In the event that your schedule does not permit you to be our
guest on February 16th, I will be bringing 50 of our most out-
standing boys to Washington, D.C. early in March and I hope

Each year Ben Regan has & birthday party for Senator Dirkson. The
party was scheduled to be held in Washington on January 7th of the
coming year. They would like to move the party to New York City
and hold it on January 4th if the President-Elect and Mrs. Nixon
could attend. It was Senator Howard Baker who suggested that the
party be moved from Washington to New York, since he saw reasons
why President-Elect Nixon could not or would not want to fly to
Washington. Senator Baker aeems to feel that some of the Senators
would grumble that of the Century Elect 1 not show up this
year.

1. The appointment of Nelson Rockefeller would be
very bad.
2. RN must carefully guard against being secluded
by his personal staff.
3. Sobeone should talk with Pritz Kramer in the
Pentagon, who has an encyclopedic knowledge of foreign
affairs. He is apprehensive over steps being taken now
by the Johson Administration and is eager to sharedis
information with someone who can get it to the President.
4. He strongly supports Ray Bliss
5. He has great respect for Henry Kissinger
6. John Caffee is first-rate and should be given

Would you please clear your calendar during
the week of January 20 for the following events:
1. Swearing In Ceremony for Cabinet by the
President and details on the first Cabinet meeting with
the President were telegramed to you earlier this week,
and the body of the telegram is repeated here,
"The President Elect plans the Cabinet
Swearing In Ceremony for Tuesday, January 21 at 11 A.M.
in the East Room of the White House (firm and confiden-
tial).
Your immediate family (wives, children, parents)
is invited, However, if the Senate has not confirmed
all Cabinet Officers by January 21, then the Swearing In
Ceremony will be postponed until Wednesday, January 22,
at 8:00 A.M. in the East Room, The White House, and your
immediate family is invited. All Cabinet Officers who
have been confinmed by the Senste will be sworn in at
this time, and those who have not been confirmed by the
Senate will ba sworn in at a later date (confidential).
On Wednesday, January 22, the first Cabinet
meeting (without family) will take place with the President
at the Cabinet Room, The White House, This meeting will
take place at 8:00 A.M., assuming the Swearing In Cercitiony
is on January 21 and, at 8:30 A.M., if the Swearing to
Ceremony is postponed until January 22 (firm and confiden-
tial),"

2. The President plans to visit each
Department and plans visits to two Departments the
week of January 20, and has requested that the format
for each Department visit be as follows:
a) The Secretary should meet the
President and a White House aide as they arrive
at his Department;
b) The Secretary should escort the
President to the hall where a meeting would be
held with, perhaps, the top 100-150 kcy members
of your Department who will already be seated
before the President arrives. The Sccretary is
requested by the President that, just before
entering the hall, the Department Under-Secretaries
and Assistant Secretaries be introduced by the
Secretary to the President at that time. The
meeting would take perhaps a total of onc-half
hour at the most.
The President plans to visit the
Department of State on Wednesday, January 22,
at 1:00 P.M., and the Department of Defense
on Friday, January 24 at 2 P.M. Your aide should
advise the President's Appointments Secretary,
Dwight Chapin, which entranee to your Department
you wish the President to use for convenient
access to the meeting place.
c) Thursday, January 23, 10 A.M. to 12 Noon.
As you probably have already heard from Dr. Moynihan,
the President will meet with the Urban Affairs Council
in the Cabinet Room of the White House, This meeting
involves Cabinet Officers: Finch, Hardin, Mitchell,
Romney, Shultz, Stans and Volpe (confidential).
d) Friday, January 24, 4 P.M. As you
probably have already heard from Or, McCracken,
there will be.a meeting with the President and a
new Cabinet Committee in the Cabinet Room of the
White House. This meeting involves Cabinet Officers:

The Presidential Party will depart the V1P entrance

50 yards to the lower exhibit hall area and attend
a second ball in the exhibit room,

The Presidential Party will depart the Exhibit Ilall
area of the Sheraton Park Hotel.

The Presidential Party will arrive at the VIP
Entrance of the Washington Hilton hotel. They
will be met by Attorney General and Mrs. John
Mitchell, Secretary and Mrs. William Rogers,

Presidential Box in the International Ballroom.
