Dear Mr. Gray:
Enclosed for your information are copies of my letter to Mr. Jack
F. Thompson, Assistant Secretary of State, confirming your
appointment as the President's political treasurer in Oregon and
SED Form 100-A (State of Oregon) signed by Vice President Agnew
appointing you as his political treasurer.
Oregon state law requires that the candidate's political treasurer
file with the Secretary of State a pre-election report of contributions
and expenditures on behalf of the candidate not later than October
31 and a post-election report not later than December 7. If you
have any questions in regard to these reports for the President
and Vice President, please do not hesitate to contact me. We would
appreciate receiving copies of these reports when they are filed.

APPOINTMENT OF POLITICAL TREASURERS
1.
Each candidate and political committee must appoint a political
treasurer. The political treasurers are responsible for the filing
of all statements of contributions and expenditures as required
in ORS chapter 260.
2.
A single treasurer may be appointed to serve as treasurer for a
candidate and as treasurer for a committee supporting the candidate.
A political treasurer may be appointed to serve two or more candidates
or two or more committees. A candidate may appoint himself as his
own political treasurer and also as his committee treasurer.
3.
The name and address of the political treasurer must be filed in this

In preparation for the upcoming general election, and hopefully to be of help
to you and your committee, we have put together this little "kit" which consists
of the following:
a. Instructions and forms for filing of Voters' Pamphlet material
and fee.
b. Instructions and forms for the appointment of political treasurers.
C. Instructions and forms for filing statements of contributions and
expenditures.
A 1971 amendment to the Voters' Pamphlet Law requires the filing of your material
directly with this office, not through your State Central Committee as done
before.
You probably appointed a personal and/or a committee treasurer for the primary
election who will serve through the general election. That is just fine;
however, we would like to check our records and make certain that we have the
names and addresses of the treasurers correctly filed. Therefore, we are
asking you to complete the enclosed appointment forms and return them to our
office as soon as possible.
Please review your Manual for Candidates and Political Parties for detailed
information on the conduct of your campaign, particularly in the areas of
Voters' Pamphlet material and statements of contributions and expenditures.
If you need another manual or additional forms, let us know and we will send
them to you.

VOTERS' PAMPHLET MATERIAL
1.
Statement and fee must be received in this office not later than
5:00 p.m., Tuesday, August 29, 1972. A postmark showing the date of
August 29th does not satisfy the law.
2.
Please use the SED Forms 125 when filing your statement.
3.
It will be helpful if you would read the instructions on the back of
the SED Form 125 before writing your statement.
4.
See page 28, Manual for Candidates, for fee schedule.
5.
If you wish to reuse your photograph from the primary election Voters'
Pamphlet (on file in this office), please so indicate in the protrait
cut space on the SED Form 125.
Instructions for Completing and Filing VOTER PAMPHLET STATEMENTS
For more detailed instructions and information see
MANUAL FOR CANDIDATES AND POLITICAL PARTIES
1. Please type. File two copies of the statement.
2. Photographs for Portrait Cuts:
a. Two identical 5"x7" glossy prints not over three years old.
b. Photographs shall include the head, neck and shoulders of the candidate. It shall not include the hands
nor anything being held in the hands.
C. Portrait cut size limited to 2"x3" or 3"x4", except for two page statement. If the candidate is entitled
to two pages, he may use a 4"x5" cut.
d. Indicate size of portrait cut desired on face of this form.
3. Length of Statement:

a. No portrait cut-approximately 500 words per page—
type copy inside solid black lines.
b. 2"x3" portrait cut-approximately 400 words per page-

a. Portrait cut upper left-hand corner of statement when a 2"x3" cut is used.
b. Portrait cut may be upper left-hand corner or centered when a 3"x4" cut is used.

from the pre-election report. It should be complete in all detail,
showing all financial transactions for the reporting period, which
includes the pre-election report. The post-election report is
not a supplement to the pre-election report.

What to file: See page 32 of the Candidates' Manual.
4.
Please remember that the candidate and committee report must be
separate reports.
5.
For our mutual convenience and clarity, use the SED Forms 131 and 131a
in filing your statements.
6.
If either of the post-election statements show an unexpended balance or
a deficit, supplemental reports must be made by the political treasurers
until the unexpended balance is disposed of, or until the deficit is
satisfied. The first supplemental report is due in this office not later
than 5:00 p.m., January 8, 1973. Other supplemental reports are due
every sixty days thereafter until the statements show a zero, zero
balance.
7.
If no contributions were received, or if no money was expended by a
candidate's treasurer or political committee, a statement of no
contributions or expenditures must be filed. This requirement applies
to both the pre-election and post-election reports.

by Oregon Laws 1971, Chapter 749, Sections 7, 9, 10, 13, 14 and 15.

Any accounting system that provides, on a current basis, the detail and summary information neces-
sary for preparing SED Form 131 and SED Form 131a directly from the accounting records is deemed to
comprise a " uniform system of accounts as required by Oregon Laws 1971, Chapter 749, Sections 5
and 17.
All detail accounting transactions may be posted directly to SED Form No. 131a. Where the volume
of financial transactions is not large, satisfactory accounting records might well consist of:

(2) SED Form 131-Summary information from SED Form 131a and information carried forward

DEFINITIONS:
"Candidate" means an individual seeking nomination or election to public office whose name is
printed on an official ballot for public office or whose name is expected to be or has been presented, with
his consent, for nomination or election to public office.
"Measure" means any proposed law, Act or part of an Act of the Legislative Assembly, revision of
or amendment to the Oregon Constitution, local, special or municipal legislation or proposition or ballot
question submitted to the people for their approval or rejection at an election.
"Political committee" means a combination of two or more individuals, or a person other than an in-
dividual, the primary or incidental purpose of which is to support or oppose any candidate, measure or
political party or principle.
"Public office" means any national, state, county, school or other district, precinct, city, ward or polit-
ical party office or position that is filled by the voters.
SED Form No. 131a is of free form design to provide for any of the detail listings required to support
summary totals reported on SED Form No. 131.
Caution: Complete reporting requirements are set forth in Chapter 260 of Oregon Revised Statutes.
Information and instructions included below should not be considered as being in lieu thereof.
CASH RECEIPTS:
Contributions:
List the name and address of each person who contributed an amount of more than $25, and the
amount contributed by that person. The listing may provide as a single item the total amount of con-
tributions in amounts of $25 or less each, but shall specify in that case how these contributions were
obtained. Exception-The name and address of each individual contributing more than $5 must be
listed if SED Form No. 131 is being filed by a person other than a political treasurer after the date
of an election and the contributions were received for the purpose of reducing an expenditure deficit
shown on a statement filed by a political treasurer. In this case contributions in amounts of $5 or less
may be listed as a single item, but the listing shall indicate how these contributions were obtained.
Loan Proceeds:
List information as to the source, purpose, and amounts of all loans.
Other Receipts:
List information as to the source, purpose, and amounts of all cash receipts that are not contributions
or loans.
CASH DISBURSEMENTS:
Campaign Expenses:
List the name of each payee, the amount of the expenditure, and the purpose thereof. Each expendi-
ture in an amount of more than $25 shall be vouched for by a receipt or cancelled check or an accurate
copy thereof.
Repayment of Loans:
List the names of the payees and the amounts of the loan repayments.
Other Disbursements:
List information as to the nature, purpose, and amounts of all cash disbursements that are not cam-
paign expenses or repayments of loans.
IN-KIND CONTRIBUTIONS:
List information as to the nature of the goods or services provided, the name and address of the persons
who provided them, and the estimated values thereof.
ACCOUNTS PAYABLE:
List information as to the names and addresses of the creditors, the nature of the goods or services
provided, and the actual or estimated amounts payable.
LOANS PAYABLE:
List information as to the name and address of the creditors and the principal balances owing.
OTHER:
List any other information deemed necessary to provide for a financial report that conforms to law
and to the truth.
Oregon Laws 1971, Chapter 749, Section 5, Subsection (1) provides that detail accounts must be
maintained " current within not more than seven days after the date of receiving a contribution or mak-
ing an expenditure Contributions and expenditures that are listed on SED Form 131a within the seven
day period are deemed to be recorded currently as required by law.
