State Filing Requirements
1. Pennsylvania - I spoke with Mrs. Brenda Jack, Assistant
Director of the Elections Section in the Pennsylvania Secretary of
State's Office concerning state filing requirements. She confirmed
the fact that negative reports are not required by candidates, as
indicated on page 32 of the Pennsylvania Election Guide. There-
fore, no reports will be filed for either the President or Vice
President.
2. Colorado - Mr. James Gaddis, Assistant Director of the
Elections Division in the Secretary of State's Office, informed me
that his office did not interpret Colorado state law to require filings
by Presidential candidates. Insofar as the law might possibly be
applicable, it would only cover to Presidential electors. However,
the state has never sought expense statements from electors.

This blank is to be used in case the aggregate receipts or disbursements of a political committee, in con-
nection with any nomination or election, shall exceed one hundred fifty dollars.
For the office of United States Senator, Governor, Lieutenant Governor, Auditor General, Secretary
of Internal Affairs, State Treasurer, and Judge of the Supreme and Superior Court, it must be filed within
thirty days after the primary and within thirty days after the election, with the Secretary of the Com-
monwealth; and, for all other offices with the County Board of Elections.
Any account of any political committee concerning the primary or election expenses of BOTH a can-
didate or candidates voted for by the electors of the State at large and also candidates for other offices
shall be filed with the Secretary of the Commonwealth.
Every such account shall be accompanied by vouchers for all sums expended amounting to more than
ten dollars. It shall be unlawful for any candidate, or treasurer of a political committee, or person acting as
such treasurer, to disburse any money received from any anonymous source.
