HALDEMAN\nLfaH\nThe President is back on the need for a systematic plan of phone\ncalls - not to contributors, but to those who help us with votes,\nDemocrats, workers, etc. He feels he should move into an inten-\nsive period of this kind of activity immediately after the convention\nand wants plans cleared for him in this regard.\nOF\n*\nTHE SECRETARY OF TRANSPORTATION\nWASHINGTON, D.C. 20590\nUNITED\nAMERICA\nSTATES\nto\nDecember 13, 1972\nMEMORANDUM FOR THE PRESIDENT:\n1/1/17\nI am pleased to submit for your consideration the following\nrecommendations relative to the relationship of the Heritage\nGroups' effort to the Republican National Committee. These\nsuggestions result from a review of the Heritage Groups'\nactivities during the past campaign.\nI believe that this year, more than ever in the history of\nour Party, there was a good working relationship between\nthe Republican National Committee and our attempt to broaden\nthe base of the Party, especially among those of various\nethnic heritage. However, to consolidate the progress we\nhave made, and continue to build for the future, I suggest\nconsideration of the following which I believe will enable us\nto develop the new majority.\n(1)\nIt would be desirable if the Co-chairman of the\nRepublican National Committee, or at least one\nor two of the Deputy Chairmen, could be an ethnic.\n(2)\nThe Heritage Groups (Nationalities) Division should\nbe continued and expanded.\n(3)\nTo enable us to convert the pro-Nixon-Agnew votes\ninto permanent support for the Republican Party, the\nbudget for the Heritage Groups (Nationalities) Division\nshould be increased.\n(4)\nAs a part of the Heritage Groups (Nationalities)\nDivision, there should be an Italian, and a Mexican-\nAmerican-Puerto Rican-American (Spanish) operation.\n(5)\nAn appropriate proportion of the appointed members\nof the Executive Committee of the RNC should be\nethnics.\n(6)\nThe Executive Committee should be asked to exercise\ntheir duties in accordance with Rule #26(b) (i.e. The\nExecutive Committee shall exercise all of the Executive\nand Administrative functions required of the RNC between\nmeetings of the full Committee.)\n(7)\nThe ex officio members of the Executive Committee should\nbe given a more important role (e.g. g. committee assignments\non conducting studies on the effectiveness of the RNC and\nof the RNFC operations, planning new programs to bring\nthe RNC and the Republican Party closer to the people,\ndirecting and coordinating membership drives, studying\npossibilities for Party reforms, etc.)\nJohn A.
