This Governors' Conference will select a replacement for Governor Chafee\nas Chairman of the Republican Governors' Association. Both Governor\nShafer and Governor Reagan are vying for the job, although the Reagan\npeople swear they are not. Reagan should get it if he goes after it.\n2. Ray Bliss will speak to the governors on Saturday for about 45 minutes.\nNo one seems to know exactly what he expects to say to them. There is\nsome speculation that he will try to get a resolution passed, but the\ngovernors are requesting that he (Bliss) be kept on as National Chairman\nof the Republican Party. If this appears to be the case by tomorrow, we\nshall get a couple of our friends to submarine the resolution on the grounda\nthat the National Chairmanship is a matter that ie entirely up to the Presider\n3. Tim Babcock feels he ought to be offered a Federal job since he was an\nearly supporter of RN and has now been ousted from the governorship of\nMontana,\n4. If you see Paul Laxalt, encourage him to run for the Senate in '70\n(Senator Cannon's seat).\n5. As a result of the last election, we picked up seven new governors (Moore\nin West Virginia, Davis in Vermont, Walter Peterson in New Hampshire,\nBob Ray in Iowa, Russel Peterson in Delaware, Whitcomb in Indiana, and\nOgilvie in Illinois) and lost two (Babcock in Montana and Chafee in Rhode\nIsland) for a net gain of live. When Governor Agnew resigna his position\nin Maryland, we will then have a grand total of thirty statehouses. It\nmight be nice for RN to mention these new governora along with Frank Farr:\nthe governor-elect in South Dakota in his remarks on Friday. Alao indicate\nthat RN will take greater interest in the governors' races in Virginia and\nNew Jersey which will be held in November, 1969.\n6. The Republican governore feel that LBJ did a great deal to improve Federal\nState relations and are anxious that the incoming Administration will try to\nimprove on the work that has already been done. One of the objectives of this new Administration is to\nbuild the New Majority, the successor coaltion to the political\nalliance formed by Franklin Roosevelt which has governed America\nand held the allegiance of the American electorate for the last of\nthis century.\nThe final third of this century, we must make the Republican\nreatoration. We hold in our collective hands, in this room, enough\nof the inatrumenta of government power, to accomplish that objective.\nWe hold the Chief Executive office of the United States and of six of\naeven of its greatest and most populets states.\nWe have the Whice House and the State Houses in New York,\nCalifornia, Ohio, Pennsylvania, Illinois and Michigan, and more than a\nacore of other states. We will not win an opportunity like this again,\nif we forfeit the one we have coday.\nIt will take co-ordination and co-operation between us, as we\nhave not had in the past. It will cake a concerted effort for the\nRepublican Party as a political instrument to win back the allegiance\nof hundreds of thousands of black Americans who are disillusioned\n- 2 -\nwith our party today. We need to win back the workingmen and\nworking women of America, union and non-union, to the Republican\nbanner, We must inter forever in the history books the myth that\nthe Republican Party is enemy to the common man. We must build in\naddition to the Republican heartland between the Appalachians\nand the Rockies, an impregnable Republican fortress of the modern\nSouth.\nTo accomplish this, we must open our party to new men and\nwomen, to the young. We must make our party the center forum\nin which the great foreign and domestic debates of the future are\nconducted.\nTo build this historic New Majority in American politics will\nrequire far more than effective and efficient party work at the precinct\nlevel in every state in America. It will depend how men who bear the\nRepublican label conduct themselves in public office.
