of which more than $2,000,000 has been received or committed.
We believe a realistic target date for the completion of Phase
II is 1971, and that the community hospital portion of the
Center will be in operation by that date.
Concurrent with Phese II, the Board of Trustees will
commence with determining, through further study and investi-
getion -- conducted by 5 panel of the most eminent medical
scientists -- what shall be the precise end defined nature
of the Bisenhower Medical Center beyond the community health

facilities and services.
Our studies indicate there ie need for . research and
treatment facility of national acope to serve . focal role
for progress within certain specialized medical fields. To
which specific disesses the Center's laboratories, facilities
and ataff should devote their efforts will be determined --
by the finest scientific minda Eisenhower Medical Center can
muster -- during Phase III.
Affiliation with appropriate organizations and institu-
tiona in the heelth sciences and the Center's potantial role
as 0 teaching fecility will also be explored.
Eisanhower Medical Center's ralationship with neighboring
medical organizations and hospitals will be cooperative end
supportive.
A letter has been received by Mrs. Hope from Donald
McDermott, president of the Desert Hospital Board of Directors,
stating that Board's endorsement of the recent report submitted
by the Desert Health Center Foundation. The report focuses
attention on the urgent importance of srea-wide planning and
maintenance of good communication between all health and
hospital agencies serving the area.

hereby offers its resources at governing, medical staff and
administrative levels to work with the Eisenhower Medical
Center Foundation Board and personnel toward the development
of the moat appropriate plans for the expansion of valley-wide
medical and hospital services and fecilities
'It is our sincere hope that this...will open up a medium
for discussion and cooperation thet cannot help but fulfill the
needs of the residents of the area, both for the immediate
future and for the years ahead.'
Mra. Hope has replied, on behalf of the Board of Trusteee,
and expressed our sincere appreciation to Deaert Hospital's
Directore and our intention to pursue the Foundstion's recom-
mendations in the spirit of fullest cooperation."

Several days ago I talked with you about the Eisenhower
Medical Center which is to be located in Palm Desert,
California, and about the idea which has occurred to a
number of us that Richard N. Nixon could lend a helping
hard by saying just a Eew words about the Conter during
his Imponding California visit next month,
Undoubtedly there will be a press meeting prior to the
Cardinal's dinner and another one during Dick's visit
with the governors in Palm Springs.
Because he is going to participate in the Cardinal's din-
net, which is in support of a hospital project in Los
Angeles, it would be appropriate to mention the Eisenhower
Medical Center and therety get that name into broader
circulation within this immediate area.
I know how difficult it is to handle a matter of this
kind but perhaps, as you said carlier, our mutual friend
Bob Finch could help. He should be made to realize that
this is a very important project in the eyes of General
Eisenhower who has been very active not only in the crea-
tion of the group which is building the Center but also

When the President-Elect was in Des Moines, Iowa on September
14, 1968, he visited the Goode's farm. At that time Mr.
Nixon said something to the effect that because Mr. Goode
was kind enough to let him visit his farm that Mr. Nixon

Enclosed is an article clipped from the St. Petersburg Times, Monday,
November 18, 1968 which indicates that you enjoy our Miami weather but
are unable to find a spot in Miami that offers both complete privacy and
maximom security.
I am enclosing a magazine article written about a house, owned jointly by
me and Mr. Martin Woolin. This house is located approximately three miles
south from the end of Key Biscayne and I think it will offer you all of the
advantages that you seek.
The nonse contains four bedrooms, a large living room, a bar, a full kitchen,
one bath and a large sun deck. There is both electricity and running water.
It is completely furnished, comfortable and nicely decorated.
In regard to privacy and security, I think you will find this house meets the
requirements in both areas to the maximum, The house can only be reached
by boat; it is approximately ten minutes by boat from the Key Biscayne Yacht
Club. Because it can be reached only by boat, security becomes a relatively
simple matter and privacy Is 100% assured. In addition, it places you within
45 minutes by auto and boat of the Miami International Airport, within 10
minutes of Key Biscayne and within a 30 minute boat ride to the Homestead
Air Force Base. The house is equipped with both a mobile telephone and a
Citizens Band shortwave radio to permit complete communication ability with
the mainland.
I extend to you and your staff, the invitation to use this house as often as
you like, along with my 26' Bertram Sports Fisherman. If you are interested
in using these facilities and would like to have it inspacted by a member of
