The enclosed article from the January 2 Los Angeles
Times is a pretty good analysis of Hickel's strengths and
weaknesses.
Would you give a copy of this to Harlow and also
to Mitchell. I again suggest that some effort should be made to
put a good strong PR type who knows Washington with him at the
earliest possible time. He can be an asset if he gets some good
advice.

MEMORANDUM FOR: MR. KLEIN
It is suggested that there is a need for developing a closer
identity with Buckley. It is not possible, of course, for
the President to take any further steps, although there is
strong urging from New York that he openly endorse
Buckley, which he cannot do.
The suggestion is made that you could go in to New York, get
on a television program, and endorse Buckley at that time
your self on a personal basis.
You could say that the President, of course, as party leader,
cannot go against his party, but I, Herb Klein, would have to
say that if I had a choice and were voting in New York and
felt I wanted to help the President, I would certainly cast my
vote for Buckley.
You would have to state this as your personal view, and it is
strongly felt that it would be a good idea for you to do SO.

MEMORANDUM FOR THE PRESIDENT
I have been asked to draft a letter which would be sent by me to each
member of the Board of Trustees of Smith College. Because of the
personal nature of it, I would appreciate it if you would go over it
and change it in any way you desire before 1 send it out.
The draft and list of Truetees is attached.

Draft Letter to Board of Trustees, Smith College
Dear Mr. Bixler:
I am sure that as a trustee of Smith College, you have
had inquiries regarding the decision of Mrs. Julie Eisenhower
not to attend her graduation on May 31. I thought you
would want to know the feelings shared by the President
and Mrs. Nixon and Mr. and Mrs. Eisenhower on this subject.
As you might assume, their concern was such that they have
had a number of family discussions regarding what would be
best for Smith College and members of this graduating class.
The family feels very strongly that graduation day should
not become a political occasion; it belongs to the graduates
and their families. I know from personal discussion with
Julie and David Eisenhower that both would have liked very
much to have attended the graduation they looked forward to
for so long. Recalling the incident when the President visited
the college on January 9, they are mindful of the probability
that some might choose to demonstrate if they are present at
the graduation on May 31, and thus would disrupt the ceremony
for the college and its students.

Mrs. Eisenhower felt that this would be unfair to other
members of the graduating class and to their families, many
of whom she knows have sacrificed a great deal and traveled
great distances for this day.
While the Eisenhowers will miss this occasion, they feel their
decision will be in the best interests of the students and
faculty of Smith College.
It is their hope that this decision will help make graduation
day the special day it is meant to be for their classmates.
In turn, I know the President and Mrs. Nixon plan to make
this a special family day with Julie and David quietly.
As a personal friend of the family, I am writing to you so
as to be certain that there should be no misunderstanding of
this decision.

Everett Collier called to recall that in 1969 you
said you wanted to bridge the transition in Texas
so that Democrats would vote not only for a Republican
candidate but for part of his ticket. He said you
have bridged the gap in this election as your
popularity was transformed into county courthouses
votes for John Tower. He believes you have had a
long range and significant impact on Texas. This
was reflected additionally in the close race for
governor.
